Trust that is well built in the policy-making process in network organizations gives birth to an effective policy outcome in the form of decreased assumption levels. This research method uses a qualitative approach and a case study strategy to explain trust in the implementation of food diversification policies. The data was collected through in-depth interviews and observations. Data processing and analysis techniques are carried out in three stages, namely: data reduction, presentation and conclusion drawing. The informants in this study were as follows: a) Chair of the Women Farmers Group b). sub-district extension team; d) District extension team.The results showed that the trust that occurred in the interaction of actors, in this case the Food Security Service, Extension Officers and the Women Farmers Group in the implementation of food diversification policies in Bone Regency was not effective. This can be shown that there is no mutual agreement that can be used as a rule of the game for the actors involved in implementing this policy. Opportunistic behavior is a sub-concept that assesses the presence and absence of trust, which is not identified in this study, because there is no mutually agreed upon rule of the game. Then, the actors' good will trust does not emerge because they are still designing and running their respective programs. Therefore, the implementation of the diversification policy requires trust between them so that the performance of this policy can be realized.

This study aims to describe and analyze the type of leadership that is applied and the factors that influence the leadership of Aras Tammauni in Central Mamuju District. This research was held in Central Mamuju District. The research method used is a qualitative method, with a descriptive type. Data collection techniques used were interviews, observation and documentation.The results of this study indicate that the leadership of Aras Tamauni succeeded with the type of leadership applied was a type of charismatic, democratic, militaristic and autocratic leadership. The most dominant type of leadership applied is the charismatic type, the dominant type is democratic and the non-dominant type is autocratic and militaristic. Factors that influence: aristocratic descendants, benefactors, community leaders and originators of transmigrants, and the most important figures in the process of forming Central Mamuju as an Autonomous Region.AbstrakPenelitian ini bertujuan untuk menggambarkan dan menganalisis Tipe kepemimpinan yang diterapkan dan faktor-faktor yang mempengaruhi kepemimpian Aras Tammauni di Kabuapten Mamuju Tengah. Penelitian ini diadakan di Kabupaten Mamuju Tengah. Metode penelitian yang digunakan adalah metode kualitatif, dengan tipe deskriptif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi dan dokumentasi. Hasil penelitian ini menunjukan bahwa kepemimpinan Aras Tamauni berhasil dengan tipe kepemimpinan yang diterapkan adalah tipe kepemimpinan kharismatis, demokratis, militeristik dan otokratis. Tipe kepemimpinan yang paling dominan diterapkan adalah tipe kharismatis, tipe yang cukup dominan adalah demokratis serta tipe yang tidak dominan adalah otokratis dan militeristik. Faktor yang mempengaruhi : keturunan bangsawan, dermawan, tokoh masyarakat dan pencetus transmigran, dan tokoh yang paling berperan dalam proses pembentukan Mamuju Tengah sebagai Daerah Otonom.

This study aims to analyze the Role of Local Government in the Implementation of the Brotherhood of Love Concern Program in Mamasa District and analyze the level of community welfare after implementation. The research method used is a qualitative research method with a descriptive research type. Data collection techniques are carried out through interviews, observation, and literature studies. The results of the study indicate that the Role of Regional Governments in the Implementation of the Brotherhood of Charity Care Program in Mamasa District is adequate in terms of Communication between SKPD and Community Groups. However, there are a number of things that must be further enhanced and considered in the management of poverty, namely more professional Human Resources. The level of welfare of the community after the implementation of the brotherly care program in Mamasa Regency is that the community is increasingly empowered, open employment, and has a significant impact by reducing the burden on poor families. Abstrak Penelitian ini bertujuan untuk menganalisis Peran Pemerintah Daerah Dalam Pelaksanaan Program Persaudaraan Peduli Kasih di Kabupaten Mamasa serta menganalisis tingkat kesejahteraan masyarakat pasca pelaksanaannya. Metode penelitian yang digunakan adalah metode penelitian kualitatif dengan tipe penelitian deskriptif. teknik pengumpulan data dilakukan melalui metode wawancara, observasi, dan studi pustaka. Hasil penelitian menunjukkan bahwa Peran Pemerintah Daerah Dalam Pelaksanaan Program Persaudaraan Peduli Kasih di Kabupaten Mamasa sudah memadai dalam hal Komunikasi antara SKPD dan Kelompok Masyarakat. Namun, ada beberapa hal yang mesti lebih ditingkatkan dan diperhatikan dalam mangatasi kemiskinan, yakni Sumber Daya Manusia yang lebih professional. Adapun tingkat kesejahteraan masyarakat pasca pelaksanaan program persaudaraan peduli kasih di Kabupaten Mamasa adalah masyarakat semakin berdaya, lapangan kerja terbuka, dan memberikan dampak yang signifikan dengan mengurangi beban bagi keluarga tidak mampu.

Public services become one of the needs of the community that must be met by local or central government, such as. Dlingo Village Government which has innovation in doing public service that is with Village Information System (SID) that can give information fast and precisely related Information about public service, besides information about Dlingo Village. This study aims to determine the Village Information System in public service in Dlingo Village, Dlingo District, Bantul Regency. This research uses descriptive research type and qualitative method. The results of this study were obtained from Dlingo Village Government as the public service implementer and Dlingo Village community as the recipient of public service. , proved that the services provided by the Dlingo Village government have been effective and fast.

This article aimed to describe the model of bureaucratic reform that has been done, both in Indonesia, and other countries in the world. This is important to provide a comprehensive understanding of the importance of bureaucratic reform form the Public Administration perspective. The research method used in this paper was literature review obtained from various sources related to bureaucracy reform. The results of this literature review illustrates that the reform of bureaucracy ever done in some countries commonly when related to two dimensions of organizational Human Resources (HR) dimensions. Organizational dimension is related to structure, organizational culture, organizational technology, law and regulation. The HR dimension of the apparatus includes knowledge, skills, attitudes, behaviors, mindset, discipline, integrity, performance. Bureaucracy reforms conducted in various countries such as in the United States during the reign of President Bill Clinton known as reinventing government which asserts that to improve the administration of government, it is necessary to transform the values of entrepreneurship into the administration. In Europe, it is known as Neo-Weberian State (NWS) which essentially strengthens the State's role in bureaucratic service with the principle of prioritizing citizenstate relations to fulfill citizen's basic rights. Similarly, reforms are undertaken in African Commonwealth countries that emphasize the importance of bringing about transparent and accountable governments. In Indonesia, bureaucratic reform has been conducted since 1998 with aiming of producing a clean bureaucracy from corruption, collusion and nepotism (CCN). The embodiment of those objectives is stipulated through Regulation of the Minister of Administrative and Bureaucracy Reform Number 11 year 2015 regarding the road map of bureaucratic reform from 2015 to 2019. However, the implementation of these regulations has not succeeded yet in creating a professional, clean and accountable bureaucracy, and performs well.

The implementation of governance is very important in public policy making for the realization of a good public policy and can meet the needs of the community. In solving the problems of governance, a policy is required, therefore a policy-making process is required. Objective: To illustrate the phenomenon of government policy implementation on prostitution in Banyuwangi District. This research method is a qualitative research using descriptive approach based on Health Policy perspective. Result of research of Banyuwangi no. 45 of 2015 is expected to provide solutions to the problems of HIV / AIDS that occurred in Banyuwangi. The success of the policy implementation is assessed from the Standards and policy objectives; Resource; Communication; Interorganization and inaugural activities; Characteristics of implementing agents; social, economic, and political conditions, as well as the character of the executive.
