Analiza la crisis neoliberal precipitada en Chile y su pérdida de legitimidad a partir de octubre 2019 cuando los movimientos sociales irrumpen en las calles interpelando al sistema político en su conjunto. Aborda las contradicciones entre movimientos sociales y partidos políticos tradicionales y el desarrollo de una nueva cultura política. Examina el proceso de la Convención Constitucional, su conformación y proyección histórica para superar la constitución legada por Pinochet. Y la participación de los pueblos indígenas y la paridad de género. Evalúa la sistemática violación de Derechos Humanos durante la rebelión social y el rol del Presiente Sebastián Piñera al respecto. Explora la próxima elección presidencial y la perspectiva de la elección de un gobierno de izquierda moderada o del centro político.

The Federation of Mexico, with 31 States and Mexico City, has a population of 129 million people with large and diverse infrastructure needs. What is the real character of fiscal policy? Is it expansionary or restrictive? Is it pro-cyclical or does it have stabilization effects? Policymakers and economic analysts need to be able to ascertain fiscal policy effort. As the actual budget balances are affected both by cyclical factors and structural measures, they may not, in general, be very useful when seeking to assess the stance of the fiscal policy. To understand the true nature of fiscal policy, it is therefore fundamental to remove cyclical effects of general government budget balances. The cyclically-adjusted budget balance (CAB) indicator plays this role in the fiscal surveillance framework as a means of analyzing the fiscal situation and changes in policy that result from the intentional actions of the government. This paper, for the first time, provides detailed calculations of the cyclically-adjusted budget balances in BiH, following a commonly agreed method by the European Commission and assesses the character of the fiscal policy in BiH from 2008 to 2019. The analysis showed that in earlier years BiH had led stabilizing expansionary fiscal policy, while in more recent years the fiscal policy was mostly restrictive and procyclical

Resumo: O presente artigo refere‐se á análise dos aspectos teóricos inerentes ao processo de preservação e conservação em arquivos audiovisuais. Tem como foco a fundamentação teórica dos aspectos relacionados ao objecto de investigação. Uma abordagem do objeto de estudo de forma teórica permitirá em estudos subsequentes a proposta de um manual de preservação e conservação para o arquivo fílmico da Cinemateca Nacional de Angola. Faz‐se uma abordagem histórica e conceitual de arquivo geral, arquivo audiovisual, arquivo no contexto angolano, preservação, conservação e restauração no âmbito da arquivística audiovisual, processo de preservação em arquivos audiovisuais e o processo de preservação no arquivo fílmico da Cinemateca Nacional de Angola. Aborda‐se elementos gerais sobre as metodologías para a conformação de manuais de preservação e conservação audiovisual.
