If the recent scandals involving the Johnson Matthey Bank and Lloyds Insurers have reminded us that crime is the monopoly of no one social group what we undoubtably lack in Britain is any far ranging systematic empirical research on the socially destructive and criminal activity of the powerful. True, useful studies have been made of the regulatory process by Carson (I970a; 1970b; 1979; 1982a; I982b) and, in the text reviewed here.'!' Box has provided one of the best discussions of the concept of corporate crime, but detailed information on the extent of such crimes and the characteristics of their perpetrators remains in short supply. The situation is somewhat different in America where more extenive studies have been undertaken of how individuals as citizens, consumers and workers have had their political rights. their environment. safety. health and quality of life threatened by the activities of governments, state officials and above all business corporations. In this review we will focus on the scale and cost and causes of the latter. In America, 'faulty goods. monopolistic practices and other violations annually cost consumers between $174 and $231 billion' (Clinard 1980. p.8) and to this one must add the economic consequences for individuals and society as a whole of injury. illness and death produced by unsafe consumer goods. industrial processes. products and waste. Some of these have been calculated by the offending corporations themselves-in the case of the Ford Pinto. for example. after a number of accidents and injury suits, it was calculated that the costs of changing the 'unsafe fuel tank were nearly three times the expected costs of suits arising from deaths and injuries' (Reasons 1982. p.66). More usually however. the harm done to individuals is an unintended consequence of the current economic system-large corporations cutting production costs. more con-
