In this paper, an effective method for automatic license plate recognition (ALPR) is proposed, on the basis of extreme learning machine (ELM). Firstly, morphological Top-Hat filtering operator is applied to do the image pre-processing. Then candidate character regions are extracted by means of maximally stable extremal region (MSER) detector. Thirdly, most of the noise character regions are removed according to the geometrical relationship of characters in standard license plates. Finally, the histograms of oriented gradients (HOG) features are extracted from each character of every plate detected and the characters are recognized by the classifier trained though the ELM. Experimental evaluation shows that our approach significantly performs well in the ALPR systems.

Travel blogs are descriptions of tourists about their touring experiences. They provide an effective channel for destinations' tourism administration organizations and enterprises to understand tourists' perception of the destination and the quality of their touring experiences. To explore international tourists' touring experiences in Shanghai, this paper selected 63 travel blogs written by 32 international bloggers about their touring experiences in Shanghai from one popular international travel websites. After a detailed analysis of these travel blogs, it is found that generally their impressions on Shanghai are very positive. Specifically, the bloggers had particularly positive impressions on Shanghai's attractions, food, accommodations, transportation, and entertainments. Although these bloggers generally held a positive impression on Shanghai, they mentioned several dissatisfying aspects, such as the pesky peddlers on streets, smog, chaotic street traffic, spitting, and over-crowdedness with its resulting impolite behaviors of people.

Vehicular ad hoc networks (VANETs) allow vehicles to generate and broadcast messages to inform nearby vehicles about road conditions. We propose a multi-hop announcement scheme for VANETs which supports message broadcasting and forwarding. In this scheme, we propose two algorithms to evaluate the reliability of messages and aggregate the reputation scores respectively. The major principle of the reliability evaluation algorithm is Dempster-Shafter Theory and the reputation aggregation algorithm is a variant of weighted averaging function. To balance the message coverage area and the cost of forwarding messages, we also provide a message forwarding criterion. The proposed multi-hop scheme offers satisfactory robustness and preserves privacy property. Most importantly, the multi-hop scheme not only guarantees better message flexibility, but also can generate more satisfactory message drop rate. In addition, in the message forward criterion of our multi-hop scheme, it is up to vehicles (i.e., user friendly) to regulate the trade-off between the message utility rate and the maximal message broadcasting bandwidth, based on their real needs.

This paper discusses a framework for the design of business services, called Service System (SS). SSs are a layer built on the top of Internet of Things (IoT) and Internet of Services (IOS). SSs integrate two components, Internet of Business (IOB) and Internet of Data (IOD). IOB delivers complex business services that combine services from IOS and IOT. In turn, IOD links semantically the information that is extracted from IOS and IOT and that is processed in IOB; also, it provides a repository for future applications. The association of SS architecture with Open Source drives a twofold roadmap, with a top down design and a bottom implementation. The SS concept is exemplified on a IRMA, namely a project on urban mobility, with pilot cities in Europe and China, where a demo SS is being developed by using Open Source software.

Failure Mode and Effects Analysis (FMEA) is a well-known design tool used to analyze component failures and identify the resultant effects. Traditional FMEA model requires engineers' input on estimating technical detection difficulty of part failure. Moreover, failure occurrence can only be computed based on historical maintenance data. However, under the IoT based environment, sensors installed on connected devices can transmit continuous signals of device status, which is greatly helpful to make the device failure analytical work more efficient, more objective and more accurate. In this paper, we propose a new FMEA model based on connected device data. A new failure a difficulty creator is proposed to objectively compute detection difficulty. Failure occurrence level is intelligently generated by a new occurrence creator. A house-roof shaped failure correlation creator is designed to mine the correlation of failures. Finally, a new risk RPN estimation method is used to rank the risk of failure.

In this study, we analyze a two-echelon supply chain, consisting of one risk neutral retailer as Stackelberg leader and one risk averse manufacture as follower. The retailer has two ordering opportunities and the manufacture has to pay stockout penalty in second order. Conditional Value-at-Risk (CVaR) is used to measure the manufacturer's degree of risk aversion. The research shows how the risk attitudes affect the optimal decision of the supply chain members, and how the retailer provide incentives to the manufacture, to reach win-win coordinated result.

The supply chain consists one supplier and one retailer who lacks money. 1The retailer's effort level and fairness preference are considered. The study says that the bank's expected revenue is fixed but the bank interest rate is related to many factors when the financial market is competitive. The ratio of the retailer's optimal order quantity and effort level increases when the buyback price increases or the risk-free return rate of investment decreases. The retailer's fairness preference can influence its decision, resulting in the revenue change of the participants in the supply chain further more. The supplier should choose appropriate retailer to improve its own revenue.

It has great significance to acquire vehicle speed for active safety system. This paper presents a methodology for identifying vehicle speed by obtaining a sparse optical flow from image sequences. Distinct corners can be detected by Harris corner detector after image enhancement. Then, Lucas-Kanade method for optical flow calculation is utilized to match the sparse feature set of one frame on the consecutive frame. In order to improve the accuracy of optical flow, RANSAC algorithm is introduced to optimize the matched corners. Finally, the vehicle speed can be determined by averaging all the speeds estimated by every optimized matched corner. The results of field test indicated that the computation time of the developed method to execute for one time was 59ms, and the mean error of speed estimation relative to the measurement of GPS was 0.121 m/s. The developed method can achieve satisfying performance, such as accuracy and output frequency.

The intersection models, such as delay models and queuing length models, are the foundations of optimal signal timing for urban intersection. Lack of the field data of intersection, it is highly difficult to calibrate parameters of the intersection models. Due to the effects of intersection topology, channelization and traffic conditions on these models, obviously it is impossible for single model to be suitable for optimal control of various intersections.
