Network restoration and recovery in humanitarian operations: Framework, literature review, and research directions 人道主义行动中的网络恢复与恢复:框架、文献综述与研究方向

In the aftermath of large-scale events requiring humanitarian action, critical infrastructure networks in the affected areas, such as electrical power, transportation, telecommunications, water supply, and waste water networks, may be disrupted by the devastating impact of the event. In the short and long term following the event, activities to return these networks to the pre-disaster working state include debris clearance and disposal, infrastructure repair, network reconstruction, road repair and rehabilitation, and snow removal. The costly and complicated nature of these activities has led to an increased level of interest regarding this field in the OR/MS literature over the recent years. In this study, we present the results of a comprehensive overview of the literature on network restoration and recovery in humanitarian operations, and provide a framework to consider this body of literature. We classify the studies in terms of the problems addressed, main decisions, objectives, models, and solution methods for these problems. Based on ongoing work, we also underline potential directions for future research by pointing to the gaps between the needs in the field and the existing body of literature.

A literature review on inventory management in humanitarian supply chains 人道主义供应链库存管理的文献综述

In this paper, we present a review and analysis of studies that focus on humanitarian inventory planning and management. Specifically, we focus on papers which develop policies and models to determine how much to stock, where to stock, and when to stock throughout the humanitarian supply chain. We categorize papers according to the disaster management cycle addressed; specifically, we focus on pre-disaster and post-disaster inventory management. We evaluate existing literature in terms of problem aspects addressed such as decision makers, stakeholders, disaster types, commodities, facility types, performance measures as well as methodological aspects (i.e., types of policies, models, and solution approaches). We identify current gaps in the literature and propose directions for future research.

Optimization models for large scale network evacuation planning and management: A literature review 大规模网络疏散规划与管理的优化模型:文献综述

This study presents a comprehensive review of network-based large scale emergency evacuation planning and management literature. Evacuation planning and management approaches are mostly based on traffic assignment approaches. For that reason, for a complete grasp of the ideas in evacuation planning and management, the relevant literature in urban transportation is covered including traffic assignment approaches, travel time modeling to represent congestion and traffic flow propagation approaches. Correct estimation of evacuation response rates and demand distributions by human behavior studies covered in this review contribute to an efficient evacuation planning and management at a large extent. Since it is not cost effective to design the evacuation network from scratch for rare disasters, the existing road network must be efficiently used for avoiding congestion to enable the evacuation of the disaster area in a timely manner. We present studies that propose effective supply and demand management strategies that aim to achieve this. We focus on macroscopic approaches in static/dynamic, deterministic/stochastic/robust evacuation modeling that consider different evacuee behavior assumptions, traffic assignment methodologies and supply and demand management strategies. We review the optimization-based solution methodologies so as to identify research gaps and limitations and suggest future research directions.

Two-stage stochastic programming in disaster management: A literature survey 灾害管理中的两阶段随机规划:文献综述

In the humanitarian context, two-stage stochastic programming is of special interest as it allows for modeling uncertainties and time-dependent decisions. Since natural disasters are highly unpredictable, the magnitude of the damage that will result cannot be determined in advance and hence, modeling uncertainties is a major challenge in the humanitarian decision making process. Two-stage programming is an issue, as some decisions have to be made before uncertainty is realized, and some can be made only afterwards. This paper reviews the state-of-the-art literature of the last decade on this topic with a special emphasis on modeling and solution approaches. In particular, the survey compares and classifies the respective models according to the disaster phase in which they are applied and to their objectives, underlying assumptions and special features. A variety of solution techniques are presented in the relevant literature; also these are discussed and critically evaluated in this work. Moreover, future research directions with respect to modeling and solution approaches, especially for large-scale problems, are recommended.
