Establishing synergistic supply chains in general and optimizing source selection in particular play a significant role in the overall success of any construction project. The generic objective of the source selection process is to identify a ‘capable’ source from among those ‘competent’ and ‘credible’ applicants whose performance can be expected to best meet the clients’ requirements at an affordable and optimal cost. This paper examines relevant selection processes along different construction supply chain routes such as ‘design-bid-build’, ‘design-build’, ‘design-build-maintain’, ‘design-build-operate’ and ‘build-operate-transfer’. A cross-section of different source selection practices by various clients is also provided for benchmarking and improving current practices, for example, towards enhanced value across each link of the supply chain.

Purchasing materials that has long been recognized as a multi-objective problem gained in importance in the present “Lean Supply” management environment. The authors discuss one of the “user-friendly” alternative multiple criteria decision support systems—visual interactive goal programming (VIG). The personal computer-based technique is applied to an original equipment manufacturer's multiple-replenishment purchasing problem and assists in selecting suppliers and allocating orders among them. The authors conclude with the benefits of VIG and contributions of the analysts.

This paper looks at a particular aspect of the Smart Procurement Initiative which was announced in the Strategic Defence Review, that of Integrated Project Teams. These teams aim to bring together all the relevant stakeholders from the Ministry of Defence, armed forces and industry. Much has been written on the perceived benefits these teams will bring to the procurement process in their management of a project from ‘cradle to grave’. This paper examines the potential pitfalls that lay ahead and the factors the Ministry of Defence will have to take into account in order for them to succeed.

In this paper we present a review of decision methods reported in the literature for supporting the supplier selection process. The review is based on an extensive search in the academic literature. We position the contributions in a framework that takes the diversity of procurement situations in terms of complexity and importance into account and covers all phases in the supplier selection process from initial problem definition, over the formulation of criteria, the qualification of potential suppliers, to the final choice among the qualified suppliers. Moreover, we propose decision methods and techniques that previously have not been suggested in a purchasing context. The proposed methods specifically accommodate for buying situations for which few or no decision models were published so far. This paper extends previous reviews by Weber et al. (Eur. J. Oper. Res. 50 (1991) 2), Holt (Int. J. Project Mange. 16 (1998) 153) and Degraeve et al. (Eur. J. Oper. Res. 125 (1) (2000a) 34) in that it classifies the models in a framework developed by De Boer (Ph. D. Thesis, University of Twente, Enschede, The Netherlands, 1998) which recognises more steps in the buying process than only the final among qualified suppliers and accommodates for the diversity of procurement situations.
