Singapore's Imminent Expiration of Land Leases: From Growth and Equality to Discontent and Inequality?

Haila described Singapore as a laboratory for a social scientist given the multiple ways land is used, managed or treated as a source of public revenue. Phang explains how housing has given the bottom 50 per cent of households, wealth equating to the level advocated in Piketty’s ‘ideal society’. As fixed- term leases expire, people who own apartments on public land will see their values fall to zero. Inequality will return, challenging the otherwise stable polity. Using both qualitative and quantitative methods, this paper explores how and why this unique land regime was created, and expose how theoretically inconsistent policies and their ad hoc, pragmatic application has created several rent leakages to a minority of the population who continue to hold freehold land. It offers some alternative strategies better informed by land rent theory, that might be adopted to preserve the benefits enjoyed for now

Street Experiments and COVID-19: Challenges, Responses and Systemic Change.

Cities have introduced street experiments, among others, in order to cope with the urgent health challenges caused by the COVID-19 pandemic. They are primarily intended to allow people to move safely in urban spaces according to physical distancing requirements. It has been suggested that street experiments have the potential to not only respond to pressing needs, but to also trigger systemic change in mobility. This paper explores urban case studies and demonstrates how pandemic-induced street experiments provide a solution to specific challenges to mobility and public space. There are, however, issues concerning equity and citizen participation. Finally, we find that pandemic-induced street experiments have a higher acceptance among the public and authorities, a more permanent character and a greater embeddedness in long-term planning agendas. The paper concludes that the pandemic stimulated the introduction of street experiments and fostered their potential to enable systemic change in urban mobility.

The outbreak of the COVID‐19 pandemic affected the everyday lives of people. Recent studies have found that Internet use increased during lockdowns and helped people cope with spatial constraints on daily activity. However, long‐term implications on the digitalization of everyday life are still unknown. This study aims to improve the understanding of changes in Internet use during and after lockdown and how these changes relate to home activity and activity context. We draw on a case study of pre‐, mid‐ and post‐lockdown periods in Shuangjing Subdistrict, Beijing. We find that Internet use increased during and after the lockdown, indicating a persistent effect. Home activity mediated the increase in Internet use, suggesting that people stayed at home engaging in more Internet use when restrictions were eased. Work activity and family affairs strengthened the positive impact on Internet use during the lockdown. The influence on Internet use differed depending on sociodemographic characteristics.
