This chapter seeks to evaluate the Pasteur and Razi Institutes' vaccine legacy in Iran. At the time of writing, this chapter (mid-April 2021), less than 30% of frontline healthcare personnel, has been administered with a first dose of the Covid-19 vaccine, which is a considerable gap in the implementation of the plan. Dr. Alireza Biglari, Head of the Pasteur Institute, in his announcement of the successful testing of the Iran-Cuba vaccine, emphasized that ‘COVID showed us that we can in no circumstances depend on foreign help… in such global shortage, no one will provide us with the needed vaccine… so let's support our scientists… vaccine is a matter of sovereignty and is linked to the country's biosecurity… as much as it is worth spending on defense system, it is worth spending on vaccine’. The Iranian Foreign Minister Mohammad Javad Zarif also stated that ‘Just as we were forced to manufacture missiles ourselves, we produced a coronavirus vaccine’. © 2022 Taylor and Francis.

Wilful Neoliberal Incapacitation of India's Public Sector Vaccine Institutions 新自由主义故意使印度公共部门疫苗机构丧失能力

The public sector vaccine institutes (PSVIs) established during British India conducted pioneering research. They were self-reliant in vaccine technology development, self-sufficient in vaccine production, and provided remarkable services during epidemics, wars and to newly independent India. Economic liberalization post 1990s resulted in the private sector capturing the market for new expensive vaccines and for the combination vaccines required by the country' universal immunization programme. Of the 29 PSVIs existing prior to the 1980s only 7 are now operational. The government prefers to purchase vaccines from the private sector, even at higher prices. PSVIs core expertise/competence and resources were freely transferred to the private sector. Introduction of pentavalent vaccine has further transformed PSVIs into mere suppliers of components to private companies. The current Covid-19 pandemic has further subjugated PSVIs to the private sector, rather than using them to make the vaccine India needs. The chapter shows how PSVIs noteworthy contributions in serving the country in the past was wilfully incapacitated under the influence of neoliberal policies. © 2022 Taylor and Francis.
