DOI: 10.15580/IMJGJ.2018.1.092918155 This article is focused on one of the key assumptions of cosmopolitan and deliberative democracy, which is the opening of decision-making processes for a wide spectrum of social actors. This is especially important as contemporary statistics are indicating a drastic decline of public participation. The model of cosmopolitan-deliberative democracy distinguishes two basic levels of social participation in political processes at local, national and global level. The first and especially important level is the individual commitment, in the context of these considerations, regarded as "I". This is the basic level of civic engagement. "Participating I" is the basic determinant and condition for the development of a global deliberative society, which in model is called “We”. The most important features of deliberative society include: commitment, impartiality, "reasonableness", networking and openness. Cosmopolitandeliberative democracy meets the political challenges of the 21st century, if the core of changes should become global justice, social solidarity, ethical cosmopolitanism, guaranteeing basic human rights for all inhabitants of our planet. The concept of cosmopolitan-deliberative democracy assumes that the process of its implementation should be supported by opening decision-making processes for a wide spectrum of social actors and, at the same time, building a strong deliberative society. In the article enumerated many factors, but indicated the most important which was the global financial crisis in 2008. Justice is one of these broad categories that can be attributed the quality of universality. Universality of justice is connected, inter alia, with its role in the sphere of morality, although it has its limitations here as well. The categories of justice and responsibility remain closely interconnected and their possible regulatory significance in relation to the relevant areas of human activity is not mutually competitive, but complementary. One of the areas where these links are visible is the area of development in science and technology as well as controlling the consequences of their dissemination. Conflicts related to the development of technology are in general the result of the fact that effects, goals, and assets may have different influence and significance for specific individuals, social groups, but also for society as a whole, or even for humanity. These are scientific, technical, economic, ecological and many, many other challenges. But regardless of the number of these challenges and speed of their multiplication all globalization challenges are combined into one big challenge: challenge of building the ethics of globalization. The idea is to establish rules and principles of community life in a “global village”. Nowadays, human beings need unquestionable theoretical ground that could serve as foundation for the ethics of globalization. Some kind of proposal to develop this theoretical ground is the concept of the phenomenology of life by Anna Teresa Tymieniecka. This is the proposal to look at global ethics from a cosmological perspective, and this cosmological perspective is an ontopoietic perspective. Type: Research DOI: 10.15580/IMJGJ.2018.1.092918159 CO2 emissions are a global problem. This means that nothing or very little will change if only particular countries are involved. The purpose of this paper is the attempt to show the real CO2 emissions of the China as well as the impact of its trade on CO2 emissions in other countries in the world and in the EU in 2015. This study was conducted on the group of countries that are the major emitters of CO2 in the world including most of the EU members. Countries with negligible CO2 emissions were omitted. Actual CO2 emissions were achieved by applying the actual emission factor. This takes into account the transfer of CO2 in export products and services as well as those imported by particular countries. It has turned out that the actual CO2 emissions in the China were significantly different from the gross values which represented the CO2 emissions in the particular countries. It is also important to indicate that isolated actions of a single country within the European Union itself do not deliver the intended global and regional target positive changes in CO2 emissions reduction.
