In a model of evolution driven by conflict between societies more powerful states have an advantage. When the influence of outsiders is small we show that this results in a tendency to hegemony. In a simple example in which institutions differ in their “exclusiveness” we find that these hegemonies will be inefficiently “extractive” in the sense of having inefficiently high taxes, high compensation for state officials, and low welfare.

Since 19 July 2012, a wide range of issues, combined with gargantuan administrative ineptness, has produced nearly 100 dead bodies in India's northeast state of Assam and displaced close to 400,000 people from their places of residence. The month-long violence between the Bodo tribal community and the Muslims had its impact on distant Indian cities as well where protests by Muslim organizations and a neatly crafted strategy of cyber-intimidation led to the exodus of several thousand north easterners. Even as a semblance of order has returned to the four Assam districts affected by the violence, and half of the displaced people have since returned home, each of the core issues that led to the mayhem has remained unaddressed. The danger of the subdued violence reappearing and possibly with worse manifestations, in these circumstances, cannot be entirely ruled out.
