The investigation results are illustrated that the contributing factors of the promotion and protection on the right institutions require guardians on the basic peoples' right with disabilities on particularly accession in public services. The law in the acts is introduced to protect and guarantee the fundamental rights; the non-discrimination, the promoting participation in society, the respect on difference and acceptance of diversity, the equality of opportunity, and the accession in public services, according to international agreements, where Thailand has a legal relationship with other states or other international organizations. Abstract

This paper aims to develop legals in promoting and protecting the right of education for disabled students in higher education institutions. The qualitative research methodology based on documentary evaluation is involved.
