ABSTRAKDalam era modern, diplomasi publik telah menjadi salah satu metode politik yang sering digunakan dalam membangun relasi antar negara, dan dikarenakan perubahan dalam peran wanita di abad ke-20, Ibu Negara dari Amerika Serikat atau juga bisa disebut sebagai FLOTUS juga telah menjadi salah satu aset diplomatik negara. Selama ia menjabat, Michelle Obama telah vokal mengenai advokasi kesetaraan gender di bidang pendidikan dan tempat kerja. Dalam kasus ini, sebagai Ibu Negara, ia ditugaskan untuk mengangkat isu tersebut dengan meningkatkan kesadaran masyarakat global. Dan untuk melakukan itu, dia menggunakan taktik retoris dan komunikasi interpersonal untuk membujuk masyarakat dan mengungkapkan tujuan untuk negara-negara lain untuk bergabung dengan inisiatif ini. Dengan menggunakan metode riset kualitatif dan teori “Public Diplomacy and Soft Power” oleh Joseph S. Nye, Jr dan teori komunikasi interpersonal “Goal-Plan-Action” oleh James Price Dilliard, jurnal artikel ini menemukan bagaimana Michelle Obama meningkatkan kesadaran masyarakat domestic dan global, serta membujuk para pemimpin dunia, pejabat negara, dan diplomat untuk berpartisipasi dalam inisiatif “Let Girls Learn!” dengan menggunakan pendekatan komunikasi interpersonal sebagai usahanya dalam mempromosikan inisiatif tersebut. And to do that, she was employing a rhetorical tactic of personal diplomacy in order to persuade the audience and express the means for other states to join the initiative. By using qualitative research method and utilizing the “Public Diplomacy and Soft Power” theory by Joseph S. Nye, Jr and interpersonal communication “Goal-Plan-Action” theory by James Price Dilliard, this journal article discover how Michelle Obama raise the domestic and global audience, as well as persuading the world leaders, government officials, and diplomats to participate in the “Let Girls Learn!” initiative by utilizing interpersonal communication approach in her effort of promoting the initiative. Tulisan ini mengkaji keterkaitan antara dinamika demokratisasi dan perkembangan radikalisme di Bangladesh. Cita-cita Bangladesh adalah menjadi negara Islam yang stabil. Namun, dalam menata tatanan kehidupan ekonomi, sosial, budaya dan politik melalui demokrasi, Bangladesh juga dihadapkan pada tantangan kebangkitan islam yang dipengaruhi oleh gerakan radikal seperti ISIS, AQIS dan lainnya. Tulisan ini menggunakan konsep demokrasi dan radikalisme untuk menjelaskan permasalahan yang terjadi dalam demokratisasi Bangladesh. Metode yang digunakan adalah studi kepustakaan dengan data sekunder yang didapatkan melalui buku, jurnal, artikel ilmiah dan melalui berita internet. Hasil pembahasan menyimpulkan bahwa kebebasan yang diperoleh dari demokrasi membuat sebagian masyarakat Bangladesh terpengaruh oleh nilai, ideologi atau paham radikal. Oleh karena itu, sebagai negara demokrasi, Bangladesh memiliki tantangan dalam menghadapi radikalisme.

Seperti negara-negara lain, Indonesia telah melakukan berbagai upaya diplomasi kesehatan untuk melindungi rakyatnya dari ancaman pandemi COVID-19. Tulisan ini bertujuan menganalisis peningkatan kerjasama internasional Indonesia dalam mengatasi pandemi melalui diplomasi kesehatan. Penelitian ini menggunakan metode kualitatif deskriptif. Data diperoleh dari sumber perpustakaan, seperti informasi dari berbagai lembaga pemerintah dan non-pemerintah, organisasi internasional, serta sumber dari berbagai jurnal dan media massa. Langkah selanjutnya adalah menafsirkan data-data tersebut sesuai dengan fokus kajian tulisan ini. Temuan penelitian ini menunjukkan bahwa kerja sama multilateral melalui fasilitas COVAX dan kerja sama bilateral untuk mendapatkan jaminan akses vaksin telah menjadi dua strategi penting. Kedua kerjasama itu bukannya saling meniadakan, namun justru saling melengkapi. Kedua diplomasi itu telah menghindarkan Indonesia dari kecenderungan menjalankan nasionalisme vaksin semata. Sebaliknya, pemerintah Indonesia telah menempatkan nasionalisme vaksin itu secara seimbang dan saling melengkapi dengan multilateralisme vaksin. Kedua strategi diplomasi itu dapat menjadi platform baru bagi diplomasi kesehatan Indonesia di masa pandemi COVID-19 ini. Dalam jangka panjang, identifikasi pemetaan ini dapat berkontribusi untuk pembuatan kebijakan pemerintah Indonesia untuk mengembangkan diplomasi kesehatan secara umum dan meningkatkan peran Indonesia dalam Kesehatan Global.

The COVID-19 pandemic has forced many countries to impose restrictions on social activities, this causes people to experience economic difficulties and increases their mental burden. As a result, violence becomes an outlet for feelings of frustration and is carried out against women. A report by the United Nations Development Program (UNDP), mentions a number of countries experiencing an increase in cases of violence against women. The only country from Southeast Asia mentioned in the report is Singapore. During the COVID-19 pandemic, the Singapore Government implemented a Circuit Breaker policy to prevent the spread of the virus. This policy has locked the perpetrators of violence with their victims, so that the right strategy is needed to be able to handle the spike in cases of violence during the Circuit Breaker period. To solve this problem, assistance from the local government will be needed. Therefore, the purpose of this study is to describe the strategy of the Singapore Government in dealing with violence against women which increased during the Circuit Breaker period. This paper uses descriptive qualitative research methods, with literature study as a method of data collection. The concept used is the concept of violence against women and the concept of victim service. The results of the study show that there are three strategies used by the Singapore government, namely: 1) improving public services to deal with violence against women during the COVID-19 pandemic; 2) optimizing the role of the police and law officers, and 3) providing support for mental health recovery for victims of violence.

After a series of mutual whitelist exemption between the East Asian countries, Japan and South Korea since the second half of 2019, the happening of trade dispute cannot be avoided. This study aims to find the reasons behind the Japanese government decision to remove South Korea from Japan’s preferential whitelist. Through qualitative method, this study uses the mercantilism perspective of International Political Economy (IPE) combined with historical perspective of Japan and South Korea since their first encounter during the timeline of World War until the present day, especially through economic context as the theoretical framework. Therefore, this study asserts that Japan, as a country which claimed that it applied trade liberalization, also have the mercantilism ideas projection on their foreign policy by intervening the economic activities of the state, in which economy – as a form of soft power – is a crucial factor to make Japan as a strong state and crucial actor in international political stage, as the rivalry in global technology market with South Korea and strategic alliance with the United States needs to be prioritized by the Japanese government in order to protect its national interest as a state with a strong economy power after the massive economic growth of its fellow East Asian country, South Korea, and the high interdependency with South Korea especially in the 2000s era. The hypothesis can be proven through the weakening of South Korea technology and electronic integrated circuit export after their removal from Japan’s preferential whitelist and the growing favoritism by the United States, which made the Japanese government successfully achieve their national interest.

The background of the Nagorno-Karabakh conflict is the struggle for the territory between Azerbaijan and Armenia. Because internationally the territory is recognized as belonging to Azerbaijan, the majority of its population is the Armenian diaspora. This issue is considered important because the region is quite strategic internationally and involves many actors. This research was conducted to find out why Turkey was involved in this conflict. Where the results concluded that Turkey has an interest in securing energy supplies, selling weapons, reducing Russia's influence, and strengthening its influence in the international world besides helping Azerbaijan crush the separatist groups in Nagorno-Karabakh who want to escape from Azerbaijan.

Because internationally the territory is recognized as belonging to Azerbaijan, the majority of its population is the Armenian diaspora. This issue is considered important because the region is quite strategic internationally and involves many actors. This research was conducted to find out why Turkey was involved in this conflict. P e nelitian ini menganalisa tentang alasan dibalik peningkatan Official Development Assistance (ODA) Jepang ke Kawasan Afrika tahun 2008-2019. Dengan menggunakan pendekatan kualitatif yang bersumber dari kajian literatur penelitian ini menganalisa tentang peningkatan jumlah alokasi ODA Pemerintah Jepang dan menjelaskan faktor apa saja yang mendorong peningkatan tersebut. Temuan yang didapat dalam penelitian ini yaitu bahwa pada awalnyaKawasan Afrika tidak pernah menjadi fokus utama Jepang. Namun, ketika memasuki era tahun 2000-an, dan khususnya pada tahun 2008 menjadi momen penting di mana kebijakan pendistribusian ODA untuk Kawasan Afrika semakin mendapat fokus utama dibandingkan kawasan lainnya. Dengan menggunakan teori kepentingan nasional maka dapat disimpulkan bahwa peningkatan jumlah ODA tersebut didorong oleh faktor ekonomi, khususnya demi memperluas peluang investasi, mempererat hubungan perdagangan dan memperluas akses pasar bagi produk Jepang dikawasan Afrika

Pembangunan selalu menjadi perhatian utama untuk dunia termasuk negara berkembang. South - South Coorporation merupakan salah satu cara solusi pembangunan untuk negara berkembang. Kerjasama Selatan - Selatan telah diadopsi oleh Argentina untuk meningkatkan pembangunan. Tulisan ini menjelasakan implementasi kerjasama ini yang diadopsi oleh Argentina menggunakan pendekatan Kerjasama Internasional dan Pembangunan Manusia melalui metode penelitian deskriptif kualitatif. Penulis berargumen bahwa Argentina merupakan salah satu negara yang cukup siap dan berhasil dalam menjalankan program kerjasama ini terutama dalam bidang administrasi dan kepemerintahan, HAM, dan pembangunan berkelanjutan. Tulisan juga menganalisis bagaimana Argentina manghadirkan program turunan untuk mendukung implementasi dari South - South Coorporation. Pelaksanaan kerjasama ini di Argentina telah sesuai dengan penjelasan UNDP yang mana pembangunan tersebut berfokus tidak saja pada pendapatan tapi peningkatan kualitas hidup. Selain UNDP, pembangunan di Argentina juga telah sejalan dengan karakteristik dari konsep pambangunan manusia.

Industry 4.0 provides opportunities and threats to life, such as income inequality, nature destruction, cybercrime, and internet dependence. Threats also occur in the education field. In 2019, a social media platform called ‘we are social’ published a study revealing that the average person spends six hours a day using the internet. Four out of ten ASEAN member countries are included in the top ten social media user countries. Indonesia is one of the countries belonging to this category. Similarly, Singapore also has a relatively high level of social media use. However, its conditions tend to be stable, making it easier for Singapore to overcome those problems. On the other hand, with a larger population, it is more difficult to control such problems in Indonesia. ASEAN, an international organization, strives to reduce disparities between Singapore and Indonesia through joint integration between its member countries. In this paper, the author explains about ASEAN businesses in facing disparities in the region, especially concerning industrial readiness 4.0. The author utilized the theory of international organizations and the human development index concept to analyze the case study.
