The coming decade in Russia has been declared the decade of science and technology, the goal of which is to achieve leading positions in a number of breakthrough industries. It is known that before the collapse of the Soviet Union, Russia was a leader in space, nuclear energy, electronics, and certain types of high-tech industries. With the collapse of the USSR, Russian science, despite the adoption of the Federal Law “On Science and State Scientific and Technical Policy” [12], entered a ten-year period of destruction, which resulted in the loss of leading global positions in the field of science and an almost fourfold reduction in the areas of scientific research: so, if before 1992 the Russian Federation had a backlog of 95% of the world’s scientific areas, then by 2005 our country had a backlog of 23-25% of the world’s scientific areas. Since the mid-2000s. with the adoption of a number of laws and the beginning of the implementation of a package of new initiatives [11; 10; 13] managed to ensure positive dynamics in a number of innovation-oriented sectors of the economy and science. Active government policy and significant investments in the science and research sector allow Russia to maintain the fifth largest number of scientific personnel in the world. In turn, the developed human potential of science will contribute to achieving the goals of the Concept of Technological Development for the period until 2030 [7]. The article shows the features of the current stage of innovative development in the context of types of activities, identifies negative trends in reducing the level of competitiveness of innovative activities in the science and development sector, and substantiates the conclusion about the need to restore the planned parameters of scientific and technological development for the purpose of technological modernization of sectors of the Russian economy.

This article analyzes the problems and prospects for using outsourcing, considers the possibilities of developing IT outsourcing as an effective tool for the successful functioning of an economic entity, allowing to increase the level of competitiveness, optimize costs and achieve economic advantages. In modern realities, many enterprises in the process of their activities are faced with the problem of maintaining accounting operations. This necessitates the search and use of promising forms of business management, taking into account innovative trends. One of the methods of managing and optimizing costs is to attract external specialists to solve accounting problems, which allows for additional competitive advantages in the development and stabilization of their activities. In this regard, of particular interest is the study of the main aspects of accounting outsourcing, which allows enterprises to find opportunities to save money, taking into account the fact that it is one of the most popular management methods in the field of finance and enterprise development. This allows you to delegate rights and accounting of assets to a third party, namely an outsourcer. The purpose of the study is to analyze the problems and prospects for the development of accounting outsourcing as an innovative tool, to substantiate the positive aspects and risks of transferring accounting operations to outsourcing at the micro level.

The article analyzes the peculiarities and prospects of tourism development in small towns of Khanty-Mansiysk Autonomous Okrug – Yugra (KhMAO – Yugra), in particular the city of Langepas. The purpose of the work was to study the peculiarities and prospects of development of the tourism industry of the city of Langepas, which in accordance with the Strategy of socio-economic development of Khanty-Mansi Autonomous Okrug – Yugra until 2036 with target benchmarks up to 2050, as well as the Concept of development of tourist areas of Khanty-Mansi Autonomous Okrug – Yugra is included in the tourist territory of Nizhnevartovsk – Nizhnevartovsk municipal district – Megion – Langepas. In this regard, the development of tourism in the city of Langepas is inextricably linked with the tourist characteristics of the Nizhnevartovsk municipal district. The key feature of the tourist territory of Nizhnevartovsk – Nizhnevartovsk Municipal District – Megion – Langepas is its industrial character, the main part of exploited oil fields is located here. The main objects of the social framework of the city of Langepas are: architectural ensembles, monuments of architecture, sculptural compositions, social and cultural facilities: museums, cultural centers, sports facilities. In the course of studying the official sites of the city, regulatory and legal framework in the field of tourism development, statistical information on the subject of the study, the key problems, features, “points of growth” and prospects for the development of the tourist complex of the city were identified. Based on the analysis, the author concludes that in the course of creating an effective system for promoting the city’s tourism product, it is necessary to focus on three components: brand strategy, management of tourism product promotion, and provision of financial resources for its implementation. According to the results of the proposed measures, the number of tourists accommodated in collective accommodation facilities of the city should reach 5.6 thousand people by the end of 2030.

For many decades, the conflict between Armenia and Azerbaijan was one of the most important processes in Transcaucasia. He had the most direct influence on both the geopolitical and trade and economic situation in the region. In addition, the protracted nature of the confrontation and the inability of Yerevan and Baku to find common ground have become the main obstacle to the development of regional logistics. Therefore, the events that have unfolded in Nagorno-Karabakh since 2020 and the subsequent reconciliation between the conflicting parties have raised the hope among many that all problems will soon become a thing of the past. At the same time, it has recently become obvious that a number of regional players have decided to take advantage of the current situation. In this case, we are talking about Iran, which is making every effort to increase its regional status, including through new trade, economic and logistics projects. One of them could be the so-called “Araks Corridor” or “Iranian Path”, which should finally bury the idea of building the long-suffering “Zangezur Corridor”. And this is especially important at the present stage for Iran’s foreign trade and economic policy, when, on the one hand, there is a process of relative stabilization in the Armenian-Azerbaijani conflict, and, on the other, Iranian-Russian relations in the region are developing. The purpose of this article is to study the modern policies of Iran and Russia in the South Caucasus, in particular their position regarding the problem of the “Zangezur Corridor” in the context of a slight weakening of the confrontation between Armenia and Azerbaijan.

The article examines Iran’s relationship with the Shanghai Cooperation Organization (SCO), analyses the process of establishing cooperation with the member states of this organization, primarily Russia and China, in the field of regional security, as well as the political and economic spheres. The history of Iran’s inclusion in the SCO, the dynamics of cooperation, as well as the impact of this interaction on regional and world politics are explored. The focus is on joint projects, diplomatic, trade and economic relations, as well as potential challenges and prospects for cooperation between Iran and the SCO. The work notes that Iran’s desire for full membership in this organization was reinforced by the confrontation with the leading Western powers led by the United States and fit into the framework of Eastern policy with the prospect of an alliance with Russia and China. It is emphasized that due to opposition to Iran’s desire to strengthen its independence and sovereignty, Western powers prevented its inclusion in the regional or international security architecture. Under these conditions, Iran has intensified its efforts in search of its place in the international security system, relying on the idea of national identity and drawing closer to Russia and China. It is noted that the negative consequences of sanctions, threats of military intervention, cyber warfare and attempts to destabilize the Islamic regime were the main methods of Western policy towards Iran. Based on this, accession to the SCO was considered by the Iranian leadership as the most important task to neutralize Western sanctions and become one of the leaders in the regional security system.

The work deals with mathematical modeling of referral activities of the consumers who have received experience of physical therapy rehabilitation (PTR). The relevance of the work is determined by the importance of the development of rehabilitation activities and the creation of a network of treatment centers of walking distance. A mathematical model of the influence of referral feedback on the flows of customers entering treatment has been developed, as well as the estimates of the growth in the number of patients have been carried out. The main groups of patients influencing the number of patients undergoing treatment (Y) are: those continuing treatment (A), those recovered (B), those dissatisfied with treatment (C) and those choosing another method of restoring health (D). The main factor characterizing the flow of patients to the clinic is the “recommendation parameter” – R, which depends on eight coefficients characterizing the recommendation process. The differential equation of the flow of patients to the clinic, depending on time T, is dY/dT = H – YR, where H is the flow of patients under the influence of promotion. The analytical solution of this equation is expressed by the formula Y = HR(1 – Exp(-T/R)). The maximum number of patients is directly proportional to the promotion effect (H) and the recommendation parameter (R). The main factors affecting the value of the recommendation parameter are the proportion of patients who continue treatment (a) and the recommendation influence coefficient of these patients KA. As the number of clinic customers grows, promotion activity can be reduced without a significant drop in customer flow. The results can be used to intensify recommendation activity in the service sector.

The article examines in detail the fighting near Vladikavkaz, and in particular the battles for Gizel and Mayramadag. The battles near Vladikavkaz contributed to the overall victory over the German army in the battle for the Caucasus. The study is devoted to the battles for access to Transcaucasia, the main attention is paid to the battles for specific settlements. The relevance of the topic is due to the need to understand the history of the Great Patriotic War in the regions. Scientific novelty lies in an integrated approach to the analysis of the events of that period. The methodological basis of the study was the memories of participants, collections of documents, archival documents, periodical materials, as well as retrospective and problem-chronological methods of scientific research. The results show that, despite a lot of work on this period, interest in the history of the Great Patriotic War among researchers does not fade, but rather intensifies. The study highlights the importance of war history at the regional level. It was revealed that the blow to the Nazi group of troops in the Vladikavkaz region was the beginning of the offensive of our troops in decisive areas of the fight against Nazi Germany. By the second half of the harsh year of 1942, it was a major defeat for the Nazi troops on the Soviet-German front. As a result, the Nazis had to finally abandon the offensive on Ordzhonikidze, Grozny and Baku and go on the defensive. Having liberated the territory of North Ossetia, our troops continued to develop their victorious offensive and on November 4, 1943 liberated the capital of the Kabardino-Balkarian Republic – the city and the railway station.

The study of the features of using the cluster approach in organizing public-private partnerships in the field of tourism is highly relevant in the context of the continued sanctions regime against Russia by the United States and the European Union. This is due, on the one hand, to the multiple growth of domestic tourism in many regions of Russia, and on the other, to high geopolitical risks and limited financial resources of Russian business. The article describes the dynamics of the development of public-private partnerships and its organizational features in the Russian Federation. In particular, the absolute priority of the share of concession agreements in the overall structure of public-private partnership projects in 2022 is shown; the structural differences between the initiatives of public-private partnership projects in Europe and the Russian Federation in 2020-2022 are identified, as well as the national characteristics of public-private partnerships in relation to the tourism complex, the organization of which is still a poorly developed method of improving national tourism. A significant difference between a domestic organization and a foreign one is that in Russia tourism is considered as a separate sector, while in Europe public-private partnership projects indirectly influence the improvement of tourism in the regions through the development of transport and social infrastructures. Whereas in Russia, in addition to projects of indirect importance, much attention is paid to potentially useful objects for increasing direct endogenous tourism indicators, such as the number of tourist arrivals, the number of foreign arrivals, increasing the share of tourism in GDP, passenger traffic, etc. It is concluded that a characteristic feature of the development of the tourism complex in the public-private partnership (PPP) format can be considered the use of the cluster approach as the main one. This allowed the authors to reveal a set of advantages of PPP in tourism; formulate the characteristics of a tourism cluster formed through the association of representatives of government agencies and private business; propose a scheme for the effectiveness of PPP design in tourism using a cluster approach.

The article is the final part of the study of the history of the petty-bourgeois schools of Vladikavkaz in the pre-revolutionary period. The publication discusses the new disciplines introduced into the curriculum, reflects the financial situation of the educational institution. During the study, copies of the reports of inspectors and directors of public schools were found, some excerpts from which are given verbatim. The financial difficulties caused by the difficult general economic situation in Russia at the beginning of the 20th century set the task for the school authorities and regional governing bodies – to secure the school, financially and economically related to the petty-bourgeois administration, now completely for the state budget. This issue was key and became so acute that there was a risk of closing schools. However, the events of 1917 changed the course of history, including the history of petty-bourgeois schools, which were transformed into the 7th Higher Primary School. It should be noted that the serial numbers of city schools often changed, but the status of the Higher Primary, for the first post-revolutionary years, was assigned to the petty-bourgeois school.
