Climate Change and Achieving Caribbean Sustainable Development 气候变化与实现加勒比地区可持续发展

Dr. Smith gets straight to the point. Achieving sustainable development requires understanding the linkages within ecosystems and how they support or constrain human development. Improving human development without exceeding planetary boundaries is critical as exceeding such boundaries risks irreversible changes with serious impacts on human development. Dr. Smith presses further by stating that unfortunately, the planetary boundaries for atmospheric CO2, biodiversity extinctions, flows of phosphorus and nitrogen, and global forest cover have already been exceeded.This means that we need to take action to reverse those aforementioned factors to safe levels. Science can help manage our impact on the planet and science plays a vital role in attaining the Sustainable Development Goals (SDGs).Resilience, resilience, resilience! The Caribbean must transform many of its economies, ecosystems and development with climate change in mind. Without strong systems in place, climate change will make easy work of our already fragile region. Human capital is key. Education must play a core role in development and the World Bank indicates that human capacity building is critical to strengthen economic resources and mobility. Dr. Smith ends on a note of caution, stating that research must be directed into problem solving, working to disseminate scientific findings to catalyse effective change. “Climate change is a wicked problem” and all hands need to be on deck.

Advancing Sustainable Natural Resource Policy in the Caribbean 推进加勒比地区可持续自然资源政策

The islands and territories of the Caribbean region are home to a variety of unique ecosystems that contribute to human wellbeing in numerous ways. They are also the source of tremendous, yet volatile economic value.Despite their importance, Professor Schuhmann suggests that these ecosystems and the goods and services that they provide continue to be threatened by local and global stressors. Local impacts on the natural environment are often driven by the basic need to exploit land, water and coastal resources for economic gain. Yet, this exploitation often comes at a real economic cost.Professor Schuhmann’s paper provides a comprehensive overview of the importance of conservation policy in the Caribbean region. He presents many salient points that recognize the implicit economic value of the natural environment. This paper digs deeper and explores a set of recommendations for researchers to make their efforts more relevant and impactful.The author sums the problem neatly with the following quotation: “[…] we can do a better job at connecting our research to policy outcomes and directives. Academic researchers often produce only vague visions of a sustainable future without connections to clearly defined policy actions that will move us forward”Research needs to be driven by non-monetary gains and easily communicated to the non-scientific community, involving local stakeholders in all aspects of research, from inception to dissemination of findings. Professor Schuhmann urges researchers to push beyond their “discipline-specific comfort zones” and into “interdisciplinary teams” to advance collaborative work, policy development, and the triple bottom line (social, environmental, and economic aspects).

The Way Ahead for Coastal and Ocean Ecosystems in the Wider Caribbean 大加勒比海沿海和海洋生态系统的未来之路

Urgency and coordinated planning are key. This is the core message presented by theleading coastal and marine researchers in the Caribbean. The Wider Caribbean is anextremely diverse region with complex ecosystems underlying the many marine resourcesthat we heavily depend on. Equally complex, and often convoluted, are the organizationsthat govern coastal and marine management, research its resources, and implement itspolicy framework. The “transboundary nature” of our unique ecosystems means thatinnovative solutions are required.The authors present major challenges to bringing about change, stating the need for a clearpath from project initialization to mobilization, shifting “mental models” to a reality.Stakeholders will need to find their niche within the web of issues, identifying commongoals, and implementing changes that maximize outcomes. Over 25 regional andsub-regional organizations are already on the ground, yet, the authors suggest that leavingtheir coordination all to chance, is grossly short-sighted and “irresponsible”.A multilevel institutional approach is already underway, led by the Global EnvironmentFacility (GEF), Caribbean Large Marine Ecosystem and Adjacent Areas (CLME) Project.The CLME Project covers the entire Wider Caribbean Region from the mouth of theAmazon River through Central America, the Greater and Lesser Antilles to the Bahamas,and seeks multi-institutional collaboration over the 10-year period of 2015-2025.The major regional and sub-regional organisations with responsibility for the marineenvironment have signed on as have more than 25 countries at the ministerial level. Theauthors clearly outline pushing the CLME+ Initiative forward through properdocumentation of historical, current and future projects, as well as establishing a networkof regional ambassadors to implement needed change and planning. To quote the mainarticle, “we can choose to engage with and build [this opportunity], or we can each continue doingour own ‘thing’ ”.

Renewable Energy: A Caribbean Crossroad 可再生能源:加勒比海的十字路口

The Caribbean is poised for a renewable energy revolution, and Dr. Koon Koon from theUniversity of the West Indies (Mona, Jamaica) is certain that the region has enormouspotential. Weaving through a multitude of issues related to the Caribbean’s energylandscape, the author guides the reader through the unique systems powering theCARICOM’s energy demand.Caribbean nations are challenged by crippling energy costs (roughly USD $0.35/kWh) andimport bills to fuel their growing economies. Although energy policy has been on the rise,some Caribbean states are not only lagging behind with fundamental changes, butsignificantly contribute to global carbon emissions (Trinidad and Tobago secured 3rd placefor global CO2 emissions per capita).With changing climate regimes in the region, renewable energy systems are becoming thecornerstones for change, providing ample opportunity for wind, solar and hydro systemsto proliferate. Yet the Caribbean faces many challenges. Economies of scale are not in theregion’s favour and major policy implementation is needed to open more doors forsustainable energy integration. There are leaders in the Caribbean however, and countriessuch as Jamaica, Belize and Suriname and ushering the region to the forefront of globalchange.Dr. Koon Koon suggests that the region needs to create major financial solutions to promotethe development of innovative energy projects. Through collaborative organizations likethe Caribbean Centre for Renewable Energy and Energy Efficiency (CCREE), and the majoracademic institutions, the Caribbean can become a model region for the political,socioeconomic and cooperative changes needed to address modern energy issues.
