The article examines the scientific potential of Hungary and other Central European countries through the prism of international recognition of the achievements of the scientific and cultural elite of the region. The author comes to the conclusion that, in comparison with other European countries, immigrants from the region of the former Austria-Hungary made no less important contribution to world science than their neighbors on the continent. However, a distinctive feature is that few of them have achieved such significant recognition while living and working in their country. The fate of scientists and cultural figures turned out to be dependent on many factors, including primarily political, and to a considerable extent also economic, which forced scientists to leave the country in search of freedom of scientific search and literary creativity, financing of their research. Only a few were guided solely by the desire to work at the most famous universities, but in the end, their successes led them to the leading scientific unities of the world, which allowed them to claim such a high assessment of their work as the Nobel Prize.

In today’s realities, right-wing parties across Europe are rapidly gaining strength, attracting the special attention of researchers. In the Italian context, the right-wing «League» party is of interest, which in almost 10 years has been able to turn from disparate movements into one of the flagships of the right-wing coalition. The question of the reasons for such popularity is relevant both for Italy and for the whole of Europe, since the «League» is part of the current government, and its rating remains at a high level. The purpose of the article is to trace the evolution of the party management system, the formation of which occurred in 2013. It seems appropriate to consider the process of its formation under the leadership of Umberto Bossi; to analyze the structure of the «League» and the results of the 2018 elections in order to understand how successful the changes made by Matteo Salvini were. Following the evolution of the «League», we can conclude that the transformation of the management system occurred in response to the crisis of 2012, which undermined the trust of the electorate and destroyed the main system links of the party itself. There was a need to change not only communication, but also the organizational structure. As a result, a vertical structure was rebuilt, where de facto power is concentrated in the hands of the Federal Secretary, the position occupied by Matteo Salvini. The strategy was adjusted, the rhetoric softened, the positioning of the party and party logos changed, which allowed expanding the former party base and electorate. At the same time, the «League» was able to preserve its historical roots: the protection of traditional values and Italian identity

The article considers the main European trends concerning sustainable investment. The study is based on the analysis of official documents, reports, statistical data, as well as the opinions of experts in the field of sustainable development policy. Statistics show a growing interest in sustainable investment in the world as a whole, and Europe continues to take one of the leading positions in terms of financial injections into sustainable development. Although not all European countries are members of the European Union, the development of legislation in sustainable policy demonstrates the same trend, while retaining some pecularities, which are also highlighted in this article. At the same time, the growing disagreements and disproportions among EU countries on certain issues of sustainable development are emphasized. In particular, the classification of nuclear power as «green», the disproportion in the distribution of financial investment flows, the high costs of the «green transition» and their distribution between consumers and producers in the «rich» and less wealthy countries of Europe. The initially unified «intention» is supplemented by a large number of exceptions and concessions generated by lobbies of the corporations which are based in certain countries

In recent years, green bonds have become an increasingly attractive financial instrument for companies that shape their strategies in accordance with sustainable development. In this regard, the purpose of this study was to analyze the use of this tool by EU oil and gas companies facing challenges on the way to transition to eco-friendly production in view of the specifics of the industry that pollutes the environment. It was revealed that green bonds are more profitable for issuers compared to classic securities issued to finance projects. Also, their release has a positive effect on the competitiveness of companies, in particular, by attracting environmental investors. Green bonds are most successfully used by European oil and gas companies, which are distinguished by high quality of information disclosure. In addition, green bonds contribute to the entry of EU oil and gas companies into new markets through the implementation of environmental projects in new territories.

This article examines the protracted and controversial process of government formation in Montenegro in the aftermath of the presidential (19.03–02.04.2023) and early parliamentary elections (11.06.2023), although their results had already indicated who won, who lost. The problems revealed during the negotiations between the candidates for participation in power, which clearly characterize the mores of the subjects of the political scene of the country and the prospects of the new cabinet, are analyzed. Its structure and program are considered. The balance of power in the parliament is correlated with the sentiments of citizens revealed by polls. The forecast of Montenegro’s foreign policy orientation under the new government and the likelihood of its early admission to the EU are given. It was stated that normalization of relations with Serbia is possible, but in any case, no change in the general anti-Russian vector of foreign policy should be expected.

Since the end of the zero years in Germany, the shortage of skilled labor has been increasing. Its lack reduces the competitiveness of the German socio-economic space. One of the ways to solve the problem, the state considers the attraction of workers from abroad. Attempts by four governments under the leadership of A. Merkel to change the situation on the labor market in this way, including the adoption of the relevant relevant law, were unsuccessful. The new Cabinet of Ministers has prepared A new concept, on the basis of which comprehensive changes to the legislation on the immigration of qualified specialists have been developed. The author analyzes the causes of the labor shortage, migration dynamics over the past decade, the country structure of foreign workers in the German labor market. He pays special attention to the study of the current state of vacancies and the professional structure of the unemployed corresponding to them; In this context, examines the amendments to the above-mentioned immigration law adopted in June 2023 and assesses the prospects for its implementation, as well as the national economic risks associated with it.

The article analyses military and political factors of cooperation between Finland and the United States since 1990s up to the present. The author attempts to show the role Finnish defence forces in the US military reinforcement plans in the Northern European Theater of Operations. The author focuses on the American security interests in Finnish territories, as well as expert views on the US priority in Finland’s foreign policy, including the latest public opinion polls. The aim of US military reinforcement in Finland is twofold. First, to pose a threat to Russia. Second, to help the US military improve surveillance, intelligence and analysis capabilities in real time in north-west Europe and the North Atlantic. Within the context of challenges to Russia’s security, the major institutional arrangements, military trends and consequences of cooperation are discussed. Finally, scenarios for the development of Finnish-US relations within NATO are proposed.

The article examines the features of the Middle East policy of the European Union regarding the confrontation between Israel and the extremist organization Hamas in the Palestinian Gaza Strip. It is emphasized that such a large-scale and bloody confrontation between the mentioned antagonists is happening for the first time: until now, the clashes have been limited and shortlived. Due to the traditionally high sensitivity of the Palestinian problem for European societies (primarily as a stigmatization of the thesis about the «historical injustice of Europeans towards the Palestinian Arabs»), Brussels’ position in situations of aggravation of relations between Israel and Hamas was almost always formulated as equidistant from the conflicting parties, limited to calls for reconciliation. This time, much is different: after the brutal Hamas terrorist attack on Israeli territory on October 7, 2023, the EU leadership condemned the Islamist atrocities and reaffirmed Israel’s right to defense. Later, however, this position began to undergo a transformation towards traditional balance. The article examines the reasons and parameters of disagreements between the political elites of a number of EU countries on this issue, as well as conflict situations within the leading institutions of the European Union.

The article examines the views in the European Union on ecological and social taxonomy and Reports on this topic submitted to the European Commission. The author shows how the scope of the «Taxonomy Ordinance» is expanding beyond environmentally sustainable economic activities and transferred to the social goals of sustainability. The connection between ecological and social taxonomy is shown and it is noted that social taxonomy was developed in the European Union according to the model of ecological taxonomy. The tasks facing the authors of the Social Taxonomy Report are highlighted. It is emphasized that there are three very important differences between ecological and social taxonomy, which sometimes make it difficult to apply some of the approaches used in ecological taxonomy to social phenomena. The article notes that the social taxonomy is not intended to replace national regulation and must respect the contractual separation that exists in different countries, which means recognition by the EU governing bodies of differences in national labor market models and collective bargaining systems. The author concludes that social taxonomy is designed to support investment in activities that contribute significantly to social goals, in much the same way that environmental taxonomy is designed to support investment in environmentally sound activities.

The author draws attention to the fact that in the post-socialist period Sofia has developed a practice of viewing bilateral relations with Moscow not as an independent direction of foreign policy, but as a secondary part of a more general task of integrating the country into Euro-Atlantic community. Because of that the reaction of the Bulgarian political mainstream to the beginning of a special military operation of the Russian armed forces in Ukraine does not represent anything fundamentally new, but rather looks like a logical development of the traditions of Bulgarian diplomacy of recent decades. At the same time, the article emphasizes the presence of political players in Sofia who are interested in adjusting the course of Bulgarian-Russian relations by reducing their dependence on ideological and geopolitical factors.
