This Plan is aimed at mitigating the economic and social impact and guaranteeing the protection of the most vulnerable population. The characteristics of the National Health System are summarized, with emphasis on the Primary Care strategy, considered a strength for the prevention and control of the pandemic in the national territory; It also explains the different stages of the vaccination process and in particular the experience of its implementation in a health area.
