Abstract This chapter assesses the achievement of African development outcomes through market-led rural transformation within the context of agri-food systems. Abstract This chapter explores the role of Africa's universities in facilitating the proliferation and success of entrepreneurship as a development strategy. In particular, the discussion is intended to articulate how Africa's universities can support the generation of much-needed employment opportunities by providing education and training in entrepreneurship. The chapter first examines the prevailing entrepreneurial ecosystem, (i) by providing context from the available literature on the demographic challenge Africa faces in light of its rapidly-growing youth population and associated high unemployment rates and (ii) by exploring the means by which entrepreneurship can be fostered. Thereafter, the chapter focuses on working models of education and training in entrepreneurship, including intentions and adaptations, real-world successes, lessons learned and potential future directions.

Abstract This chapter presents an historical perspective on institutional developments in support of the agricultural sector, highlighting the principal drivers of institutional change. Agriculture's institutional ecosystem has varied across time and throughout Africa, as well as in relation to its colonial origins. The discussion principally focuses on the main trends, occasionally noting regional differences. The timeline is divided into three periods. Following an overview of the structure of the institutional ecosystem, Section 3.3 describes the post-independence period to the mid-1980s and Section 3.4 analyzes the succeeding period to approximately 2005, which was dominated by structural adjustment and market liberalization programmes. Section 3.5 reviews the rapid changes which occurred after 2005, framed in terms of the institutional linkages necessary to achieve the subsidiary functions outlined above most effectively and, hence, the role of tertiary agricultural education (TAE) in an evolving agricultural innovation system. The implications for TAE are highlighted throughout the chapter.

Abstract This chapter explores African and global policy frameworks and strategies in order to highlight the role that the transformation of Africa's agricultural sector and tertiary agricultural education is envisaged to play in addressing developmental challenges in Africa. The main developmental agendas discussed, which anchor the transformation of African agriculture and education, are the global Agenda 2030 Sustainable Development Goals (SDGs) and the Africa-focused Agenda 2063. Agenda 2063 is supported by the Comprehensive Africa Agriculture Development Programme (CAADP) and the Continental Education Strategy for Africa, 2016-2025 (CESA), which provide clear strategies for transforming Africa's agricultural and education sectors. Supporting these policy frameworks are strategies which focus on enhancing human capital development in agriculture, as well as promoting science, technology and innovation (STI) in agriculture. These strategies and frameworks - including the Science, Technology and Innovation Strategy for Africa 2024 (STISA) and the Agricultural Education and Skills Improvement Framework (AESIF) - are explored in greater depth.

Abstract This chapter explores the concepts of leadership and change management within the context of transforming Africa's tertiary agricultural education (TAE) sector, and more specifically its universities. Sections 6.2 and 6.3 focus on existing leadership practices in African TAE institutions and a vision for their future transformation. Sections 6.4 and 6.5 more specifically address the role of leadership in effecting this transformation, and best practices for such leadership. Section 6.6 analyses the challenges associated with successfully managing organizational change. Section 6.7 provides a brief conclusion.

Abstract This chapter first outlines the rationale for and necessary components of strategies to transform agricultural research capacity in African countries. Thereafter, the discussion focuses on strategic approaches to the transformation of research and innovation capacity in tertiary agricultural education (TAE) through the development of graduate (i.e. master's and doctoral) programmes. Such developments form a strong argument for increasing universities' role in national agricultural innovation systems. The final section explores an effective division of labour between TAE institutions and national agricultural research institutes in the production of new technical advances driving agricultural development.

Abstract This chapter examines ways in which an equal balance of power can be established in designing and implementing higher-education partnerships. The partnerships featured here are transnational - both within and outside Africa - so they typically have different academic structures, traditions and resources. The chapter presents an approach to partnership design and implementation with the intention of helping African tertiary agricultural education (TAE) institutions strategically pursue arrangements which build enduring institutional and human-resource capacity through joint and equitable engagement in their core mandates: educational instructional, research and outreach.
