Public service media and public communication: concept, context and experiences 公共服务媒体与公共传播:概念、语境与经验

Unlike the commercial sector because, among other aspects, it does not have a profitable objective, the public sector of communication has been defined according to a principle of universality and of equal access of citizens to media products. Notwithstanding this basic ground, which is more or less common to the public service broadcasting systems from most origins, the denomination of public service broadcasting – consistent with a European tradition – is not an unequivocal correlate of the concept of public communication – more in tune with an American, at least South-American, tradition. Focused on the experiences of Portugal and Brazil, this paper develops a comparative approach that aims to understand the political, social, and cultural framework of the public media activity in these two countries. Based on an analysis of legal documents that support the development of this activity, the paper is meant to discuss the sector in the broader context of Portuguese and Brazilian communication policies. On the other hand, while not ignoring the aspects – such as funding and independence issues – that have made public service broadcasting and public communication a field of permanent debate, this article also aims to identify and discuss the challenges faced by concessionary companies.

Public service media and culture: music and film co-productions in Portugal and Brazil 公共服务媒体和文化:葡萄牙和巴西的音乐和电影联合制作

This article aims at analyzing the Portuguese-Brazilian co-productions in film and music, as expressions of a multicultural cross-mapping between the two countries. Starting from the idea that there is greater structural concern regarding culture in public service media, we will be looking at both Portuguese and Brazilian cultural industries and their involvement in public radio and TV. We will take into account the fact that Brazil is characterized by vibrant, broad and massive cultural, and its international distribution capacity is much deeper than the other Portuguese speaking countries. Brazil is exporting much of its music and films to Portugal, which in recent years has found a strong support by the young adult audience. The Portuguese public radio has demonstrated considerable absorptive capacity of Brazilian musical products and Portuguese public TV has grouped with Brazilian production companies and TV channels in order to co-produce films together. Does this joint venture stimulate cultural industries in music and cinema in Portugal and Brazil? Does it increase the number of cultural products that circulate between the two countries? And does it help to intensify a dialogue between them? These research questions will trigger a few clues to understand this cultural bilateral topic.

Public television and media literacy: the role of TV ombudsman programmes in Portugal and Brazil 公共电视和媒介素养:葡萄牙和巴西电视监察员方案的作用

Is Media Literacy a dimension of the Public Service of the Media? Does public service television, in Portugal and in Brazil, contemplate Media Education in their policies and grids? Taking these questions as a departure and debating point, we have used sixteen editions of the ombudsman programmes of the public broadcasting companies of Brazil (Empresa Brasil de Comunicacao – EBC) and Portugal (Radio e Televisao de Portugal – RTP) as analysis corpus. In order to examine O Publico na TV (The Public on TV) from EBC and A Voz do Cidadao (The Citizen’s Voice) from RTP, we have used a set of analysis categories which will allow, among other aspects, to understand the contribution of these programmes to the promotion of Media Literacy of the societies where they are broadcast and of the public they will reach. Generally speaking, the results show that, by developing a role of mediation with the public/audiences, the Ombudsman plays an important role as a Literacy Agent for the Media towards those audiences, even though that role could be reinforced and could express, in a more direct and clear form, the objective of Media Literacy.

Resumo Quando comparado com as relacoes publicas empresariais, as relacoes publicas politicas sao ainda um campo de estudo emergente, mas com grande potencial de desenvolvimento. Neste artigo, apresenta-se uma reflexao sobre as relacoes publicas na esfera politica atraves do estudo das suas raizes conceptuais e de os desafios colocados a sua pratica pelos novos media. Enquadrado pela teoria da gestao das relacoes e pelo ideal da comunicacao simetrica e dialogica, este texto apresenta caminhos possiveis para a investigacao aplicada no campo das relacoes publicas politicas.

A contemporaneidade vive, ainda, sob o espectro da modernidade, seja como ruptura – exemplificada pela pos modernidade – seja como amadurecimento – exemplificado pelos diversos prefixos que se acoplam a “modernidade” para indicar a continuidade do seu projecto. Este artigo visa discutir a experiencia do nosso tempo a partir da perspectiva de uma modernidade-outra mas modernidade ainda: a hipermodernidade. Em contraste com o projecto pos-moderno, a posicao hipermoderna considera que nem todas as grandes narrativas modernas entraram em colapso. O que observamos e uma superlativizacao da modernidade com todas as implicacoes ai contidas. A inquietacao, a incerteza e o risco surgem como consequencias de o homem hipermoderno nao dispor senao dos fundamentos imanentes a sua propria experiencia e reflexividade. Dai o papel central do presente como a temporalidade a partir da qual as sociedades ocidentais contemporâneas se organizam.
