The White Paper "China's Efforts and Achievements in Promoting the Rule of Law" fully demonstrates China's achievements in the rule of law,at the same time,it opens out the practical logic and basic axioms of the development of China's rule of law.Has experienced tortuous history of development,in the past three decades' reform and opening-up,China's efforts and achievements in promoting the rule of law reflect the axioms of development of the rule of law.The regular understanding about the rule of law includes that political parties are the basic elements of the rule of law,the strategy "Governing the Country by Law,Construct the Socialist Rule-of-Law State",political values of respecting and protecting human rights,by the idea of limited government to the concept of government's responsibility,community building and social rights,ideology of People's democracy and People's rule of law,political civilization and harmonious society,and so forth.These basic concepts and ideas have been and are affecting the progress of the legal system and the rule of law practice,constituting the main line of ideological and cultural foundation of future development of China's rule of law,and China's rule of law also has a more ample connotation.In order to grasp the connotation of China's rule of law comprehensively,we must based on its magnificence system,taking political parties into its basic elements,deepening internal relations between human rights and the rule of law,establishing the significance that society ruled by law to China's rule of law,and developing legal education in order to expedite the building process of China's rule of law.

The National Human Rights Action Plan of China(2009-2010) preserving the Chinese-style on the human rights institution and practice,fully illustrates the human rights framework with Chinese characteristics.Significantly,it coincides with the spirit of the international human right convention as well as the international human rights system,which reflects an open and cooperative attitude.It is especially necessary to strengthen the active role of public policy in human rights protection along with more and more concerns are put on the internal relation between human rights and law.The National Plan possesses reliable political and constitutional authority and the guarantee of public policy and law.It lists the human rights education as an important issue.Today,the importance of raising human rights awareness and creation human rights culture is generally accepted,however,the correspondence between rights and obligations and the logical relationship between human rights and responsibilities should not be neglected.
