In order to serve the urban disaster prevention and mitigation and emergency management, it designs a system of Intelligent Fire-fighting System of a Big Public Building Emergency Evacuation Navigation System for mobile terminal. The mobile terminal based indoor positioning, push in the place where the indoor personnel information of the area around the building structure, by means of a mobile terminal display of geographical space structure, the evacuation can intuitively grasp the incident scene and its development trend. The research results can be used for the rehearsal of various emergencies in the complex building, get the evacuation of the optimal path, to provide accurate, timely, visualization of the evacuation plan, help to improve the ability of staff in dealing with fire and other emergencies, then it can also improve the emergency system of management about public events in China and provide beneficial references for the risk management system of disasters.

With the deep application and development of information technology in the financial field, Fintech (Financial Technology) has become a hot topic in the financial industry and the scientific and technological community. The Fintech industry's development model is continuously developing and innovating, and it constantly impacts and transforms the traditional financial industry. Fintech has become the country's policy direction and economic development trend, leading to an increase in Fintech's talent demand, and the development of Fintech's talent has become critical. This paper describes the situation of Fintech industry from three aspects: the development of Fintech industry at home and abroad, the demand of Fintech talents and the training status of Fintech talents. Voice activity detection (VAD) is an essential part of speech processing system, which aims at extracting active speech information from continuous speech signals. In this paper, we firstly treat VAD as a two-class problem: active speech frame and nonspeech frame, in which the active speech frame is composed of information frame and noise frame. Support vector machine is then applied to solve the two-class problem. Finally, noise frames are removed from the active speech frames by the prior knowledge of noise. An experiment on a speech dataset of isolated numbers shows the accuracy and recall rate on test set reaches 99.49% and 98.06% respectively, which indicates that the proposed method is effective for isolated-word VAD task.

Chinese word segmentation is a very important problem for Chinese information processing. Chinese word segmentation results are the basis for computers to understand natural language. However, unlike most Western languages, Chinese words do not have fixed symbols like white space as word segmentation marks. Moreover, Chinese has a very complex grammar, and the word segmentation criteria are varied with the contexts. Therefore, Chinese word segmentation is a very difficult task. Many existing works have proposed many algorithms to solve this problem. However, to our best knowledge, none of them could outperform all the other methods. In this paper, we develop a novel algorithm based on semantics and contexts. We propose a semantic-based word similarity measure using the concept hierarchy in knowledge graphs, and use this measure to prune the different results which are generated by several state-of-the-art Chinese word segmentation methods. The idea is to respectively compute the concept similarity of these words to other words in the text, and choose the word with the highest concept similarity score. To evaluate the effectiveness of the proposed approach, we conduct a series of experiment on two real datasets. The results show that our method outperforms all the state-of-the-art algorithms by filtering out wrong results and retaining correct ones.

This presentation aims to consider the process of inclusion and development of science and technology in developed and industrialized countries based on the experience of Japan's efforts as well as to present some observations on its prospects. After the Meiji Restoration, Japan aimed at catching up with the Western Great Powers and pushed for the rapid modernization with “Wealth and military strength”. At that time, Japan was not only changing political systems drastically but also integrating the Western Great Powers' advanced science and technology positively. As a result, in the days of World War I, Japan achieved entering permanent member of the League of Nations and came to occupy a big position globally. Although Japan was put under the control of allied powers, after the World War II, Japan planed integrating the overseas advanced technology again and will have current prosperity in one's hand afterwards. On the other hand, when we pay more attention abroad, the utilization of science and technology is essential to the right profit in the achievement of “Sustainable Development Goals” that is an action plan shown in “Transforming our world: the 2030 Agenda for Sustainable Development” adopted in the United Nations General Assembly of September 2015, In Japan, 3rd Basic Plan on Ocean Policy approved by the Cabinet in May 2018 prescribes about promoting measures such as “Improve scientific knowledge”, “Promote Arctic policy” and others based on science and technology. Therefore, we must consider modality of science and technology for save the ocean as Japan's lifeline. In this presentation, we will focus on inclusion and development of science and technology in Japan's ocean policy and present modality of science and technology in developed and industrialized countries.

We propose an algorithm for 2D image fragment reassembly problem based on solving a variation of Longest Common Subsequence (LCS) problem. Our processing pipeline has three steps. First, the boundary of each fragment is extracted automatically from its scanned image, with paper tissue and scanning artifacts removed. Second, inter-fragment boundary matching is computed between each pair of fragments by solving a Longest Common Subsequence problem. The goal is to identify the best possible adjacency relationship among image fragment pairs. Finally, a multi-piece alignment is used to prune incorrect matches and globally compose the final image. We perform experiments on various image fragment datasets and compare our results with existing methods to show the improved efficiency and robustness with respect to images of different resolutions and different levels of noise on boundary pixels.

Meeting this need is the purpose of this application. On the other hand, social networks are an easy way to interact with the teenagers. In this new age social network site, users create a profile and enter their body measurements to create a virtual model of the particular user. They can also upload their photos to create a complete virtual model which includes face as well. It was necessary to add business value to the application along with the usual entertainment factors. Adding business value to entertainment factors is the main attraction in Fashion Fit to suit a new age of social networking.
