What Drives Innovation Activities in German SMEs in the Service and Production Sector? An Integration of Theoretical and Empirical Findings 是什么推动了德国服务业和制造业中小企业的创新活动?理论与实证研究结果的整合

Innovation management is an essential prerequisite for the effective and efficient generation, planning, and implementation of ideas and thus for the further development of companies in a dynamic market and competitive environment. In order to investigate the internal innovation potential of production and service companies, this article examines basic success factors and challenges of innovation management in German small and medium-sized enterprises (SMEs) with a view to the sector to which they belong. On the basis of a questionnaire and interviews with experts, companies were considered with regard to their assessment of their innovative capacity. Based on an analysis of data from 30 participants, we show that the innovation capacity of SMEs with regard to success factors and challenges in production companies differs significantly from that of service companies. We also find that there is a discrepancy in the assessment of the potential for improvement of success factors and challenges. Our study shows that in the field of German SMEs, there is no “best way” to increase innovative capacity, but that it depends on a combination of different factors.

Determining Critical Success Factors of the Digital Transformation Using a Force-Directed Network Graph 利用力导向网络图确定数字化转型的关键成功因素

Conducting a digital transformation is one of the major challenges for today’s companies as it is usually associated with a high risk. The reasons for this are manifold. Technologies are still evolving and there is no coherent standard for digital platforms enabling digitalization. Furthermore, it is not only about introducing new technology but also requires a fundamental change in an organization and its culture. Consequently, planning a digital transformation project (or program) requires a careful analysis of the company’s current situation and the envisioned objectives. This article investigates critical success factors for preparing and executing such a transformation. The success factors are identified by conducting a structured literature analysis. 13 scientific papers are identified and then analyzed quantitatively and qualitatively. The quantitative analysis is conducted by using force-directed network graphs. Both methods are then compared and discussed. The result shows that most critical success factors are related to the business change rather than to introducing technology. Leadership, strategy, vision, corporate culture, and customer centricity play a stronger role than a digital platform.

Information Security Management in Small Public Sector Organizations: Requirements and Design of a Procedural Approach 小型公共部门组织的信息安全管理:程序方法的要求和设计

The increasing digitalization of enterprises and public authorities has resulted in the growing importance of information technology in everyday operations. In this context, an information security management system (ISMS) has become an essential aspect for most organizations. The dependency on technology for almost every single process in an organization has put ISMS at the top of the corporate agenda of public sector organizations. For public organizations in particular, the NIS 2 Directive describes abstract requirements for the development of an ISMS. On the other hand, only a few public administrations operate an ISMS. In this context, this article analyses the requirements of the NIS-2 Directive and complements them with the obstacles and reasons for success in the introduction of ISMS in small public sector organizations (SPSO). At the same time, minimum requirements should be defined that help municipal administration set up an ISMS quickly and easily. This article summarizes the different requirements and generates a foundation for a rough procedural model, for implementing the upcoming requirements of the NIS 2 Directive in local governments. The article also presents the conceptual design of the procedural model.

Integrating Models of Observing and Observed Activities Based on an Example of Empirical Research in Information Systems Discipline 基于信息系统学科实证研究实例的观察和观察活动整合模型

A situation where both observing and observed activities need to be taken into consideration is not uncommon in practice. In Viable System Model (VSM), System 3* is dedicated to making sudden inspections on how the work is done “on the floor”. A typical case in research is an empirical study, where research activities are aimed at understanding the activities of the object under investigation. Though separate models of the observation activity and the observed activity are often presented, having an integrated model that connects both often falls under the radar. This article investi-gates how the latter model can be built and used in empirical research pro-jects in the Information System (IS) discipline. Articles in the IS field pre-senting research projects that use data from practice, as a rule, describe the practice and research process, including which research methods have been used for obtaining and analyzing the data. Some articles present models of practice under investigation using appropriate modeling notations. Some ar-ticles present a research process in some graphical form. However, to the best of our knowledge, there is no established practice of presenting a model that interconnects practical and research activities. This article tries to fill the gap, and it presents some ideas on how to build a model that inte-grates observing and observed activities. Such a model can be used for planning a research project and to better understand the limitations of the approaches used or to be used in the project.
