Effect of Scouting Extracurricular Toward Character Values of Students at SDN Gedanganak 01 District East Ungaran, Semarang regency 童军课外活动对三宝垄县东云加兰01区SDN学生性格价值观的影响

This research is motivated by the problems of the low value of the student's character on SDN Gedanganak 01, which does not use attributes complete when the flag ceremony, taking out the trash is not in place,  students who do not do their homework. The formulation of the problem is whether scouting extracurricular effect on the character values ​​of elementary school students. This study aims to determine the effect of scouting extracurricular on the character values ​​of student at SDN Gedanganak 01, District East Ungaran. The method used is quantitative. The study population were students of class IV and class V SD Negeri Gedanganak 01 with total 51 students. Data collection techniques in this study was the observation. Research hypothesis testing using t test. The results showed Scouting extracurricular effect on the character value of students at SDN Gedanganak 01. This is evidenced by the results of the analysis of the t-test is equal to 0.000 as significant value. The significant value of 0.000 ≤ α (0.05). So the hypothesis which says scouting extracurricular affect to character value of students at SDN Gedanganak 01, District East Ungaran accepted

THE EFFECT OF MULTICULTURAL APPROACH ON READING AND WRITING FOR ELEMENTARY STUDENT 多元文化教学法对小学生阅读与写作的影响

This study aimed at investigating the effect of multicultural approach on reading comprehension and writing   skills of grade V elementary school students in the South of Borneo. This is a quasi experimental research with nonequivalent-groups pretest and postest design. The participants experimental class was student of class VB MI Al-hamid Banjarmasin (n=38) and control class was students of class VA MI Al-Hamid Banjarmasin (n=36).   Using reading comprehension and narrative writing test scores of students, multicultural approach questionnaire, and teaching assignment. This study reveals that multicultural approach affects reading comprehension and writing achievement and also becomes the best predictor of their experience and cultural knowledge, such as develops multiple perspectives, cultural counsciousness, increases intercultural competence, combats racism, sexiesm, prejudice, discrimination, and develops social action skills. Furthermore, multicultural approach has a significant effect and better than conventional teaching on students’ reading comprehension skills, and on writing skills are also better than convensional approach of teaching.  As conclusion, multicultural approach can be considered as a teaching method in improving students’ reading comprehension and writing skills, from producing main idea and topik sentence, also writing non fiction text based on multicultural knowledge, awareness, skills and action. The research findings imply that teachers need to change their teaching model into multicultural approach and identify multicultural material to encourage students to do and bring up reading and writing activities related to tolerance.
本研究旨在探讨多元文化教学法对婆罗洲南部五年级小学生阅读理解和写作能力的影响。这是一项非等效组的准实验研究,采用前测和后测设计。实验对象为VB MI Al-hamid Banjarmasin班学生(n=38),对照组为VA MI Al-hamid Banjarmasin班学生(n=36)。使用学生阅读理解和叙事写作测试成绩,多元文化方法问卷调查和教学作业。本研究表明,多元文化的学习方式影响着学生的阅读理解和写作成绩,也成为他们经验和文化知识的最佳预测因素,如培养多元视角、文化意识、提高跨文化能力、反对种族主义、性别歧视、偏见和歧视,以及发展社会行动技能。此外,多元文化教学对学生的阅读理解能力有显著的影响,并且优于传统教学,对学生的写作能力也优于传统教学。综上所述,多元文化教学法可以被认为是一种提高学生阅读理解能力和写作能力的教学方法,从产生主旨和主题句,到基于多元文化的知识、意识、技能和行动来撰写非虚构文本。研究结果表明,教师需要改变教学模式,采用多元文化的方法,识别多元文化的材料,鼓励学生进行和培养与宽容有关的阅读和写作活动。

PUBLIC SERVICE ACCOUNTABILITY IN TATANGA DISTRICT OFFICE, PALU CITY (STUDY OF SERVICES ID CARD MANAGEMENT) 帕卢市塔坦加区办事处的公共服务问责(服务身份证管理研究)

The objectives of this study is analyzing accountability of public service in management Identity Card at tatanga District Office and the obstructed factors. The method used in this study is qualitative research, to describe the phenomena based on the fact in the research focus. The population of this study is the stake holders of Tatanga District and the public service users. Sample selection used purposive technique by selecting 6 (six) informants. Technique of data collection in this study consists of observation, interview and document.The result of the study showed that the accountability of public service in management Identity Card at the office of Tatanga District was less maximal. This was proved by 3 (three) indicators considered to be a starting point, they are service reference, attention to the public and solution. Only 1 (one) indicator showed the accountability of service is the solution. It was given by the government of the Tatanga District for the public service users had been maximally implemented. While indicator of service reference and attention to the public has not got maximal categories yet. The factors that obstructed the accountability of public service in management Identity Card at Tatanga District office which is found in this study wereunavailability of equipment to create ID card. Thus, the duty of the District government officials in service only confined to ID cards. Then the people have to complete it to another district office or Civil Registration in Hammer. Besides, the service provided from district government in management Identity Card is still oriented on arrangement or simply impressed very normative, less committed to adjust servicing values ​​or norms that exist in society in order to create a quality of service that is oriented on customer satisfaction.

LEGAL STATUS OF LAND RIGHTS OF THE MINING COMPANIES IN CENTRAL SULAWESI 苏拉威西中部矿业公司土地权利的法律地位

This study aims to describe and analyze the legal status of mineral mining companies' land in Central Sulawesi, and secondly to explore and/or find alternative concepts in the field of land use adopted by the community in the mining area and its surroundings. To achieve this goal, a sociological/socio legal research method will be used. Document studies are carried out through a search for legal materials; primary, secondary and tertiary to obtain some data, then field data collection was carried out in the form of observations, in-depth interviews and participatory discussions (PRA). The phenomenon of problematic mineral mining occurs in almost every region in Indonesia, including Central Sulawesi. These facts show the importance of this research to be carried out in Central Sulawesi. Mining business is carried out after obtaining a permit from the government, prior to agreement with the party who has land rights, the government has first issued a mining business permit (hereinafter abbreviated as IUP), after the IUP is issued then a settlement with the party who has land rights in order to obtain approval. Land rights are very important in this regard, so the author is of the opinion that in granting mining business permits, comprehensive and effective consultation and deliberation first need to be carried out, involving communities directly affected by mining business activities, so that land rights are guaranteed optimal

The Relationship Between Reading Interest With Learning Outcomes Elementary School Students 小学生阅读兴趣与学习成果的关系

This study aims to determine the relationship between reading interest and students' Indonesian learning outcomes. This type of research uses quantitative methods with a correlation research design. This research was conducted in the fourth grade of SD Inpres 1 Donggulu. The instruments used in this research are questionnaires and documentation. The data analysis technique used is descriptive statistics, normality test, product moment correlation and coefficient of determination (KD). The results showed that reading interest was in the strong category and Indonesian language learning outcomes were in the very good category. The results of the calculation of the product moment correlation show that rcount > rtable (0.511 > 0.468), then Ha is accepted and H0 is rejected, meaning that there is a significant relationship between reading interest and Indonesian language learning outcomes for fourth grade students of SD Inpres 1 Donggulu. The relationship between reading interest and Indonesian language learning outcomes for fourth grade students of SD Inpres 1 Donggulu has a moderate level of relationship and if it is presented it is 26%, while the remaining 74% is influenced by other factors.

Penelitian ini bertujuan untuk menganalisis kinerja keuangan APBD Pemda Kab. Morowali. Permasalahan yang dikemukakan dalam penelitian ini adalah bagaimana tingkat efektivitas PAD, tingkat aktivitas, dan tingkat pertumbuhan kinerja keuangan PAD, belanja rutin, dan belanja modal) Pemda Kab. Morowali. Untuk mengetahui permasalahan dalam penelitian ini digunakan alat analisis rasio kinerja keuangan yaitu; rasio efektivitas, rasio aktivitas, dan rasio pertumbuhan. Dari hasil analisis ditemukan bahwa PAD masih  kurang efektif. Adapun tingkat aktifitasnya, alokasi belanja modal masih besar dibandingkan dengan belanja rutinnya. Sementara rasio tingkat pertumbuhanya, baik rasio pertumbuhan PAD, belanja rutin, dan belanja modal masih dikategorikan tidak berhasil. Kata Kunci : efektivitas, aktivitas dan pertumbuhan.

Morowali. Permasalahan yang dikemukakan dalam penelitian ini adalah bagaimana tingkat efektivitas PAD, tingkat aktivitas, dan tingkat pertumbuhan kinerja keuangan PAD, belanja rutin, dan belanja modal) Pemda Kab. Morowali. \u0000Untuk mengetahui permasalahan dalam penelitian ini digunakan alat analisis rasio kinerja keuangan yaitu; rasio efektivitas, rasio aktivitas, dan rasio pertumbuhan. Dari hasil analisis ditemukan bahwa PAD masih  kurang efektif. Adapun tingkat aktifitasnya, alokasi belanja modal masih besar dibandingkan dengan belanja rutinnya.
