Law Reform as the Part of National Resilience: Discovering Hindu and Pancasila Values in Indonesia’s Legal Development Plan 作为国家复原力一部分的法律改革:在印度尼西亚法律发展计划中发现印度教和潘卡西拉价值观

The Indonesian legal system encountered several challenges due to corruption, inherited colonial compendiums/codifications, ineffective and inefficient arrangements, and a complex bureaucratic structure that occasionally contradicted the Pancasila, the 1945 Constitution, and common legal requirements. Majapahit’s success story demonstrates that reforming Hindu law following legal requirements and conditions or society’s demands effectively strengthens their national resilience. The purpose of this paper is to identify and reintroduce the successful history of Majapahit and their national resilience as a result of Hindu law, as well as its connections to the current Indonesian legal system, in the context of national law reform as a component of national resilience. Based on the normative legal research conducted for this paper, a concept was proposed to reintroduce and implement Hindu values into the national legal system consistent with Pancasila, the 1945 Constitution’s Preamble, and current legal needs. It should be created based on a shared belief that national resilience can be defended if Indonesia’s legal system is reformed; this can be accomplished if lawmakers consider the values of Hindu and other religions, adat law, and diverse conditions that are still compatible with Pancasila and the 1945 Constitution.

Government Policy in the Development of Electric Motor Vehicle Technology for an Environmental Friendly Transportation 发展环境友好型电动汽车技术的政府政策

This paper examines government policies in the development of electric motor vehicle technology to realize environmentally friendly transportation. Electric vehicles based on new technology that can reduce carbon emissions. It is considered to support the contribution to the increase of greenhouse gases in the atmosphere. A number of countries have also committed to gradually eliminating the use of conventional fossil-fueled vehicles to then rely entirely on the use of electric vehicles. The purpose of this paper is first toexamine policy support from the Government of Indonesia in developing electric motorized vehicles to realize environmentally friendly transportation. Second, to examine the supporting and inhibiting factors for the development of electric vehicles in Indonesia. This writing uses the literature study method. The results of the analysis show that the Government of Indonesia has issued Presidential Regulation Number 55 of 2019 concerning the Acceleration of the Battery-based Electric Motor Vehicle Program for road transportation, this shows a commitment to realizing environmentally friendly transportation. The supporting factor for this policy is that electric motorized vehicles have more efficient power, but there are inhibiting factors, namely the support for infrastructure that has not been maximized.

Electric Vehicle Policy Based on Juridical Foundation to Realize Environmental Resilience in Indonesia 基于法律基础的印尼电动汽车政策实现环境弹性

The rapid advancement of technology affects the increasing number of industrial developments and transportation facilities, in line with the increase, followed by the number of fuel users, especially fuel oil (BBM). With increased fuel oil users, especially fuel from fossil fuels, there are an increase in carbon dioxide exhaust gases(CO2) emissions as a combustion gas from fossil fuels. Air pollution, greenhouse gas emissions, and climate change are also worrying impacts. The Government's policy to agree to the Paris Agreement aims to slow climate change and develop sustainable energy sources. In order to succeed in the Paris Agreement, the Government took steps to turn the previously oil-fueled automotive industry into an electric motor vehicle (KBL). KBL is considered an innovative and solutive program in reducing exhaust emissions due to increasing means of transportation. Nevertheless, the application of electric motor vehicle policies must still be reviewed in ecological resilience to minimize environmental damage related to quality to survival. However, the survival and growth in national life, especially in terms of the environment, become better by reducing pollution using electric cars.
