EXPLORING BEARING ROOT MEAN SQUARE FIRST PASSAGE TIME BASED ON INVERSE GAUSSIAN DISTRIBUTION 基于反高斯分布的轴承均方根首次通过时间研究

: Bearing becomes a critical rotational component in mechanical system, and its condition will affect the system. It is essential to predict bearing lifetime through acquisition and process degradation prediction. Vibration data contain information bearing degradation, and analysis based on this information is frequently applied in bearing prognostic. Proper models should be developed in order to find the relationship between degradation process and covariates. First passage time is a critical parameter in Brownian motion representing the time point when degradation curve passes through the failure for the first time, which equals to lifetime of the bearing. It is a random process that follows the inverse Gaussian distribution. This paper explores the application of first passage time of bearing vibration using bearing lifetime and operating condition as covariate. The lifetime data is extracted from bearing vibration data PHM Pronostia FEMTO database. The research methodology consist of inverse Gaussian parameter estimation, and interpretation of reliability of first passage analysis of operating condition.

IMPACTS OF THE COVID-19 PANDEMIC ON THE RESIDENTIAL MARKET IN PRAGUE COVID-19大流行对布拉格住宅市场的影响

: The paper describes the changes in the residential market in individual city districts in Prague due to the COVID-19 pandemic. In Prague, there is a significant decrease in the use of short-term rental of apartments through Airbnb and Booking services. Due to the impossibility of renting an apartment to tourists, the owners offered their apartments on the market of long-term rentals. There is an increase in the supply side, which has an impact on falling rental prices. The biggest changes are taking place in the centre of Prague. On the other hand, there is a significant increase in the selling prices of flats, which is mainly related to the monetary policy of the central bank, low mortgage interest rates and citizens' fears of rising inflation. The paper compares the price development in individual city districts of Prague for the period 2018 to June 2021.To describe the development of the residential market in Prague, the EVAL software is used. The EVAL software collects, analyses and evaluates real estate advertising in the Czech Republic.

OPTIONS UAV APPLICATIONS IN THE CONSTRUCTION INDUSTRY USING PHOTOGRAMMETRY 选择无人机在建筑行业使用摄影测量的应用

: This paper aims to introduce the possibilities of unmanned aerial vehicles (UAVs) in construction. UAVs were the domain of predominantly armies, which sought to develop and use them for military purposes to eliminate human losses, thanks to the possibility of piloting from vast distances. In the last few years, however, the use of UAVs has greatly increased, both among professionals and the public, and is increasingly interfering in the field of civil aviation. An unmanned system is an unmanned aircraft, controlled remotely or capable of flying independently thanks to reprogrammed flight plans and various autonomous systems. After prices have dropped and availability has increased, the range of affordable unmanned systems that are offered to people has increased rapidly, which means that almost anyone can afford an unmanned system today. It is therefore not surprising that although unmanned systems are often used in the military for reconnaissance and offensive flights, they are also used for many civilian tasks, such as firefighting, police surveillance or field reconnaissance, and finally, UAVs find many use cases in civil engineering and construction, which will be presented in this paper.

STRATEGIC PLANNING OF INVESTMENTS IN THE DEVELOPMENT OF MOTORWAYS AND FIRST CLASS ROADS FROM THE PERSPECTIVE OF ECONOMIC EVALUATION 经济评价视角下的高速公路和一级公路发展投资战略规划

: The subject of this article is to describe how strategic planning of investments in the development of motorways and class I roads is currently carried out and what role economic evaluation plays in this process. The author uses data from 2014 to 2020 from the investor, the Road and Motorway Directorate of the Czech Republic. The author of this article would like to point out that from the point of view of strategic planning, the preparation of an economic evaluation is not a single and self-sufficient indicator. Certainly, it will give a hint whether or not to implement a project at all, but it does not help to determine which of the two projects to choose if the investor has limited finances.

REGRESSION ANALYSIS OF SELECTED TECHNICAL AND ECONOMIC PARAMETERS OF THE RESIDENTIAL MARKET IN THE CZECH REPUBLIC 捷克共和国住宅市场选定技术经济参数的回归分析

Currently, there is an increasing interest in the real estate market and many small and large investors regularly monitor real estate prices and price trends at the national and regional level. The covid-19 pandemic has caused a change in long-term trends in the real estate market. The paper deals with a regression analysis of selected technical and economic parameters that affect the real estate market in the Czech Republic. Specifically, these parameters are: the relationship between the average mortgage rate and the price of an apartment for sale, the relationship between the average mortgage rate and the number of properties offered for sale and the influence of the existence of a terrace, balcony or loggia on the unit price of the apartment. The results of the work are based on the EVAL software, which collects data on real estate advertising in the Czech Republic.

A PROJECT-LEVEL APPROACH TO GREEN OPEN INNOVATION 绿色开放式创新的项目级方法

: Innovation is a crucial dimension for the transition to a greener Europe, a process that has accelerated notably in the latest years. An open mode has been applied to those innovation that mitigate the impact of economic activities on the natural environment, which is green open innovation (GOI). This is approach is mainly driven by the importance of stakeholders and the specificity of environmental fields, which call for a greater role of the external collaboration in green innovation. Although the interest of management scholars and practitioners in GOI has increased enormously, the empirical GOI literature has overlooked a project-level approach. Firms may have heterogenous openness across different projects depending on the characteristics of the projects or the strategic objective of the firm. This paper contributes to GOI literature by investigating whether green projects are more open than non-green projects in terms of breadth and depth of knowledge sources. Based on a dataset of projects funded by Seventh European research framework, the results confirm the greater openness of environmental-related research projects. These results corroborate the necessity for managers to apply an open mode to green innovation, especially in highly competitive calls such as the European Union framework program.

UPSCALING ENERGY EFFICIENCY VIA ENERGY COMMUNITIES 通过能源社区提升能源效率

: The European Union promotes the concept of energy communities as a tool for achieving ambitious goals in decarbonisation of the European economy. Potentially, energy communities can bring multiple benefits; they are seen as a way for more efficient power sharing and decentralization and decarbonisation of energy generation as well as increasing locally produced renewable energy. The aim of the article is to examine establishing and operation of energy communities in the context of the Czech Republic. The article explores current and upcoming legislation on energy communities, the first of its kind that would set the regulatory framework for energy communities for a foreseeable future. The article describes case studies of energy communities with regard to their implementation in the conditions of the Czech Republic. Case studies focus on technical solutions for modern and renewable energy sources suitable for operation in energy communities. The article concludes with a summary of barriers, e.g. in the field of property rights and their possible solutions, and benefits of energy communities implementation, such as better distribution of investment costs and the possibility of implementing larger projects, subsequent savings in energy costs, facilitation of renewable energy sources and decentralization of energy production. The article also discusses the necessary steps for removing the barriers, which would subsequently accelerate the implementation of energy communities.

SOUTH AFRICA`S FISCAL OUTLOOK AMIDST COVID-19 PANDEMIC COVID-19大流行期间南非的财政前景

: This study seeks to provide an overview of South Africa’s fiscal outlook amidst the Covid-19 pandemic. To achieve this, the study will explicate the discrepancies between general government revenue and expenditure, and between government debt and budget deficit in light of South Africa’s low economic growth. The study utilised publicly available secondary data (2000-2020), and it employed a descriptive research design and quantitative research method. The results indicate that the biggest discrepancy between government revenue and expenditure yet recorded is in 2020, evidenced by the 12.25% budget deficit. The outlook and expected recovery do not appear positive, and it may last for years, as is the case with crises of this magnitude. The results further demonstrate that even before the pandemic in 2019, the debt-to-GDP ratio was beyond the 60% threshold, and is already displaying unfavourable trends with the pandemic’s effects beginning in 2020. For fiscal sustainability, ensuring the debt-to-GDP ratio is in check over the medium term by limiting expenditures and stimulating investment should be considered.

CHALLENGES FOR UNIVERSITY - INDUSTRY COLLABORATION - A STAKEHOLDER VIEW 校企合作的挑战——利益相关者的观点

: Purpose - The innovation strategies of the European Union and its member states have been well established over time and their implementation is being supported through government funding and legislative policies. This includes the promotion of strategic University-Industry Collaboration (UIC) involving its heterogeneous stakeholder groups. The purpose of this paper is to provide a shareholder analysis in form of defining the UIC activities, UIC shareholders and their interests and power in such collaboration while addressing the major challenges. Methodology – A comprehensive thematic literature review of scientific research, as well as institutionally conducted research (primarily by European Union organisations) has been performed. Findings – The review lays out the interest and power of the individual stakeholders while members of Academia, Industry and Government being the most influential ones. The primary challenges for Academia and Industry remain access to funding, however, also the tackling of contrary mindsets and mission as well as overcoming organisational and cultural differences create serious barriers to a successful cooperation. Practical Implication: Preparing a shareholder analysis in the area of UIC and deriving with a thorough understanding of the shareholders motivation and power of UIC involvement will help prioritizing and managing the stakeholders, as well as help leading a successful cooperation. Originality/value: This study is meaningful in that it serves as a practical overview in considering the interests and challenges in form of a stakeholder analysis of a UIC setting. It may serve as a guide for stakeholders interested in formalizing UICs to understand the weight, importance and motivation of their immediate collaborators, when preparing a formal UIC partnership.
