Applying Civic Engagement to Emergency management: Developing the Vision and Design for Improved Governance Resilience to Emergencies 将公民参与应用于应急管理:制定改善应急治理弹性的愿景和设计

Civic engagement (CE) is a powerful part of social, personal, and political life (Bala, 2014). It has a potential to make significant impact on the making and implementing of public policy in various fields of government action (Park & Kim, 2019). Thus, scholars have concluded that the behaviors and perceptions associated with CE have major implications for citizenship, democracy, and public management (Checkoway & Aldana, 2013). A major factor related with CE is citizens’ behavioral desire to improve the development of communities and their longrange wellbeing (Zukin, 2006). However, CE is usually examined in peaceful times and much less in turbulent times of crisis, emergencies, and disasters. This study focuses on CE in times of the COVID-19 pandemic. A theoretical model is developed targeting several questions: What is the uniqueness of CE during emergencies and what variables may explain it beyond what is already known in the literature? Do emergencies affect the nature of CE as well as other citizens' perceptions about and behaviors toward government and the community? We focus on the relationships between risk awareness, cost-benefit calculations, interpersonal trust, and trust in government and suggest a longitudinal design among Israeli citizens that may help answering these questions.

City Maps; Contributions to Social Work for a Territorial Analysis from Critical Geography 城市地图;批判地理学对社会工作地域分析的贡献

The construction of an alternative city different from that imposed by the neoliberal model, passes through the recognition that the subjects make of the territory their memories and imaginaries in relation to it in order to be able to analyze social reality and generate transformative actions conditions of social injustice, which for the social work program is fundamental in the development of training processes with its students so that they are Committed to social change, as an essential ethical-political option for the construction of the collective fabric . The practice of social work from a critical perspective proposes to face the situations of injustice and social and economic inequality within the capitalist mode of production, thus, globalization and neoliberalism are a challenge for the social worker since he or she must investigate on the way of life of social actors, reconstructing the meaning of their practices and unveiling the meanings of the experiences present in their daily lives to contribute to change. (Falla, 2014 p. 84). As well as respect for the communities, their territory, their knowledge and their environment. This new context requires the professional in the area to carry out an accurate analysis of contemporary urban problems, for this the research process here socialized proposed the implementation of georeferencing strategies of phenomena to strengthen professional training processes through social cartography as A strategy that establishes an emancipatory interest as a horizon in line with the universal declaration of bioethics where the production of knowledge must “evaluate social realities and achieve equity” (UNESCO, 2008).

Coordination of Community-Based Activities for Older Adults and Family Members to Reduce Depression: A Case Study in Nong Khai, Thailand 协调老年人和家庭成员的社区活动以减少抑郁症:泰国廊开的一个案例研究

This study aims to decrease the depression of older adults in the Bo Hinn community, Nong Khai province and establish community’s activities to promote social empathy based on Buddhism. The sample used consist of 20 older adults in in Bo Hinn community. The data were collected by various instruments and combined with a questionnaire for older adults. Ten community activities to reduce depression under the sufficiency economy philosophy and interviews about self-value perspectives after the participatory activities were conducted. Statistics of frequency and percentage were used for data analysis. Qualitative data was analyzed by using a content analysis. Based on the research findings, it can be affirmed that the depression of older adults decreased after their participation. The sickness perception of older adults was reduced by 30 percent. The older adults had good family relationships in 95 percent of cases. The daily life routine of older adults was at 100 percent both before and after participation. However, it was found that the depression of older adults before the activities was low. In addition, it can be addressed that the number of older adults who had no depression increase from 25 percent to 50 percent. Based on the interview, it can be revealed that the community activities accelerated the happiness due to the interaction with family members and other related people. The sample also reflected that not only the happiness but also decreased stress and more self-value led to the community pride.

Digital Divide, Educational Divide 数字鸿沟,教育鸿沟

After approximately four decades since the beginning of the massification of ICT in education, once the massive provision of computer equipment in educational centers was promoted through government initiatives (Wellington, 2006), the efficiency of virtual education has been questioned in some countries in the time of Covid-19. For several years, the idea of improving education with the incorporation of ICTs in teaching has been energized and even thought about the consolidation of a virtual education model. Initiatives that aim at the articulation between traditional education and virtual mediation have been incorporated into educational policies. Despite the importance given to ICTs as determining factors of a new educational model, their true capacity to support pedagogical processes during the covid 19 pandemic has been tested. In the framework of the health contingency, educational institutions have been forced to move their activities to virtual scenarios, given the restriction of face-to-face activities for several months. Thus, extensive use has been made of virtual platforms and ICT tools in the provision of educational services. In the context of LatinAmerica it became evident that virtual education presents many difficulties. Restrictions on access to digital networks by large sectors of the population highlighted the deep digital divide that characterizes the local population. In this sense, many school-age students have not been able to access educational spaces during the pandemic and have been limited in guaranteeing the universal right to education. Moreover, despite the fact that the expansion of educational coverage has been celebrated on many occasions, the digital divide may represent a step backwards in terms of educational inclusion. This text reflects on experiences with virtual school education during covid-19, based on an analysis of the relationship between access to digital infrastructure and educational inclusion in public sector institutions in Bogotá. Through a qualitative approach based on surveys applied to students and teachers of three public institutions in the south of the city of Bogota, in addition to a semi-structured interview form implemented with management and administrative staff of the institutions, it was identified the existence of a deep digital divide that prevents the effective continuity of the educational process in large sectors of the population, so that many children and adolescents are excluded from the educational model proposed for the continuity of their educational processes during the pandemic. As a result, it can be affirmed that the covid-19 pandemic has shown that the digital divide is a determining factor in the educational gap.

Renewable Energy Transition as an Instrument pf Foreign Policy: An Overview of Selected Issues 作为外交政策工具的可再生能源转型:若干问题综述

The accelerating process of transitioning to renewable energy sources (RES), mandated by the global efforts to address climate change, represents the most far-reaching and structured energy transition in human history. At the same time, the relative conviction among carbon-intensive countries that future economic growth will only be possible in a decarbonised world promotes and rewards efforts to achieve decarbonisation through those technologies and know-how which governments themselves possess and are able to export. As a result, the community of interest in combating climate change requires taking into account divergent geopolitical interests stemming from the pursuit of what nominally is the same goal. The realization of this pursuit sees an increased instrumentalization of RES, resulting from competition for proliferation of certain technologies and exclusion of others, as well as from the growing rivalry to secure supply chains of critical minerals needed to manufacture RES infrastructure. This multifaceted phenomenon calls for greater scrutiny. The paper will attempt to identify some of the key issues and offer tentative analysis.

Mood-Altering Circumstances as a Way to Encourage Creativity of University’s Students 改变情绪的环境是鼓励大学生创造力的一种方式

How you feel throughout the day greatly impacts your creativity, this is confirmed by research that has explored the creative output of participants under certain mood-altering circumstances. The actual study aims to respond to the question: Is there any difference in terms of creativity expression among students’ groups with different mood states in Albanian context? From the population of students of 1 year at Faculty of Social Sciences a random sample of 75 participants has been selected and has been randomly divided into three groups to be induced a positive, neutral or negative humor state. At first, a pre-assessment of mood state was done using PANAS questionnaire. Then, study participants were exposed to three different videos and after that, a post-assessment of mood state was conducted. In the final phase, the groups were presented with the same research task, which consisted in the appearance of an object (paper clip) and subjects were asked to list as many creative uses. The ANOVA analysis revealed that there was a significant difference (F (2,72) = 39.688, p≤.05) among groups about their creative ideas. Participants in good mood have the highest mean score of creativity (M=6.64, ds=2.361) compared with paticipants who self-reported a dominance of negative affect (M=4.20, ds.=2.309) and those experiencing neutral state of affect (M=3.32 ds.=1.547). Giving creativity a chance to flourish by altering mood is such an important issue that may have implications not only for institutions focused on learning/education but also for business world as well.
