This chapter recounts the history of conflicts between communist teachers and liberal educators, inside the teachers union and in the educational reform movement generally. It focuses on communist teacher-activists Alice Citron, Isidor Begun, and Williana Burroughs, who came into conflict with liberal union leaders over their emphases on the use of “mass action” and community mobilization to achieve higher salaries, better schools, and racial equality, as well as to promote the Popular Front against fascism. In reaction to their confrontational activism, perceived as a challenge to his authority, Linville and other liberals and social democrats tried once more to oust the communist “factions” from the union in 1935, supported by liberals, social democrats, and conservatives in the American Federation of Labor (AFL). Failing, the liberals walked out of Local 5 to form an explicitly anti-communist organization, the Teachers Guild.

This chapter turns to the inquiry’s first main “friendly” or cooperative witness, Brooklyn College (BC) English professor, Bernard Grebanier. Windels began by investigating BC because of its reputation for left-wing activism and the involvement of teachers and students in Popular Front causes. Grebanier, like many of his colleagues, joined the Communist Party because of its strong stance against European fascism, anti-Semitism, and right-wing movements in the United States. Although Grebanier was an unreliable witness, Windels led him to promote the myth that Brooklyn faculty indoctrinated their students.

This chapter covers the first public hearings of the Rapp-Coudert investigation, held in December 1940 and directed by liberal Paul Windels, protégé of reformer and Fusion activist Judge Samuel Seabury. Though challenged by the teachers unions (Locals 5 and 537 of the American Federation of Teachers) and civil libertarians, Windels unfolded a sophisticated witch-hunt based on the investigative powers of the state legislature. Violating fundamental constitutional rights, including those protected by the First and Fifth Amendments, Windels forced teachers to lie about their political associations in order to avoid fingering friends and colleagues while under oath. Meanwhile, Windels built a case against the Communist party based on his and others misrepresentations—a “countersubversive” myth that teachers used their classrooms to propagandize for the party and to subvert American democracy

This chapter recounts the increasingly bitter contest between communists and liberals in the American Federation of Teachers, as the Popular Front dissolved in the wake of the Hitler-Stalin Pact in August 1939. As Local 5’s offshoot, the College Teachers Union, under communist and radical socialist leadership, successfully established tenure rights for New York’s municipal colleges in 1938. The New York locals were challenged in the AFT by social democrats like George Counts, whose anti-communist campaign won the presidency of the national union, setting the stage for the Rapp-Coudert probe the following year.

In this chapter, the role of anti-Semitism in the Coudert probe is explored. Of the teachers and staff targeted by the investigation, a disproportionate number were Jewish, prompting critics to argue that the inquiry motives were tainted by anti-Jewish bigotry. The chapter places the investigation in the context of growing racism and anti-Semitism on the streets and in the schools of the city, led by such organizations as the Christian Front and the German-American Bund.

The Dewey Trial 杜威审判

This chapter flashes back to the early 1930s, when liberal and socialist leaders of Local 5 brought charges against young communist activists for disrupting the union and challenging the authority and judgment of its leadership. The “trial” of six communist union members, in preparation for their expulsion, was led by liberal philosopher and educational reformer, John Dewey, a friend and supporter of Local 5 president Henry Linville. In pushing the so-called “Dewey Trial” in spring 1933, Linville and Dewey set the persecution of communist teachers on a track that would eventually lead to the Coudert inquisition, by exploiting accusations of bad faith and misrepresentation against radical union members. Linville, a conservative socialist, joined in emerging efforts to isolate and defeat the growing communist activism of the Popular Front.
