Background: No nation can achieve any meaningful development without adequate infrastructure. National development in Nigeria is predicated on adequate modern infrastructure. But, the situation in Nigeria seemed to be that of an infrastructure deficit. Aim: The study examined the state of infrastructure in Nigeria and the efforts put in place to meet the infrastructure deficit in the country. Method: The study was a descriptive qualitative research and secondary data was used. The data was analysed using content analysis. The study covers the entire country, Nigeria. Result: The study showed that the various infrastructures in Nigeria are in a deplorable state and efforts at building modern infrastructure are still very insignificant. The major reasons for the deplorable state of infrastructure in Nigeria can be attributed to inadequate funds, a high rate of corruption in the public domain among others. Conclusion: The study suggested a rigorous revenue-generating strategy by the government to fill the deficit gap, reduce corruption in the public institutions in Nigeria, among others. Contribution: The paper no doubt revealed the ineptitude of the Nigerian leaders to understand the vital role of infrastructure in National development. Leaders with foresight will embark on infrastructure development, not only to enhance economic growth but to attract foreign investors. Unfortunately, the findings of the study showed that the Nigerian government has failed and lacked the political will to develop the relevant infrastructure required for economic development and enhancing the overall welfare of the citizens.

Background: The coronavirus epidemic together with Industry 4 has created several disruptors that transformed workplaces and markets. This also highlighted the need to rethink and find alternative approaches to secure future work for unemployed graduates and youth. Digital technology adoption in agriculture value chains (AVCs) creates opportunities for the development of technopreneurs that can help to address this issue of unemployment. Objectives: This study aimed to understand how an institutional framework can support the inclusive development of technopreneurs in digital AVCs. This should align to government policies and the opportunities created by Industry 4.0.Method: A systematic literature review (SLR) assessed numerous frameworks that aligns with government policies and strategies associated with digital for development (D4D). The final outcome is a framework that lists the institutions to support the development of technopreneurs in digital AVCs in South Africa. Results: Provincial digital innovation hubs and district agro-food sustainable knowledge hubs are suggested for implementation. The adoption of digital technology in AVCs is encouraged by these institutions that create future work and enterprise creation opportunities for unemployed graduates and youth. Conclusion: An alternative conceptualisation of the emergence of technopreneurs is envisioned in order to address the research question. This will assist to better understand the institutional arrangement needed to support the development of technopreneurs in AVCs.Contribution: This research adds to D4D literature as such a framework does not exist in South Africa. In the future, this will assist practitioners and academics in better organising, conceptualising and carrying out their investigations.

city. The M1 highway separates Alexandra from the affluent city of Sandton (a financial powerhouse of Africa) with its tall buildings and expensive housing visible mostly in leafy suburbs such as Sandhurst ‘where the cream of society lives’ – where South Africa’s most elite, that have always enjoyed full citizenship rights of liberty, autonomy and a clean environment, live (Skurie, 2013). This study argues that Johannesburg is a city that depicts both the utopia of growth and development, as well as the dystopian torture of marginal realities experienced by the urban poor
