Unlike Europe where nations were already formed when modern states emerged, in Latin America the declaration of independence and the emergence of states preceded the consolidation of nations, in Peru the long and unfinished process to integrate us as a nation it is at risk of being reversed by hatred between political actors, state inefficiency and corruption.

We analyze the colonial moment that the Viceroyalty of Peru had using the qualitative approach and the constructivist critical paradigm. The 18th century is a time of political definitions in Europe, despite the fact that Spain was involved in worldwide war conflicts, especially with England. The Bourbons had better administration and as a result a better economy to the detriment of the native communities where the colonies were located. In the international context Spain is worn out by the war with the United Kingdom of Great Britain, Fernando VII ceases to be popular to be unfriendly and hated by the Spanish people who defeated the French invasion of the Bonapartes, all this context had an impact on independence of the Spanish colonies in America.

At the end of January 1821, the liberating army under the command of General José de San Martín was in Huaura and the royalist army under the orders of Viceroy Joaquín de la Pezuela was stationed in Aznapuquio, an area located in the coastal sector, south of the Chillon river. Approaches for combat begin. Then, the royalist leaders deposed Pezuela from command and placed General José de La Serna as Viceroy. There had been a viceroyalty “coup d’état” that marked the course of the war of independence.

In the investigation, the SWOT Matrix (Strengths, Weaknesses, Opportunities and Threats) was used to achieve a balance in the strategic planning that the State must have against the health emergency that has caused COVID-19 and to propose why it would be an excellent decision to order to the Armed Forces of Peru the vaccination of the entire population of the country against COVID-19, a difficult task, which becomes an unprecedented event in the history of republican Peru. This task is framed within the current legal framework and the response capacities that our Armed Forces have in the face of a national emergency, supported by the successes achieved and backed by the empirical experience acquired.
