Mathematics as a science arose in connection with the need to solve practical problems: measurements on the ground, navigation, etc. Because of this, mathematics has always been numerical math, its goal was to obtain a solution in the form of a number. The greatest scientists are Newton, Euler, Gauss, Chebyshev, etc. in his writings built mathematical models of the phenomenon of nature. Research and analysis of sophisticated models required the creation of new, usually, numerical or asymptotic methods for solving problems. According to the requirements of modernity, the emergence of ECMand their rapid development in all areas of science, so in the course of computational mathematics is closely connected with the use of new computer tools. Therefore, the article presents the tasks from the part “Numerical integration” of the course “Computational Mathematics” using a mathematical package Maple15.

IMPROVEMENT OF ENERGY SAVING AND ENERGY EFFICIENCY IN BUILDINGS AND RESIDENTIAL HOUSES IN THE KYRGYZ REPUBLIC 改善吉尔吉斯共和国建筑和住宅的节能和能源效率

This article reviews energy consumption in the Kyrgyz Republic economy, environmental indicators and strategies to further develop the national fuel and energy system to ensure energy efficiency and energy saving. An existing situation in energy efficiency of buildings in the country is described. Secondary legislation and by-laws approved by the Government of the Kyrgyz Republic as well as several technical standards, norms, methods and guidelines approved by the order of the State Construction Agency of the Kyrgyz Republic are presented. Applying modern insulating materials are suggested as possible solutions to increase energy efficiency and energy saving. The advantages of EPS-beton in comparison with other thermal insulation materials are discussed and foreign experience of use of EPS-beton products in increasing energy efficiency of buildings is presented.

The article is devoted to the problems of training journalists, about the requirements that the public presents to them, on the one hand, the public, on the other -the editorial staff of the media, reveals the concept of professional journalism competencies and the tasks of educational organizations -the formation of professional competencies of journalists still on the bench. It analyzes what professional competencies a true journalist should possess.Since journalism, as a social institution, implies a greater or lesser coordination between the needs and expectations of society from the media, on the one hand, and the professional readiness of a journalist to implement these requests, on the other. Journalists depend on the success of the media themselves, and the information environment in which public opinion is shaped. In the standards of the new generation, the main criteria for evaluating a specialist, such as the fundamental nature of education, in which a graduate must possess a certain setof knowledge and skills, and the principle of social responsibility, must remain unchanged.

SITUATION OF DESIGN AND CONSTRUCTION FOR RETROFITTING OF BUILDINGS IN THEKYRGYZ REPUBLIC 吉尔吉斯共和国建筑改造的设计和施工情况

There is a significant experience related to seismic retrofitting of existing buildings in many earthquake-prone regions of the world. Majority of older existing buildings were not designed to the seismic hazard level expected by current design codes; also, some structural types (like unreinforced masonry) are inherently more vulnerable to earthquake effects than others, e.g. well-designed reinforced concrete (RC) and steel buildings. It should be noted that seismic retrofitting of school buildings has been performed in several countries.It is proposed to effective strengthening of structures on the basis performance-design and pushover analyses, whis are an first time innovation for Kyrgyz Republic.

EFFICIENT QUALITY MANAGEMENT OF EDUCATION THROUGH QMS IDEOLOGY 运用质量管理体系思想进行高效的教育质量管理

Annotation: The article discusses the current state of quality management systems in universities of Kyrgyzstan, their main characteristics, and also offers some recommendations for improving the quality management of education based on the QMS. Special emphasis is placed on the premises of the formation of a quality management system in the conditions of development of the higher education system of the Kyrgyz Republic. It is noted that until now there are no regulatory documents regulating the choice of one of the models of the quality management system in higher education. Educational institutions have the right to choose a model for the formation of a quality management system. The authorselected the main problems of the current state of education quality management in higher educational institutions of the Kyrgyz Republic. Based on the analysis, were proposed specific ways and directions of work in order to improve the quality of education based on quality management. It is emphasized that in modern conditions the introduction of a quality management system guarantees the quality of education and increases the competitiveness of universities.

Double-leg reinforced concrete columns of one-storey frame buildings for seismic countries 地震国家单层框架建筑的双腿钢筋混凝土柱

characteristics, a technique of prototypes and results of pilot studies of the bearing ability and a deformationof knots of reinforced concrete double-legcolumns of one-storeyedframe industrial buildings are provided inarticle at action of low-cyclic sign-variable loadings of type of seismic. Knots were tested sign-variable cyclesquantity not less than 30, at coefficient of asymmetry of a cycle, ρs=-1. The size of loading of a cycle was accepted by equal settlement seismic. Valuesof the skilled ultimate loads experienced knots, both single unilateral, and low-cyclic sign-variable by loadings exceeded values of settlement seismic loads of 50-87%. At the sametime, decreasein the bearing ability of the knotstested by low-cyclic sign-variable loading of average and high levels in comparison with the bearing ability of the reference samples tested by single loading reached 20%.Materials with recommendationsabout tests of knots were used when developing a standard series of columns for applicationin seismic countries to 9 points
