Method: The research method used for this study was centered on literature research, and a method of supporting the contents of the interview was used for necessary matters. Results: In the establishment and change of the national curriculum, this study was requested to supplement the legal system, divide roles between committees and prepare a cooperative system, and specify models and methodologies for social consensus.
