Проаналізовано діяльність в основних сферах виробництва України та її регіонів засічень – червень 2020 р., визначено основні негативні тенденції в них: стрімке скороченняобсягів виробництва промислової та сільськогосподарської продукції, будівництва, та обся-гів капітальних інвестицій. Виявлено сучасні тенденції функціонування регіонального ринкупраці за трьома його основними індикаторами: попиту, пропозиції робочої сили та заробітнійплаті. Визначено, що попит на робочу силу значно скоротився, пропозиція суттєво збіль-шилася, середня зарплата має тенденцію до зростання, а реальна зарплата зменшується.

Проаналізовано передумови виникнення браунфілдів та їх визначення, запропонованокласифікація промпідприємств на групи за характером використання. Розглянуто прикладінвестиційного наміру підприємства щодо перетворення браунфілду. Визначено алгоритмвнесення змін до генерального плану міста із визначенням термінів виконання, проаналізо-вано законодавство, яке регламентує діяльність браунфілдів. Запропоновано кроки щодополіпшення процедури виявлення браунфілдів та їх паспортизації з метою залучення інвес-тицій.

The problem of providing a proportional development of all the spheres of social being through public administration impact is growing in intensity in Ukraine, beginning from the mid-1990s i.e. in the period of the market environment emergence and inculcation, institutionalization of market relations and creation of market infrastructure. At that time, the idea of public administration mechanisms comes itno being and acquires the relevant content. Gradually comes the awareness of the fact that the state is able to affect in a variety of ways the socio-economic processes in a transformational society. The present research makes an attempt at summarizing some ideas that relate to application of mechanisms of state impact in a dynamically changing society. Essential differences between the mechanisms of public administration and state mechanisms of governance have been identified for further discussion by scientific community.

У статті досліджено роль і функції держави у трансформації соціально-економічних систем. Доведено, що процес трансформації соціально-економічної системи відбувається під впливом як ринкової тенденції до рівноваги, так і державної політики: держава виступає суб’єктом трансформаційних перетворень. Регулююча роль держави у трансформації соціально-економічної системи полягає у здійсненні необхідних реформ, інституційних змін, у сприянні розвитку вітчизняної економіки на тлі протидії негативним наслідкам глобалізації. Держава, впливаючи на напрями трансформації соціально-економічної системи, формує систему пріоритетів розвитку відповідно до цілей бізнесу та інтересів соціуму, а також обмежень, які висуває національна і світова система господарювання.

Це змушує більш уважно розглянути питання міського планування як проблеми, що включає зміни фізичного і соціального ландшафту, розглянути місто як місце перерозподілу благ і ресурсів, а також, як інвестування в зміни трансформує образ міста. Представлено інтелект-карту поняття “публічний простір” для підкреслення природи елементів та їх властивостей.

This paper is an attempt to consider trust in terms of contemporary communicative ethics and its socio-philosophical context. Trust in state power is analyzed according to the theoretical principles of communicative philosophy (J. Habermas and K.-O. Apel). It is suggested that trust in state power is a prerequisite for a harmonious development of society. Trust is seen as a determinant contributing to the formation and disclosure of meaningful components of the dialogue between government and civil society institutions, which takes place on the basis of compliance with social norms such as responsibility, justice, tolerance, mutual understanding, equality and respect. It is argued that trust in the government is the most important factor in socio-political relations, the role of which has become increasingly important in recent years. As globalization develops, trust in power becomes more in demand, as its interests effectively co-ordinate the interests of world policy actors. Trust not only reduces transaction costs and strengthens international cooperation, but also builds new quality of relationships.
本文试图从当代交际伦理及其社会哲学语境的角度来考虑信任问题。根据哈贝马斯(J. This paper provides justification for the most promising directions of updating of the Ukrainian science and education sector in response to the objective digital transformations of public governance and global economy. The first path is the concentration of intellectual and financial efforts on the development and implementation of information platforms on blockchain as domestic, Ukrainian products, which would create a technological basis for the emergence of new types of business being based on similar platforms. The second direction is to build a resilient interaction between science and education, innovative startups and established businesses that are virtually unrelated in Ukraine today. The third path is the development of digital competencies and people skills based on the global digital literacy framework. Based on UNESCO recommendations, promising areas for improvements in education and digital skills for the population have shown the great expediency of training data scientists and scientists.

The article gives a definition of the typology of the language policy, studies the typologies of the language policy represented in the works of science of native and foreign scientists, makes the generalization of the existing typologies. It also clarifies that the introduction of a certain type of the language policy depends on the range of factors, that is why it is necessary to research the current language situation in Ukraine as a set of demographic, social-linguistic and political parameters and define its similarity on each one to the countries where this policy was successful to make any conclusions about any type of it being appropriate for the Ukrainian situation.
