Karakteristik utama operasi militer berbasis Network Centric Warfare (NCW) adalah interaksi informasi yang sangat intens antar aktor/unit militer secara terjejaring. Secara strategis perang informasi mempunyai arti penting karena sistem informasi ini berhubungan dengan masyarakat. Ancaman perang Teknologi Informasi dan Komunikasi (TIK) yang akan muncul di masa depan memerlukan suatu konsep perang berupa NCW dan kemampuan peperangan siber yang juga akan lebih fokus pada platform-platform persenjataan di hampir semua negara. Kondisi yang terjadi saat ini di TNI perlu dukungan sumber daya yang teratur, doktrin peperangan, perkembangan teknologi dan lingkungan strategis, yang disusun agar pengembangan TIK dapat dimplementasikan di lingkungan Matra Darat. Penelitian ini dilakukan untuk menjawab pertanyaan mengenai kondisi kemampuan interoperabilitas pemanfaatan TIK di TNI AD dan strategi pemanfaatan NCW di matra Darat. Teori strategi menjadi dasar analisis yang dilakukan peneliti berkaitan dengan strategi pemanfaatan TIK. Untuk melakukan evaluasi terhadap interoperabilitas yang sudah dilaksanakan menggunakan model LISI dan OIM. Adapun metode yang digunakan dalam penelitian kualitatif dengan pendekatan deskriptif analisis, penelitian dilakukan dengan pengumpulan data melalui wawancara dan studi pustaka. Hasil penelitian menunjukkan bahwa kemampuan NCW matra darat tergolong dalam level 0 untuk aspek data, level 1 untuk aspek prosedur dan aplikasi, serta level 2 untuk aspek infrastruktur. Adapun strategi pemanfaatan NCW dilakukan dengan cara menerapkan pembangunan Integrated Command and Control System (ICCS) TNI AD dan menerapkan protokol komunikasi dalam ICCS

Kogabwilhan I merupakan salah satu Kotamaops TNI yang berada langsung di bawah Panglima TNI yang dibentuk untuk mengantisipasi berbagai kerawanan yang muncul, baik potensi ancaman yang berasal dari luar maupun dalam negeri yang dapat mengganggu keamanan nasional maupun sebagai kekuatan pemulih terhadap gangguan. kondisi keamanan negara akibat kekacauan keamanan di wilayahnya sesuai dengan kebijakan Panglima TNI. Namun, kesiapannya belum maksimal. Penelitian ini bertujuan untuk (1) menganalisis kebijakan Kogabwilhan I dalam mendukung tugas pokok TNI. (2) Menganalisis Kendala Kogabwilhan I dalam mendukung tugas pokok TNI. (3) Menganalisis Strategi Kogabwilhan I dalam mendukung tugas pokok TNI. Dengan menggunakan metode penelitian kualitatif analitik eksploratif. Data penelitian diperoleh melalui wawancara terstruktur, studi literatur dan dukungan lainnya yang berkaitan dengan organisasi, operasional dan sumber daya manusia serta dianalisis secara deskriptif. Hasil penelitian menunjukkan bahwa organisasi, operasional dan sumber daya manusia merupakan faktor utama dalam kesiapan operasional Kogabwilhan I. Kesimpulan penelitian adalah bahwa kesiapan organisasi, operasional dan sumber daya manusia merupakan hal utama yang perlu diperhatikan oleh Kogabwilhan I agar mendukung tugas pokok TNI. Abstract – Perubahan sangat urgen dalam perkembangan Ilmu Pengetahuan dan Teknologi berimplikasi pada proyeksi ancaman terhadap keutuhan dan keselamatan NKRI, berdasarkan sifatnya adalah ancaman militer dan nonmiliter, yang salah satunya berkaitan dengan ancaman Nubika (Nuklir, Biologi, dan Kimia). Satuan Kompi Nubika Pusziad memiliki tugas pokok dan fungsi melaksanakan dekontaminasi Nubika. Namun demikian, Kapabilitas Kompi Nubika Pusziad belum optimal. Kondisi tersebut, dipengaruhi berbagai faktor/variabel diantaranya Kapabilitas Kompi Nubika Pusziad dan Strategi Kompi Nubika Pusziad menghadapi ancaman Nubika. permasalahan yang diteliti yaitu tentang Kapabilitas Kompi Nubika Pusziad dan Strategi Kompi Nubika Pusziad menghadapi ancaman Militer dan Nonmiliter. Tujuan penelitian untuk menganalisis Kapabilitas Kompi Nubika Pusziad dan Strategi Kompi Nubika Pusziad menghadapi ancaman Militer dan Nonmiliter. Penelitian dilakukan mempergunakan metode kualitatif. Hasil penelitian disini memperlihatkan bahwa: (1) Kapabilitas Kompi Nubika Puziad, aspek Personel saat ini secara kuantitas dan kualitas masih 74% (Mantap II), Alsus dan Matsus Nubika, secara kuantitas mencapai 63,13 % TOP, secara kualitas belum memadai, aspek pendidikan dan latihan masih sangat minim. (2) Strategi Kompi Nubika, aspek kapabilitas organisasi mampu 1 s.d. 3 titik bersamaan (skala kecil), aspek deteksi dan identifikasi ancaman Nubika, masih sangat kurang, serta aspek kerjasama Kompi Nubika dengan instansi terkait (Kenubikaan) perlu ditingkatkan. Satgas Kontingen Garuda merupakan garda terdepan dalam misi OMSP TNI. Pada pelaksanaan tugas perdamaian dunia tersebut, TNI diharapkan memiliki kinerja yang optimal. Namun, masih terdapat beberapa permasalahan terkait kepuasan kerja yang dapat menjadi penghambat kinerja Satuan Tugas. Peneliti menguji model faktor psikologis personal yang dapat meningkatkan kepuasan kerja. Adapun tujuan penelitian ini untuk menguji dan menganalisis hipotesis dari variabel-variabel motivasi pelayanan publik, modal psikologis dan keterikatan kerja sehingga berimplikasi pada peningkatan kepuasan kerja secara optimal. Penelitian ini menggunakan metode kuantitatif dan pendekatan korelasional. Data dikumpulkan dari 272 orang sebagai sampel. Sampel dipilih dengan teknik cluster random sampling secara proporsional kepada 849 orang sebagai populasi yang tergabung dalam Satgas Batalyon Gerak Cepat (BGC) Konga XXXIX-D/Monusco. Hasil penelitian yang diperoleh, yaitu: (1) Motivasi pelayanan publik dan modal psikologis memberikan pengaruh langsung secara signifikan terhadap kepuasan kerja. (2) Keterikatan kerja terbukti merupakan pemediasi pengaruh tidak langsung motivasi pelayanan publik terhadap kepuasan kerja (p value 0,00 dan t statistik 4,091) (3) Keterikatan kerja terbukti merupakan pemediasi pengaruh tidak langsung modal psikologis terhadap kepuasan kerja (p value 0,00 dan t statistik 5,630). Kesimpulan dari penelitian ini adalah bahwa motivasi pelayanan publik dan modal psikologis berpengaruh positif dan signifikan terhadap kepuasan kerja personel baik secara langsung maupun tidak langsung melalui mediasi keterikatan kerja. Kemudian, saran dari penelitian ini adalah kedepannya perlu dilakukan penelitian dampak kepuasan kerja terhadap kinerja, serta perlu mengidentifikasi variabel lain yang berpengaruh terhadap kepuasan kerja.

The TMMD policy is part of the TNI service operation carried out by the TNI together with the Regional Government and the community to help improve the welfare of the community and support the empowerment of defense territories. However, the implementation, the TMMD program that has been implemented has not been optimal because of problems in its implementation such as setting targets, lack of budget and manuals that have not been updated. The purpose of this research is to analyze the implementation of TMMD policies in the empowerment of defense areas in Kodim 0814/Jombang in 2018. This study uses qualitative methods. Data obtained from the specified informants were then analyzed using interactive analysis techniques. The results showed that the implementation of TMMD policies in Kodim 0814/Jombang in 2018 had not been implemented out optimally, both in terms of communication, resources and bureaucratic structure. This has an impact on the lack of results of the 101st TMMD implementation so that the empowerment of defense areas is not optimal. Efforts that can be carried out are by increasing the physical development budget of the Regional Government as well as adding food allowance and pocket money to the TMMD Task Force by TMMD Guidance, determining TMMD targets that must be bottom-up planning according to criteria, providing knowledge and skills for Kodim 0814/Jombang to work together with the Regional Government and the University, increasing the role of the Ministry of RI/LPNK by preparing rice for the people in the TMMD location and contact facilities can be sent before the implementation of TMMD .Keywords : Implementation, Policy, Be United, Empowerment and Defense.

In the era of globalization and information as it is today, and easily accessible data and information management system has become a necessity. Data and information containing ideological, political, economic, socio-cultural, and security aspects are urgently needed to manage national defense policies in order to be able to manage data and information in accordance with the interests of the system, which requires an integrated information network that can collect and manage and regulate the use of data and information. The purpose of this study was to analyze the Strategy for Networking the Integrated Ground Defense Information System, a phenomenological qualitative research method accompanied by data collection techniques of observation, interviews, and documentation studies. The results showed that the TNI AD information system network was not well organized and not integrated where it was found that there were still ranks of the TNI AD that had not been reached by the information system network, then the number of units in the TNI AD was presented, the allocation of internet support for information system purposes was very important. The limited data transmission process, with the non-integration of the information system in the Indonesian Army, resulted in data and information being unable to be shared between data users. The conclusion from this research is that the current Information System Network Arrangement is not optimal, so the Strategy for the Integrated Ground Defense Information System Network Arrangement is carried out with a plan which includes the preparation of an information system title roadmap, the preparation of standards, and the use of independent data, the development of which includes doctrine, personnel, and structure. Currently, Information Technology has developed very rapidly and affects all fields, including the implementation of the TNI's tasks, namely Binter. The Human Resources of Kodam Jaya requires the competency to utilize information technology. The condition of the competency Kodam Jaya of Binter and the competency to adapt for using information technology in the implementation of Binter is the object of this research with the formulation of the problems such as how is the competency of the Human Resources of Kodam Jaya in the field of information technology at this time, how are the obstacles faced in utilizing Information Technology in the implementation of Binter at Kodam Jaya and how Strategy to increase the capacity of Binter Kodam Jaya based on Information Technology to support operational readiness. The purpose of this study is to analyze the formulation of the problem using qualitative methods based on strategy theory, competency theory, information technology theory and territorial management theory to analyze the ability of territorial development in Kodam Jaya based on current information technology; the obstacles faced in utilizing information technology in the implementation of Binter at the Kodam Jaya; as well as a strategy to increase the capacity of Binter Kodam Jaya based on Information Technology to support operational readiness. The method used in this research is descriptive qualitative method with data collection techniques through interviews, indirect observation, document study and FGD. The results of the study show that the ability of Kodam Jaya territorial soldiers in mastering information technology is still limited by utilizing devices to support the implementation of Binter so that a strategy is needed to overcome the obstacles faced and requires leadership transformation in the form of giving orders to the members directly. Dalam melaksanakan tugasnya di Lebanon, kesiapan operasional Satuan tugas Yonmek XXIII-M harus senantiasa dalam kondisi baik. Hal tersebut tidak terlepas dari peran dukungan logistik yang dilakukan oleh TNI. Tetapi, hasil Operational Readiness Inspection TW I Tahun 2019 menunjukkan bahwa persentase tingkat kesiapan operasional hanya 38%. Atas dasar tersebut, artikel ini ingin melihat efektivitas organisasi dan personel yang terlibat dalam pelaksanaan dukungan logistik serta strategi dukungan logistik yang digunakan dalam rangka menjamin kesiapan operasional Satuan tugas dengan menggunakan metode kualitatif. Hasilnya menunjukkan bahwa dukungan logistik dalam rangka menjamin kesiapan operasional Satuan tugas masih perlu dioptimalkan lagi dengan melakukan langkah-langkah antara lain: (1) mengoptimalkan pemanfaatan pendidikan dan latihan yang diselenggarakan oleh GPOI (Global Peace Operation Initiative); dan (2) perubahan metode dukungan logistik serta penyederhanaan jalur birokrasi logistik.Kata Kunci : Dukungan Logistik, Kesiapan Operasional, Misi Pemeliharaan Perdamaian.

District Military Command 0618 / BS Bandung City as Satkowil (Territorial Unit) implements Social Communication as one of the methods of Territorial Development in its area. This study aims to analyze the ways of implementing social communication in the prevention of terrorism in the Regional of District Military Command 0618 / BS in Bandung and also how the Strategy for Implementing Social Communication to prevent terrorism in the Regional of District Military Command 0618 / BS Bandung. This research is a qualitative social study. Data sources used include primary data and secondary data. The technique of collecting data uses interviews, observation, and is supported by documentation and triangulation studies. Qualitative data analysis is performed by data reduction, data presentation and conclusions drawn. The study was conducted in the District Military Command 0618 / BS Bandung City, West Java. Based on this research, the results of the study of the Social Communication Coaching Strategy District Military Command 0618 / BS Bandung city can help the efforts to overcome terrorism in the area. The activities consist of giving lectures, advice and measurable data collection as well as the implementation of creative social media that is involved in the present. With this strategy, it can compete for the hearts of the people and create a unity of the TNI - the People. At the same time as an effort to deradicalise, a quick meeting and resistance against radical groups as a forerunner can be directed at acts of terrorism in the region. In the city of Bandung there are groups consisting of bed cells taken when they can appear and be developed and can be moved which can lead to conflict and terrorism. Construction Engineer Battalion 13/Karya Etmaka abbreviated as Yonzikon 13/KE is required to have high unit performance. The success of carrying out the tasks given by the Indonesian Army is highly expected. However, the performance of this unit is predicted to be not optimal. This condition is influenced by various factors, including the implementation of military training is not optimal and there are still violations of military discipline among soldiers. The research problem is about the effect of military discipline and military training on the performance of the Yonzikon 13/KE unit. This research carried out to analyze the effect of military discipline and military training on unit performance partially and simultaneously. This research uses quantitative research methods with multiple linear regression techniques. Data were collected from 211 soldiers as a sample selected by the stratified random sampling method from a population of 445 soldiers. The results of the study show that: (1) military discipline has a positive and significant effect on unit performance, meaning that military discipline needs to be enforced at Yonzikon 13/KE if you want increased performance, (2) military training has a positive and significant effect on unit performance, the effect is more dominant. compared to military discipline, so that if you want to improve unit performance, increasing the quantity and quality of military exercises is important to carry out, and (3) military discipline and military training simultaneously have a positive and significant effect on unit performance, this means that military discipline and military training are variables. important variables in an effort to improve the performance of the Yonzikon 13/KE unit, so both need to be improved.
