The purpose of the article is to investigate the progressive evolution of the Italian policy on international protection and reception system. Following the «refugee crisis» of 2015, various strategies have been tested to «reconfigure» the border and control human mobility, confusing and overlapping the inviolable obligation to protect the right of asylum with security measures aimed at safeguarding public order. The «new mobility control regime» has extended beyond the borders of national states in terms of containment and filtration devices for arriving migrants in search of protection (such as the hotspot approach and border control externalization processes).

The contribution looks at the Italian policies towards Africa in order to attest if and how migration issues influenced the political agenda and the decision-making process both of the government and the parliament, respectively, between 2008 and 2018. This period witnessed the development of an alleged new course for Italian policies vis-à-vis Africa and some African countries in particular. Here we focus on Nigeria and Senegal. An outline of the official visits made by Italian politicians to Africa and the scrutiny of parliamentary debates on African issues allows to assess the divide between the rhetoric of a supposed ‘new course’, with Italy at the forefront of a new Euro-Africa partnership, and the continuity of ‘old’ concerns on matters such as the control of flows and mobility.

The process of increased connectivity has made the issue of “hate speech” more and more relevant in the social and political debate. The effects of hate speech and its viral diffusion on most social media are producing deteriorating effects in the contemporary social and political environments, with direct consequences on the quality of the democratic debate and on the level of institutional respect. The chapter suggests that an ethical approach based on values can be much more effective than sanctions and regulations in the contrast to hate speech practices.

How do right wing populist parties politicize migration in different political, economic and social contexts? The chapter aims to provide an answer to this question by analyzing four parties: the Italian (Northern) League, the Spanish VOX, the German Alternative for Germany and the Austrian Freedom Party. Opposition to migration and negative reactions towards multicultural societies are recurrent arguments in the rhetoric of right-wing populist parties. Public discussion on migration is addressed through frame and signification processes in which journalistic production plays a crucial role. Compared to the past, more diversified and articulated frames are adopted in the current representation of migration. Publics grassroots productivity goes along and overlaps with journalistic contents. The chapter aims to investigate how discussion on migration develops, with a focus on the innovations introduced by digital technologies and social web and the new possibilities for access, participation and production of contents by the audience.

The chapter analyses the phase of definition of Italian policy making on migration between the mid 80’s and the mid 90’s. It aims to shed light on the interplay between national and international variables responsible for the definition of key choices made by the Italian political class in the field of migration regulation. The study makes use of a historical perspective, that is suitable to underscore this relationship at the Mediterranean and European level.

In the coming years the European Union will be called to make challenging choices on three aspects of migration policies. The first is that of entry conditions, with particular reference to labour immigration.The second theme concerns the integration of immigrants already present on EU territory. A thorough understanding of the reality of migration is the best way to manage it and seize its value. For it, statistical data, can help do just that: they show that the foreign presence in Italy has not undergone major variations in recent years. A major part has been played by recent Italian citizenship acquisitions; and this takes place, paradoxically, while there is a much lamented lack of legislation and changes are invoked all round. Future perspectives seem to confirm, at least in the short term, a certain stability, generated by a weak attractiveness for “traditional” immigration and a significant maturation of older immigration components, accompanied by changes in status.
