The local government of West Pasaman Regency is managing Nagari by expansion. From 73 Nagari that have been expanded in West Pasaman Regency, Nagari Preparation of Bandua Balai includes Nagari that are experiencing problems in the expansion process. The objectives of this study are: 1) To find out how the policy implementation in Nagari expansion of Preparation of Bandua Balai in Kinali District, West Pasaman Regency; 2) To find out some obstacles to implementing the policy of Nagari expansion in Kinali District, West Pasaman Regency; 3) To find out efforts to be solution of the obstacles in the implementation of the Nagari expansion policy in Kinali District, West Pasaman Regency. This type of research is qualitative research, then the informants in the research were: a leader of Nagari preparation of Bandua Balai, a head of Government of Nagari preparation of Bandua Balai , 4 employees of the office of Wali Nagari preparation of Bandua Balai, and 4 Ninik Mamak (stakeholders). The types of data are primary and secondary data collected through interviews, observations, and library research. The technique by qualitative analysis. The results of the study found that in Nagari Preparation Bandua Balai, there was a problem of inequality between Ninik Mamak and the government, there was an overlap related to the issue of correspondence for the release of community (ulayat) land, that is land will used for build of the Nagari office, because one of the requirement for the Nagari to be expanded is availability of the land which will be used as a government office building. In fact that the release of the ulayat land is still have matter of dispute between Ninik Mamak (stakeholders) and the government of Nagari Preparation Bandua Balai.

The results of the study were found in the implementation of patient services during the Covid-19 pandemic at the Level III Army Hospital, dr. Until now, at Pasar Raya Padang there is still a lot of garbage scattered about. As a result, market visitors feel disturbed by the unpleasant sight, because the pile of garbage occasionally emits an unpleasant odor. The aims of this research are: 1) To knowing the extent of the implementation of waste management at Pasar Raya Padang; 2) To find out what are the obstacles in implementing waste management at Pasar Raya Padang; 3) To find out what efforts have been made to implement waste management at Pasar Raya Padang. Before constructing a building, the community must obtain a building permit (SIMB). The aims of this study are: 1) To find out how the implementation of the policy of building permits (IMB) in Lubuk Kilangan District, Padang; 2) To find out what are the obstacles in implementing a building permit (IMB) policy in Lubuk Kilangan District, Padang.; 3) To find out what are the efforts in implementing the policy for building permits (IMB) in Lubuk Kilangan District, Padang. This type of research is qualitative research. Kriyantono (2006) stated that qualitative research aims to explain phenomena through in-depth collection. The informants in this study were the Camat 1 person, the Head of Public Service 1 person, the Public Service Section 3 people, and the community 4 people who took care of building permits in Lubuk Kilangan District, Padang. The types of data are primary data and secondary data collected through interviews, observations, and library research. The analysis technique used is qualitative analysis. The results of the study found that the implementation of the service policy for Building Permits (IMB) in Lubuk Kilangan District, Padang City, was seen from four indicators, namely: communication, resources, disposition and bureaucracy. Communication in the service process for Building Permits (IMB) in Lubuk Kilangan District within the scope of policy implementation has been effective and communication between policy implementers and the target group, namely the IMB applicant community in Lubuk Kilangan District is quite effective, marked by the implementation of socialization of Padang City Regional Regulation Number 7 Year 2015 concerning Buildings. The work procedures applied in the management of IMB so far have been good. The indication is that the IMB management process is felt to be quite easy and not complicated, both with the requirements that must be met and the time required.

This study aims to find out how the service system provided by the Public Broadcasting Institute of Radio Republik Indonesia Bukittinggi in the field of business development and to describe what programs are offered by the Public Broadcasting Institution of Radio Republik Indonesia Bukittinggi to RRI Partners to improve cooperation partners in the business sector. The development of this partnership is carried out in the form of broadcasting and non-broadcast services, by utilizing each of RRI's assets, it is hoped that a mutually beneficial relationship will be reached between RRI and partners. This type of research is a type of descriptive research (descriptive research) with a qualitative approach. Descriptive research aims to make (descriptive) systematically, factually, and accurately regarding certain facts, situations, or events. Qualitative methods here emphasize inductive analysis, not deductive analysis. Where inductive analysis is to solve a problem and the data collected is not intended to support or reject hypotheses that have been compiled before the study begins, but abstractions are compiled as specificities that have been collected and grouped together through a process of careful data collection. Based on the results of research in the field, it can be concluded that the Business Development Service System at the Radio Public Broadcasting Institution of the Republic of Indonesia Bukittinggi can be concluded as follows: First, the form of service system provided by the Public Broadcasting Institute of Radio Republik Indonesia Bukittinggi in the field of business development is in accordance with the rules and regulations that have been set by the chairman of LPP RRI Bukittinggi number 4 of 2020 concerning job descriptions of LPP RRI Bukittinggi employees. The village government is an element of government administration in charge of administration and serving the needs of the community. The village government has the duty and responsibility to take care of the community in order to create a prosperous society. Based on Law Number 6 of 2014 concerning Villages, it is stated that the village government is obliged to provide and improve services to the community and in carrying out its duties, the village government is obliged to carry out good government administration and implement the principles of transparent village governance. Among the government roles that must be carried out by the village government include service, regulation, guidance, coordination, management and development. One of the main tasks that must be carried out by the village government is to serve the administrative needs of the community such as the management of KK, KTP, Birth Certificates, Marriage Certificates, Domicile Certificates, Letters of Incapacity, Transfer Certificates, Birth Certificates, Police Introduction Certificates and others. etc. This study aims to determine the administrative functions of the village government in Saureinu Village, South Sipora District, Mentawai Islands Regency and to find out what are the administrative obstacles to the Saureinu village government, South Sipora District, Mentawai Islands Regency. The method used in this research is a descriptive qualitative method. This research analyzes phenomena through words instead of numbers. The results of the study indicate that the village government has carried out its duties and responsibilities well in serving the people who take care of population administration. Although there are obstacles in administrative services in the form of facilities or technology in Saureinu village, South Sipora sub-district, so the process is not so fast in the management. This study concludes that the village government in its administrative function has been running well and the village government has tried to serve the community by helping to take care of the needs of population administration and so on. The village government has done its best in the village administration function and the village government also provides information and directs the community to fulfill the administrative management requirements.
