M-services (Mobile services) and commerce are growing rapidly with the explosive growth of mobile devices, technologies and networks. Hence, many enterprises use them to grow revenue, reduce costs, maintain their competitive edge and achieve high performance. This advancement in mobile technologies has also influenced many government organizations to go mobile with their services and Oman is not an exception. Oman has just started to utilize mobile channels to offer Mservices to its citizens and clients. Although there were many services introduced, but it was hard to find evidence of any study conducted to determine their successes or failures. This study is an attempt to explore adoption issues of these services. This study used a survey questionnaire to collect data on users accessing the M-services, users’ attitudes and the users’ preferences to use these services. The results indicated that little over 50% of the users had positive attitudes towards the M-services and similar number of users indicated their preference to use them. This finding is in accordance to the Technology Acceptance Model (TAM), which states that the attitudes determine the intention to use which lead to the actual usage of the system. There were many users having negative attitudes toward these services. This study also explored some possible reasons which might be contributing towards the users’ negative attitudes are the lack of users’ awareness of these services; their usefulness; mobile technology literacy, publicity and marketing, which are needed to be addressed by the service providers for a greater success of the M-service adoption in Oman.

Knowledge is recognised as an important asset in any organisations these days. Unfortunately, many organisations are not doing enough to effectively manage this important asset in creating and maintaining their competitive advantage. The objective of this study was to investigate the implementation of knowledge management in a government research institute in Selangor, Malaysia. This explorative study employs both quantitative and qualitative approaches to achieve the research objectives. A set of questionnaires was developed using online survey software. This set was sent to 96 respondents from five divisions based on a simple random sampling method. The questionnaires comprised items that were used to investigate the understanding and awareness of KM in the chosen organisation. The data were analysed using the Lime Survey statistic, Chi Squared tests and Reliability analysis. For the qualitative component, the interview method was used. This method was conducted to determine the KM process implementation in the organisation and focuses on the Knowledge Management Section (KMS). The interview data were analysed using ATLAS.ti software. The results showed that three main factors affected knowledge management implementation in the company; namely, organisation, people and technology. We suggest that a need exists within any organisation to strengthen the implementation process to successfully obtain the benefits of knowledge management in creating and sustaining competitive advantage.

This article aims to elucidate theoretically the problematic dealing with the constraints of the success of technology transfer process to developing countries through synthesizing the main theoretical approaches. Numerous and important are barriers to implementation. They are dependent on several factors ranging from initial level of development of the receiving economy, the nature of the imported technology, the market structure, the state of competition. However, despite the size of these barriers to entry, it is obvious that the knowledge imparted should be properly absorbed by the receiving economy. This implies the ability of firms to learn and master imported technologies- which requires prerequisites in terms of human capital, basic skills, capital outlay required for the activity of RD as well as economic and social fundamentals of the host country for the proper handling of knowledge. The study explores the concept of collaborative information system through the combined deployment of Quadruple Helix Model (QHM) collaboration promoted by Agensi Inovasi Malaysia, an agency under the Ministry of Science, Technology and Innovation Malaysia (MOSTI) and the “Whole-of-Government” (WoG) concept of ICT implementation across the Malaysian government agencies promoted by MAMPU. The four QHM collaborators are the government, universities, industries and citizens, which are involved in the human capital development and workforce employment in any country. The idea of having collaboration among all these four collaborators in information system is vital, where in the Innovation Economy, knowledge and information no longer resides just within the walls of an organization. QHM’s premise is that all four actors have equal roles to play in stimulating innovative human capital development in a country. The prime objective of this study is to investigate the possibility of four QHM actors collaborating by leveraging a standard online platform where each of them is able to access, exchange, and represent information for the greater benefit of the citizens for a particular country, especially in the context of Malaysia. The description of the collaborators includes the functionalities and information services offered by each of the collaborative icon together with brief concept of implementation mechanism. As the expected outcome, the citizens would get ample information based on their needs. The discussion incorporates the justification of why four actors have been chosen for collaboration in this study. Finally, future implications indicate the direction of the design and successful implementation of this study.

The aim of this study was to examine undergraduate students’ perceptions toward the adoption of the Graphing Calculator (GC) instructional approach in learning Probability. During the study, a sample of 55 students was provided GCs and self-designed instructional activities modules for their learning. At the end of the study, an adapted questionnaire was distributed to collect students’ views on the adoption of the GC instructional approach in Probability learning. The data collected from the questionnaire were categorized into six aspects: the GC usage, quality of the output from the GC, GC helped students to understand probability, GC helped in increasing students confidence in problem solving, GC helped in students communication, GC helped to foster students attitude towards probability learning, and it was found that students’ perceptions in these six aspects are favourable. ANOVA test also showed that there were no significant differences in the mean scores among students of different levels when the GC instructional approach was adopted. A majority of students found that leaning probability with the GC instructional approach was more funny and interesting. A positive attitude and increased motivation to learn Probability was cultivated as well.

For many people, the use of the technology offers opportunities to engage in activities that would otherwise be impossible. However, this potential can only be realised if the technology is designed so that it can support people in achieving their goals. Information access for people with special needs is creating numerous opportunities and challenges within the Information expressway community. A majority of web based information and services are inaccessible to people with certain disabilities, largely due to a lack of awareness of accessibility issues on the part of composers and developers in web engineering. There are many factors that contribute to achieving designs for accessibility, but one important issue is the availability of knowledge about how to design solutions that will take into account users and their diverse characteristics. This research discusses the need for a framework approach to determine the level of accessibility required by people with special needs to access web resources, the results of such an approach should be as meaningful as possible for web applications developers and composers. It is also argued that the current accessibility evaluation approaches are unsatisfactory in the scope and results presentation. This research will outline the groundwork for constructing accessibility aware framework approach where people with distinct needs can access all web applications based on their level of disability. The approach provides guidelines for web developers and composers in the development of accessible web solutions. Blindness and Deafness disability profiles are used as an example to demonstrate the execution of the framework approach and presented implementation architecture.

This paper analyses the major theories on learning styles and applies one of them to the students in Dubai to understand their various learning styles. The research applied Fleming’s VARK theory through survey conducted among 106 students and the result shows that there are variations in learning preference. Most of the students fall within reader or writer and kinaesthetic categories. The research also confirmed that the students could possibly have more than one learning styles. Thus the research in theory confirmed the earlier research findings that learning styles must be taken into consideration for better learning outcome. In financial auditing the auditor can accept a new engagement or not, based on the client’s background, with a major impact on the audit risk. This study aims to indentify and analyze the influence of the background factors that lead the auditor to the clients’ acceptance. For obtaining the research result, in the study a sample of 100 companies was considered. These companies were the first 100 multinationals included in top 500 Fortune, from 2011, and which were audited by Big 4 audit companies. The study develops three work hypotheses regarding the influence of some financial and non-financial factors to the auditor’s acceptance of a new audit engagement. For testing the hypotheses, there were proposed as factors some financial variables (return ratios, financial leverage) and non-financial variables (activity field, auditor). The research results were obtained by using quantitative methods for data analysis. In the study the data were processed with the statistical software, SPSS 19.0. The research results show that the auditor’s decision regarding the acceptance of the audit engagement is significantly influenced by the client’s prestige, reflected through the position occupied in Top 500 Fortune, the specialization of the auditor in a specific activity field and by the client’s financial performance and his ability to continue as a going concern in a predictable horizon of time.

The increasing popularity of wireless and cellular networks multimedia traffic among the consumers has raised new demands for investigation of their underlying Quality of Service (QoS) and Quality of experience (QoE) requirements. In this work, we carry out an application-based analysis of such requirements. Using this approach, we can properly take into account the heterogeneous nature of the underlying networks and the diversity of their traffic. There are several other reasons that justify the use of this approach. For instance, different QoS expectations and user Quality of Experience (QoE) in developed and developing countries can be mentioned. Many parts of the developing world are highly dependent on wireless and cellular technologies, while the provision of socioeconomic services in industrialized countries is generally based on conventional broadband and advanced cellular systems. Clearly, the variations of the underlying networking technologies perturb the QoS and QoE. So, we also examine the relationship between network QoS and QoE to propose a conceptual mapping between them. To achieve these aims, we first evaluate QoS requirements for network-based applications over different access technologies. To reach tangible outcomes, we then focus on UMTS based 3G cellular networks and WiMAX, and analyze several network-based applications with different path loss models, varying number of active users, and diverse types of traffic. The results exhibit that variant technologies, network congestions, user perceptions, and radio channel conditions affect QoS and QoE parameters to a certain extent.
