Expressions of the ‘good life’ and visions of the future: Reflections from Dili and Uatolari 对“美好生活”的表达和对未来的展望:来自帝力和瓦托拉里的思考

In this chapter, we take up Arjun Appadurai’s (2013) call for a better anthropological understanding of the construction of the future as a ‘cultural fact’ and the implications of this for what he calls people’s ‘capacity to aspire’ (ibid.: 290) – their ability to mobilise resources in order to make strategic decisions about their future. Appadurai argues that debate and discussion around ‘futures’ is often dominated by ‘plans, goals and targets’ – language that is associated with development. Culture, on the other hand, is too readily associated with ‘habit, custom, heritage and tradition’, and therefore dismissed as grounded in the past. Yet the future cannot be other than ‘cultural’ because it is ‘in culture that ideas of the future, as much as the past, are embedded and nurtured’ (ibid.: 179–180). It is within ‘culture’, understood broadly as local systems of value, meaning and communication, that people are enabled or constrained in their ‘capacity to aspire’.

‘So, what did you think of the inauguration?’ I asked my young Oecusse friend as we joined hundreds of people walking home from Lifau. We were leaving the site of the district-wide Catholic mass and the dedication of a sizable ship monument depicting the disembarkation of Portuguese Dominicans and their first contact with several Oecusse men. It was 27 November 2015, the culmination of the week-long festivities of what the national government of Timor-Leste was calling a ‘celebration of the affirmation of Timorese identity’ (GoTL 2015). The purported reason for the event was the (approximately) 500th anniversary of the arrival of Portuguese clerics to Oecusse’s shores, co-celebrated with the 40th anniversary of a Timor-Leste 1975 declaration of independence. This landing was celebrated because it symbolised the start of Portuguese presence on the island of Timor, which developed into a colonial presence that lasted until Portugal abandoned the region due to civil chaos

Since the signing of the bilateral Certain Maritime Arrangements in the Timor Sea (CMATS) Treaty with Australia in January 2006, US$16.69 billion has been deposited in Timor-Leste’s sovereign wealth fund (Petroleum Fund of Timor-Leste 2017), albeit with production declining by a half over a period of 10 years since 2006 (EIA 2015). Since the introduction of an ‘Infrastructure Fund’ in the state budget in 2011, an average of 44 per cent has been budgeted on infrastructure expenditures, with a high-water mark of 53 per cent of expenditures in 2012 (La’o Hamutuk 2018). This includes the planned development of refining and processing facilities on the country’s south coast, envisaged as receiving supplies of oil and gas both from the Timor Sea and onshore deposits, as well as attracting oil and gas for refining from other countries. It is therefore unsurprising that the state, and many citizens, view the very heart of Timor-Leste’s development as located in the Timor Sea, the site of oil and gas exploration since the mid-1960s. However, state and oil company interest in onshore areas predated offshore exploration.

Negotiating ‘darkness’ and ‘light’: Meshworks of fluidity and fire in Baucau “黑暗”与“光明”的谈判:包考的流动与火焰网

While Timor-Leste’s cosmologies and western philosophy may seem worlds apart, in this chapter I draw on the work of Karen Barad (2003), Tim Ingold (2011, 2015) and Marilyn Strathern (1996) to explore approaches to the materiality of different ‘resources’ in Timor-Leste. By interrogating particular cosmological understandings of water, stone and metal, my aim is to shed light on locally differential attitudes towards modernist development practices – in this case, a cement mine and factory. My argument unfolds by triangulating a discussion of cosmology, landscape and ancestral relations to make connections with, and build a narrative account of, a number of ritual prescriptions and proscriptions involving metals. In this discussion, I focus on the movement and flows of relations that are associated with, and are potentially cut off by, various agencies entangled with metallurgical matter. I ask what all this means for the authorisation of the ongoing activities involved in the creation and use of metals and other hardened objects. By the chapter’s end, I draw

Misreading the night: The shadows and light of a solar technology 误读黑夜:太阳能技术的光影

When Timor-Leste won independence, former resistance-leader-turnedstatesman, Xanana Gusmão, stated: ‘our dream was to be self-governing, but now our dream is to develop, to become a developed nation’ (RDTL 2002: 3). Since then, Timor-Leste’s development industry has advanced a torrent of new ideas of what constitutes ‘development’. It has brought to the Timorese people a dizzying mix of fantasies and propositions, sifting out the problems in ‘tradition’ and ‘culture’ that are perceived to present obstacles to development, and urging one or another form of intervention as ‘solutions’. At the opposite end of the spectrum to fanciful, state-driven, high-modernity schemes (Meitzner Yoder 2015) has arisen a panoply of practical, small-scale non-governmental organisation (NGO)–led proposals to improve village and household services. Of these, solar technology has been favoured, not least for lighting rural areas beyond the reach of grid power. This chapter traces one such initiative in which an international NGO (INGO) contracted a national NGO to distribute solar lamps in the district enclave of Oecusse to replace ‘suboptimal’, mainly kerosene-based, lighting. Since then, Timor-Leste’s development industry has advanced a torrent of new ideas of what constitutes ‘development’. It has brought to the Timorese people a dizzying mix of fantasies and propositions, sifting out the problems in ‘tradition’ and ‘culture’ that are perceived to present obstacles to development, and urging one or another form of intervention as ‘solutions’. At the opposite end of the spectrum to fanciful, state-driven, high-modernity schemes (Meitzner Yoder 2015) has arisen a panoply of practical, small-scale non-governmental organisation (NGO)–led proposals to improve village and household services. Of these, solar technology has been favoured, not least for lighting rural areas beyond the reach of grid power. This chapter traces one such initiative in which an international NGO (INGO) contracted a national NGO to distribute solar lamps in the district enclave of Oecusse to replace ‘suboptimal’, mainly kerosene-based, lighting.
