Norman","doi":"10.1111/polp.12644","DOIUrl":null,"url":null,"abstract":"<p>As we reach this final issue of the 52nd volume of <i>Politics &amp; Policy</i> (<i>P&amp;P</i>), it is always a time I reflect with deep appreciation upon the sheer hard work that so many devote to the stages of getting manuscripts through to final publication in this journal. I am continually amazed at several elements of the double-blind peer-review process we conduct at <i>P&amp;P</i>.</p><p>First, as a result of the continued rise in submissions to the journal, the huge increase in the number of reviewers we have added to our (already rather enormous!) peer-reviewer database this year has been unparalleled in the almost 20 years I have had the privilege of editing <i>P&amp;P</i>. This surge has, of course, also been reflected in the number of expert reviewers to whom I have extended review invitations over the 2023–2024 production period. Back in 2005, when I first took on the editorial role, I normally needed to ask 5–6 scholars for each paper that made it to the review stage in order to secure agreements to review from the required 3. At the time, that bundle of peer-review requests was composed and emailed out individually, “by hand” as <i>P&amp;P</i> did not move to ScholarOne's electronic system, Manuscript Central (MC), until 2008. So the beginning of our now-huge reviewer database was forged on a very personal level between myself and those wonderful early reviewers who would frequently keep in touch even if I had no papers in their area for them to review. Many still do.</p><p>I occasionally miss that period before the journal (and the industry in general) was “electronicized.” I really enjoyed taking a long time to sift carefully through the new research in the subfields of our discipline(s) to find the perfect scholars to augment each reviewer panel. My first editorial assistant, Cynthia Villegas, and I would cheer every time we received an agreement to review via email, and we added their names to our low-tech wall chart with considerable ceremony! Many of the relationships I forged with reviewers, as well as authors, at that time have continued to flourish ever since. The personal nature of the exchanges kept things as “human” as possible in a business that mechanized very rapidly. Perhaps that is an understatement. From sending hand-tailored requests to 6 reviewers per submission in 2005–2010, the average number of requests I now send out via MC has risen to 17 per paper in order to receive three agreements. Occasionally, I now have to ask over 30.</p><p>Naturally, one reason for this concerns the huge increase in good submissions that <i>P&amp;P</i> is now receiving, meaning that far more reach review. Another is the generalist nature of the journal itself, which leads to a large majority of submissions falling within our fairly wide aims and scope. A further reason is due to the increasing burdens that all who work in academia have experienced as time has advanced, limiting the number of reviews any single scholar can feasibly take on—no matter how amenable and superhuman they are. (And all journal editors know how many superhuman reviewers there actually are, even if anonymity means others do not!)</p><p>I have continued to do my best to retain the “human touch” with all involved in the journal production process: authors, reviewers, Editorial Board members, production editors, translators, editorial assistants, Wiley's marketing team, Wiley's legal team, several other Wiley teams, copyeditors, proofreaders, and the folks at ScholarOne and Ithenticate, as well as the editors of other journals on occasion. All do an exemplary job in gatekeeping quality, safeguarding ethical standards, and getting your research polished and published. Having an electronic manuscript management system with automated emails clearly makes running the journal possible today as the volume of submissions and published copy has skyrocketed. It is a system for which I am truly thankful; but the personal element is harder to keep up!</p><p>A second element that continues to amaze me regarding <i>P&amp;P</i>'s reviewers is that so many of you complete more than one review for us in an annual production period—and not merely including secondary reviews of a paper you have previously recommended a detailed revise and resubmit for. As I compiled the lengthy reviewer acknowledgment list below, I noted that almost a quarter of the scholars whose names appear in it reviewed <i>more than one submission</i> for the journal in the latest production year. Given the increased workload on us all and the vast amount of other journals requesting reviews, this is truly exceptional.</p><p>Finally, the sheer amount of effort, consideration, deep thought, expertise, time, and willingness that reviewers devote toward assisting authors in honing arguments, refining focus, identifying weaknesses, coaxing out deeper contributions, and shoring up methods and theoretical frameworks is apparent to me every day. Almost all the reviews I receive for <i>P&amp;P</i> submissions extend well beyond a cursory paragraph, many are pages long, and most are extremely useful to both authors and editors alike in their detail and suggestions. Some scholars have clearly taken days to compile them—and the resulting improvements to manuscripts (as well as to my workflow and sanity) are patent and deeply appreciated.</p><p>I therefore would like to express my sincere gratitude to all the scholars who returned to us their rigorous peer reviews of submissions that <i>P&amp;P</i> processed and/or published in the 2023–2024 production period. Your hard work, given freely and anonymously, continues to contribute so much to the quality of the articles <i>P&amp;P</i> has published over the last 12 months and, in so doing, contributes to our scholarly fields more than admirably. On behalf of the Editorial Board and the many, many authors who received such useful reviews from you during the 2023–2024 production period, thank you, one and all! Abstract

As we reach this final issue of the 52nd volume of Politics & Policy (P&P), it is always a time I reflect with deep appreciation upon the sheer hard work that so many devote to the stages of getting manuscripts through to final publication in this journal. I am continually amazed at several elements of the double-blind peer-review process we conduct at P&P.

First, as a result of the continued rise in submissions to the journal, the huge increase in the number of reviewers we have added to our (already rather enormous!) peer-reviewer database this year has been unparalleled in the almost 20 years I have had the privilege of editing P&P. This surge has, of course, also been reflected in the number of expert reviewers to whom I have extended review invitations over the 2023–2024 production period. Back in 2005, when I first took on the editorial role, I normally needed to ask 5–6 scholars for each paper that made it to the review stage in order to secure agreements to review from the required 3. At the time, that bundle of peer-review requests was composed and emailed out individually, “by hand” as P&P did not move to ScholarOne's electronic system, Manuscript Central (MC), until 2008. So the beginning of our now-huge reviewer database was forged on a very personal level between myself and those wonderful early reviewers who would frequently keep in touch even if I had no papers in their area for them to review. Many still do.

I occasionally miss that period before the journal (and the industry in general) was “electronicized.” I really enjoyed taking a long time to sift carefully through the new research in the subfields of our discipline(s) to find the perfect scholars to augment each reviewer panel. My first editorial assistant, Cynthia Villegas, and I would cheer every time we received an agreement to review via email, and we added their names to our low-tech wall chart with considerable ceremony! Many of the relationships I forged with reviewers, as well as authors, at that time have continued to flourish ever since. The personal nature of the exchanges kept things as “human” as possible in a business that mechanized very rapidly. Perhaps that is an understatement. From sending hand-tailored requests to 6 reviewers per submission in 2005–2010, the average number of requests I now send out via MC has risen to 17 per paper in order to receive three agreements. Occasionally, I now have to ask over 30.

Naturally, one reason for this concerns the huge increase in good submissions that P&P is now receiving, meaning that far more reach review. Another is the generalist nature of the journal itself, which leads to a large majority of submissions falling within our fairly wide aims and scope. A further reason is due to the increasing burdens that all who work in academia have experienced as time has advanced, limiting the number of reviews any single scholar can feasibly take on—no matter how amenable and superhuman they are. (And all journal editors know how many superhuman reviewers there actually are, even if anonymity means others do not!)

I have continued to do my best to retain the “human touch” with all involved in the journal production process: authors, reviewers, Editorial Board members, production editors, translators, editorial assistants, Wiley's marketing team, Wiley's legal team, several other Wiley teams, copyeditors, proofreaders, and the folks at ScholarOne and Ithenticate, as well as the editors of other journals on occasion. All do an exemplary job in gatekeeping quality, safeguarding ethical standards, and getting your research polished and published. Having an electronic manuscript management system with automated emails clearly makes running the journal possible today as the volume of submissions and published copy has skyrocketed. It is a system for which I am truly thankful; but the personal element is harder to keep up!

A second element that continues to amaze me regarding P&P's reviewers is that so many of you complete more than one review for us in an annual production period—and not merely including secondary reviews of a paper you have previously recommended a detailed revise and resubmit for. As I compiled the lengthy reviewer acknowledgment list below, I noted that almost a quarter of the scholars whose names appear in it reviewed more than one submission for the journal in the latest production year. Given the increased workload on us all and the vast amount of other journals requesting reviews, this is truly exceptional.

Finally, the sheer amount of effort, consideration, deep thought, expertise, time, and willingness that reviewers devote toward assisting authors in honing arguments, refining focus, identifying weaknesses, coaxing out deeper contributions, and shoring up methods and theoretical frameworks is apparent to me every day. Almost all the reviews I receive for P&P submissions extend well beyond a cursory paragraph, many are pages long, and most are extremely useful to both authors and editors alike in their detail and suggestions. Some scholars have clearly taken days to compile them—and the resulting improvements to manuscripts (as well as to my workflow and sanity) are patent and deeply appreciated.

I therefore would like to express my sincere gratitude to all the scholars who returned to us their rigorous peer reviews of submissions that P&P processed and/or published in the 2023–2024 production period. Your hard work, given freely and anonymously, continues to contribute so much to the quality of the articles P&P has published over the last 12 months and, in so doing, contributes to our scholarly fields more than admirably. On behalf of the Editorial Board and the many, many authors who received such useful reviews from you during the 2023–2024 production period, thank you, one and all! Our appreciation and gratitude are truly beyond measure.

Realmente disfruté tomándome mucho tiempo examinando cuidadosamente las nuevas investigaciones en los subcampos de nuestra(s) disciplina(s) para encontrar exactamente a los académicos adecuados para agregar a cada panel. Mi primera asistente editorial, Cynthia Villegas, y yo aplaudíamos cada vez que recibíamos un acuerdo para revisar por correo electrónico, ¡y ceremoniosamente agregamos su nombre a nuestro gráfico mural! Muchas de las relaciones que forjé en ese momento con revisores y autores han seguido floreciendo desde entonces. Y la naturaleza personal de los intercambios mantuvo las cosas lo más “humanas” posibles en un negocio que se mecanizaba muy rápidamente. Quizás esto sea quedarse corto. De enviar solicitudes personalizadas a 6 revisores por envío en 2005, el número promedio de solicitudes por artículo que envío ahora ha aumentado a 17 para recibir los 3 acuerdos requeridos. Y de vez en cuando ahora tengo que pedir más de 30.

Naturalmente, una de las razones de esto tiene que ver con el enorme aumento de buenas presentaciones que la revista está recibiendo ahora. Otra es la naturaleza generalista de la revista en sí, lo que lleva a que una gran mayoría de artículos entren dentro de nuestros objetivos y alcance bastante amplios. Otra razón más se debe a las crecientes cargas que todos los que trabajan en el mundo académico han estado experimentando a medida que avanza el tiempo, lo que limita la cantidad de revisiones que cualquier académico puede realizar, sin importar cuán receptivos y sobrehumanos sean. He seguido haciendo todo lo posible para conservar el “toque humano” con todos los involucrados en el proceso de producción de la revista: autores, revisores, miembros del consejo editorial, paneles de revisión secundaria, editores de producción, traductores, asistentes editoriales, el equipo de marketing de Wiley, el equipo legal de Wiley, varios otros equipos de Wiley, correctores de estilo, correctores de pruebas y la gente de ScholarOne e Ithenticate, así como, en ocasiones, los editores de otras revistas. Tener un sistema de gestión de manuscritos electrónicos con un sistema automatizado de correos electrónicos claramente hace posible el funcionamiento de la revista hoy en día, ya que el volumen de envíos y copias publicadas se ha disparado, por lo que estoy realmente agradecida. ¡Pero el elemento más personal es más difícil de mantener!

Un segundo elemento que sigue sorprendiéndome con respecto a los revisores de P&P es que muchos de ellos completan más de una revisión para nosotros en un período de producción anual, y no meras revisiones secundarias de un artículo para el que previamente recomendaron una revisión y un nuevo envío. Mientras compilaba la extensa lista de reconocimientos de revisores que aparece a continuación, noté que casi una cuarta parte de los académicos cuyos nombres aparecen en ella revisaron más de un envío para la revista en el último año de producción. Dado el aumento de la carga de trabajo que pesa sobre todos nosotros, esto es verdaderamente excepcional.

Finalmente, es evidente para mi cada dia la gran cantidad de esfuerzo, consideración, pensamiento profundo, experiencia, tiempo y voluntad que los revisores dedican a ayudar a los autores a perfeccionar los argumentos, refinar el enfoque, identificar debilidades, lograr contribuciones más profundas y apuntalar métodos y marcos teóricos. Casi todas las reseñas que recibo de envíos de P&P se extienden mucho más allá de un párrafo superficial, muchas ocupan páginas y la mayoría son extremadamente útiles tanto para los autores como para la editora en cuanto a sus detalles y sugerencias. Es evidente que algunos académicos se han tomado días para compilarlos, y las mejoras resultantes son patentes en los manuscritos (así como en mi flujo de trabajo y mi cordura).

Por lo tanto, me gustaría expresar mi más sincero agradecimiento a todos los académicos que nos enviaron sus rigurosas revisiones por pares de las presentaciones que P&P procesó y/o publicó en el período de producción 2023-2024. Su arduo trabajo, realizado de forma libre y anónima, continúa contribuyendo mucho a la alta calidad de los artículos que P&P ha publicado durante los últimos 12 meses y, al hacerlo, contribuye a nuestros áreas de manera más que admirable.
