Enabling real-time communication over the Internet is of ever increasing importance due to the use of Internet for audio/video communication. The RTCWeb IETF working group has been established with the goal of standardizing a set of protocols for inter-operable real-time communication among Web browsers. In this paper we experimentally evaluate the Google Congestion Control (GCC) which has been recently proposed in the RTCWeb IETF WG. By setting up a controlled testbed, we have evaluated to what extent GCC flows are able to track the available bandwidth, while minimizing queuing delays, and fairly share the bottleneck with other GCC or TCP flows. We have found that the algorithm works as expected when a GCC flow accesses the bottleneck in isolation, whereas it is not able to provide a fair bandwidth utilization when a GCC flow shares the bottleneck with either a GCC or a TCP flow.

Welcome to Future human-centric Multimedia Networking (FhMN) 2013, which this year is held on August 16, 2013, in conjunction with ACM SIGCOMM 2013. The workshop gives researchers and professionals in the area of networking, content distribution, social media and the Future Internet a unique opportunity to share their experiences, exchange ideas and discuss state-of-theart research results. Networking nowadays goes beyond Layer 3 or IP protocol issues. Future networks have to provide a platform for interpersonal communication, content distribution and exchange, and serve a wide constituency with different interests and varying expectations. This has been captured in the call for papers of this workshop where topics such as Social Multimedia Networking, Information and Story Centric Networking, Human-centric Multimedia Search and Retrieval, Quality of Experience (QoE) Metrics and Optimization, and Human-centric Network Management and Provisioning cover the different aspects future networking architecture and management have to consider. This inclusion of human aspects, which often have been neglected, also pose ethical and social issues. While these cannot be solved solely through technical means, they have to be considered in the further development and provisioning of future human-centric networking services. FhMN strives to be a notable scientific forum that brings together significant researchers from all these areas to discuss the related issues. The call for papers has resulted in a significant number of submitted high-quality papers, of which we have selected nine papers for publication, presentation and discussion at the workshop. The topics range from the investigation of novel congestion control schemes to human-centric systems deployed in healthcare therapy. QoE is again a very strong theme, but also other aspects of humancentric networking such as the use of better user knowledge in routing and personalized ranking are represented in the workshop. This is a truly exciting program through which we want to stimulate discussion and encourage thinking beyond the boundaries of established domains. In order to do so we have two slots of keynotes and an "Outrageous Opinions" panel in which we want to open to the floor not only to challenging new ideas but also to interesting research contributions. We deliberately chose this format in order to involve everybody and not just an expert panel or the keynote speakers. FhMN 2013 is the 5th workshop dealing with networking and communication issues related to multimedia, content and user-centric communication. We are convinced that the workshop will be again an occasion to exchange knowledge among specialists involved in the multimedia and networking domain. As in previous years, putting together the workshop has been a team effort and we would like to thank everybody who has been involved. First of all we would like to thank the authors who have submitted papers and we would like to congratul

AdapComm: a bandwidth allocation methodology for multimedia applications in wireless networks
R. Thapliya, Chaoxin Hu
In this article, we propose AdaptMetric Communication (AdapComm), an end-to-end bandwidth estimation and allocation methodology putting emphasis on Quality of Experience at the user side. AdapComm dynamically samples the connection by sending dummy probing-TCP packets and derives the bandwidth online. This information is then sent to the server to adaptively change the data transmission to maintain user experience even in highly fluctuating networks, such as wireless connections. In future office-works, the usage of multimedia in mobile environments will be the norm, thus, we demonstrate the implementation of smooth, stall-free video streaming based on this scheme for enhanced user experience.

Towards human-centric personalized expertise ranking in community-based question answering
Sikun Yang, E. Lua, Yizhi Wang
Search engine has been the major source for discovering user-generated content with authority, not only on content-centric multimedia but also on human-centric social networks. Many studies have demonstrated the power of graph-based ranking algorithms to propagate reputation and expertise along social graph composed of users' links for information search, to promote experts and demote spams. However, these existing works shed little light on personalized expertise ranking algorithm from view of the topic-relevance between users' interests. In this study, we demonstrated the existence of homophily in users' interests measured by social annotations using AskMeFi, a large scale community-driven question and answering (CQA) system. We discovered that best answers as rated by questioners (users posting questions), are inclined to arrive promptly from co-interest users with authority and topic-relevance after the questions are posted. We proposed Human-centric Personalized Expertise Ranking, a graph-based algorithm which takes the topic-relevance and authority among co-interest users and time traits into the computation of the expertise level of users. The experimental results revealed that our proposed algorithm significantly outperforms other non-personalized expertise ranking algorithms.

Music emotion analytic is useful for many human-centric applications such as medical intervention. Existing studies have shown that music is a low risk, adjunctive and therapeutic medical intervention. However, there is little existing research about the types of music with identified emotions that have the most effect for different medical applications. We would like to discover various music emotions through machine learning analytic so as to identify modelsof how music conveys emotion features, and determine its effectiveness for medical intervention and treatment. We are developing a Human-centric Music Medical Therapy Exploration System which could recognize music emotion features from Chinese Folk Music Library, and recommend suitable music to playback for medical intervention and treatment. Our networked system is based on Support Vector Machine(SVM) algorithm to construct the models for music emotion recognition and information retrieval. Our main contributions are as follows: Firstly, we built up the Chinese folk music emotions and features library; secondly, we conducted evaluation and comparison with other algorithms such as Back Propagation(BP) and Linear Regression to set up the model construction for music emotion recognition and proved that SVM has the best performance; lastly, we integrated blood pressure and heartbeat data analytic into our system to visualize the emotion fluctuation in different music affection and make recommendation for suitable humancentric music medical therapy for hypertensive patients.

Information centric networking for media distribution: will it blend?

Information Centric Networking's natural "sweet spot" is the distribution of content. One of the largest sources of content is entertainment media, which is today processed, published and delivered using conventional file processing tools and content distribution networks. This talk looks at the entire media production and distribution process and tries to assess whether, and if so where, ICN architectures have the potential to make major improvements over the solutions available today.
