The industrial revolution 4.0 is a challenge that makes the whole world compete to show capabilities related to the use of the times. In this era of disruption, the need for data and how to perform data in every public service is a list that must be fulfilled by the government in providing trust and effective public services. But the problem of data integration which will become a main thing in the use of integrated data must be faced. Seventy-six years since Indonesia's independence, to this day the data of the entire community has not been integrated and is still stored separately. East Belitung Regency is one of the youngest regencies in Bangka Belitung Islands Province is an example of an area with population data that is not integrated. The disintegration experienced by the government of East Belitung makes public services in East Belitung very conventional and far from digitalization. Problems then arise, such as inaccurate printed data and data synchrony that does not work and the data provided is not in accordance with the bitter that must be accepted by society in the digital era. Abstract This article wants to see how the actor-based inclusive spatial planning policy takes place in the village. The reason is, since decades of development in the village, especially since the law no. 6 of 2014 is getting more massive. Villages are forced to reconstruct existing spatial policies, by adjusting to more modern development patterns. There is a village development orientation which on the one hand abandons traditional values and at the same time moves towards a more modern development. However, the problem is that spatial policies, especially those related to development, often clash with traditional values that exist in the village. Development in the village often involves actors in the village who are involved in protracted conflicts. The inclusion and exclusion of actors is something that will be encountered in many development schemes in the village. By using an approach approach, the researchers used data collection methods in the form of interviews and field observations to find out how the dynamics of development occurred in spatial planning policies. The analytical tool used in this research is to use an actor inclusiveness approach by looking at the policy of the spatial arena as the analysis space in this article

In the midst of the Covid-19 pandemic, the Yogyakarta City Population and Civil Registration Service implements social distancing or reduces face to face in population administration services. People only need to access the Jogja Smart Service application to take care of population administration. Jogja Smart Service is one of the implementations of e-government in the administration of Yogyakarta City government. The purpose of this research is to determine whether or not the Jogja Smart Service (JSS) application is effective in the population services of the people of Yogyakarta City amid the Covid-19 pandemic. This research uses descriptive qualitative method. Data collection techniques were carried out by means of interviews and literature studies. The data analysis used is descriptive analysis, namely describing and analyzing more deeply related to the findings of research using existing theoretical foundations. To determine whether or not Jogja Smart Service is effective in population services in the midst of the Covid-19 pandemic, this study uses five indicators, namely tangiable, reliability, responsiveness, assurance and empathy. The results of this study indicate that the Jogja Smart Service application has succeeded in serving the population administration of the people of Yogyakarta City in the midst of the Covid-19 pandemic effectively and efficiently even though in its implementation there are still obstacles.

At present the term of New Normal has spread to various element of society, and is existence is a subject of serious discussion. The government and society are equally aware that New Normal is a new lifestyle in the pandemic Covid-19 era which aims ro revive the center of economi, business, and social interaction between society in various regions. New Normal at it’s essence is to require people to conform, also in accordance with health protocols. Anywhere based on the Covid-19 pandemic era ends. Ponorogo is one of the district that has used the New Normal national discourse as a concept to be tested. But after it is implemented, it is found that there are still many people who are not aware and take care of themselves by not wearing masks when traveling. This phenomenon certainly triggers serious concern, so tis research seeks to provide a description through collecting valid data and supported by relevant theories as a narrative reinforcement. This study aims to determine the role of the government in tourism development in the Binuang sub-district, Polewali Mandar Regency, seen from the arrangement and development of tourist objects, the development and development of tourism supporting facilities and infrastructure and the promotion of tourism. The method used in this research is to use a qualitative descriptive research type which aims to describe the problem solving of the research object based on visible facts or data in the field. Data collecting technique is done by interviewing and observing and documentation which includes archives, literature review or literature related to research problems. The results showed: tourism development in Binuang Subdistrict, Polewali Mandar Regency, seen from the arrangement and development of tourist objects in accordance with the Regional Tourism Development Master Plan by identifying tourist objects that have the potential to focus on development. In addition, coaching activities for tourism managers are also carried out every few months in order to improve the quality and quality of tourism objects. Then, the development and development of tourism facilities and infrastructure carried out by the government can also be seen from the development and maintenance efforts of tourism supporting facilities and infrastructure. Tourism promotion by the Youth Sport and Tourism Agency which is considered quite effective is the Polewali Mandar Festival Fork & Art (PIFAF) which in addition to introducing culture also introduces tourism potentials in Polewali Mandar Regency.

The purpose of this research is to describe the Turkish state governance in handling the COVID-19 pandemic. Policies implemented by the Turkish government in suppressing the spread of coronavirus include restrictions on traveling and lockdowns. Economic and social policies are implemented to protect the welfare of its citizens in the face of a pandemic. The normalization process was announced with a few loose policies but remained in vigilant mode against the spread of COVID-19. The method used in this study is a qualitative type. Based on the research that has been done, it can be concluded that Turkey can act quickly and responsively in preventing the spread of coronavirus and face the COVID-19 pandemic with policies implemented so that mortality rates do not continue to increase and recovery rates continue to increase. The implication of this research for the development of science is as consideration for a country's governance in implementing policies to deal with a situation.

This article discusses the leadership influence of the Acting Village Head who acts as a leader in the Haurngombong Village Government, Pamulihan District, Sumedang Regency. The presence of the Acting Village Head as a result of the resignation of the definitive Village Head in the village is a highlight of the focus of this research topic. With an emphasis on knowing the influence in leading, in addition to trying to discuss the satisfaction of the community with the official's leadership. This study uses a juridical normative research method, with a qualitative approach. Furthermore, bibliographical materials in the form of legislation and other data sources are analyzed to obtain results as accurate as possible. The results of this study include: (1) The task of the government is optimal community service, based on the fourth paragraph of the Preamble to the 1945 Constitution as the state's goal for the welfare of the community. (2) The basis for implementing Village Government is regulated in the Village Law. (3) the influence of the leadership of the Acting Village Head in Haurngombong Village is enormous, especially the leadership of Mr. Zaman who always provides efficient and pro-people innovations is considered to have succeeded in leading the people of Haurngombong Village optimally. Both the village community and village officials were very satisfied with the leadership of Mr. Zaman as the Acting Village Head in the Haurngombong Village Government of Sumedang Regency.

Post Covid 19 was declared as a national disaster non-natural, central and local government try to do various efforts and policies to handle Covid 19. One of the areas in Indonesia which has number of cases Covid 19 highest is Jakarta. The increase in cases Covid 19 very influential and have an impact significant enough for a variety of important sectors such as economy, education, health in Jakarta. Various policies and efforts have been made by the government of DKI Jakarta, such as policy Restrictions on Large-Scale Social (PSBB) to reduce the cases Covid 19 in Jakarta. However the increase in cases Covid 19 in Jakarta has not shown a significant decline. This study aims to analyze the policies and efforts taken by the government of Jakarta to handle Covid 19. The research is qualitative research with descriptive method of analysis and data collection techniques using literature study. The results of the study showed that the policy and efforts made are not yet fully effective in handling Covid 19 in Jakarta. The Obstacles in handling comes from the non-compliance communities and weak coordination of central and local government.
