A current challenge for our nation is the shortageo f qualified personnel in our science community. There is a need to motivate antdo train high school students to pursue further studies in engineering and the sciences. In order to successfully provide this training and "hands on" experience, a high school program should provide 1) an experimental laboratory orientation, 2) an operational focus for field work, an3d) an analytical function to follow thetsweo . Throughout the entire program there must be excitementa nd stimulation to motivate students. Pine Point School has developed an oceanology program for high school students with a balance among these criteria. The author explains how this program can serve as a model to other schools to train and to motivate high school students.

The Emerging Role of Human Factors Engineering in Naval Ship Design 人因工程学在海军舰艇设计中的新作用

Traditionally the U.S Navy has not systematically applied HFE principals to the design of surface ships. Hovever, recent investigations by the DOD's Naval Research Advisory Cormnittee (hRK) and the General Accountiung Office (GAO) have clearly deliniated serious problems of fleet readiness due to inadequate attention given to human factors in the ship design process. As a result there has been a noted increase in HFE participation in the design of neii ships such as the LHD, LSD-41, AOE-6 and AE-36. In addition, organization changes with NAVSEA, and the issuance of a new NAVN4T Instruction mandating HFE participation in the ship design process, provides even further opportmity for HFE to make meaningful contributions to the ships of the future. Based on the HFE participation in the above programs it is now evident that these contributions can be made without disrupting design nr construction schedules, adding significant costs, or negatively impacting the design and construction process.

Oceanographers and ocean engineers: Demand exceeds supply 海洋学家和海洋工程师:供不应求

Excellent job opportunities exist for welltrained graduates at the doctoral level in all fields of oceanography and oceanographie engineering, but there are too few candidates to fill the jobs. That was the consensus reached last year at the Deans' Retreat, an annual conference of US and Canadian deans representing the major schools and institutes offering doctoral-level training in oceanography. The trend of decreasing numbers of doctoral candidates has evolved since 1980, when the deans first met at the Woods Hole Oceanographic Institution in Woods Hole, MA, USA The deans reported that the largest pool of applicants is in biological oceanography, but acceptances are funding-limited. The other disciplines are applicant-limited, especially in physical oceanography and ocean engineering. Regardless of discipline, mathematics is generally found to be the principal weakness in most applicants.

What could very easily be the oldest form of Oceanographic Instrumentation, a bottle with a note in it, has now been been brought up to date with a new Loran Based Lagrangian Drifter. The needs for this sort of system are many and varied. Everything from oil spill tracking, life raft drift prediction, effluent discharge and distribution tracking, and general oceanographic current studies are all addressed by this buoy. The construction of this buoy is discussed from its two styles of drogues (surface and deep), its kevlar hull and steel instrument bay to its low power Loran receiver and high power BF or VHF transmitters. This buoy differs from most drifting buoys in that rather than acting as a simple beacon and having the receiving station have the task of triangulating the location, it takes fixes on its location and retains that information in its own memory which can later be transmitted. This buoy has a positional accuracy approaching 100 feet, and can acquire fixes as often as every 15 minutes. Both of these parameters are far superior to other techniques presently in use.
