By the late 1920s there was no longer any dispute about the existence of either state or regime in Transjordan. Britain was the mandate overlord in the emirate; Prince Abdullah was the titular head of the regime; a combination of British officials and a largely imported administrative class presided over the government of the country; and Amman was established as the growing power centre of the state. 1 Peace and order prevailed in the settled part of the country, if not in the majority of its territory.
