The Effect of Polypropylene Mulching Method on Growth of Quercus glauca Thunb. Seedling and Weed Treatments 聚丙烯覆盖法对青松生长的影响。幼苗和杂草处理

Recently, cultivation and management technologies have been needed to adapt due to climate change, which is causing abnormal weather conditions. One technique is to increase the utilization of evergreen broad-leaved species with high ornamental value. A total of five treatments were installed (1m×22.5m), including 60g/m 2 and 80g/m 2 using two types mulching material with an overlapping and hole-drilling mulching method and these were compared to un-mulching treatment a total of planted 92m 2 attheWol-aTestSiteForestattheForestforBiomaterialsResearchCenterinJinju-si, Gyeongsangnam-dofor 10monthsusing3-years-oldQuercusglaucaThunb. In comparison with the control site, the 60g/m 2 overlapping method was about 1.9 times higher than the root collar diameter, but there was no statistical significance between the treatments. Healthy seedlings were found to meet these conditions due to high biomass values and below and T/R ratios of 3.0 or lower and H/D ratios of 7.0 or lower. Comparing the values of LWR, SWR, and RWR, which can be evaluated for seedling due to the mulching treatments, as compared to the control, the growth of the ground areas including leaves and stems was enhanced, but the growth of the underground areas containing roots tended to have high control values. Based on this, the SQI value, which can be evaluated for the comprehensive quality of seedlings, was found to be significantly different between the control site and the mulching treatment sites, confirming that the growth and growth improvement effects were achieved with mulching treatments. The chlorophyll content analysis showed that there was a significant difference from the control site, and it was judged that weed generation in the control acted as an environmental stress, causing a decrease in chlorophyll content. Development Process of the 88 Seoul Olympic Park as Sculpture Park and Its Discourses 88年首尔奥林匹克公园雕塑公园的发展历程及其论述

88올림픽공원은 한국 근현대사의 주요 전환점인 88서울올림픽대회를 기념하는 공간으로서 체육공원, 사적공원, 조각공원 등 다양한 기능의 수행을 목적으로 한 도시 공원이다. 문화올림픽이라는 슬로건 아래 88서울올림픽은 국가 홍보의 장으로 적극 활용되었으며, 이와 같은 차원에서 1986년 기 준공되었던 공원은 1, 2차 세계야외조각 심포지엄 및 국제조각초대전을 거치며 190여 점의 작품이 설치되면서 조각공원으로 재조성되었다. 본 연구는 조각공원으로서 88올림픽공원의 조성 과정 및 전후 담론을 살펴봄으로써 88올림픽공원의 역사·문화적 가치를 재고하고자 한다. 조성 과정 및 그 전후, 88올림픽공원을 둘러싼 여러 담론이 나타났다. 먼저, 추상 양식 조각품의 비율이 높아 한국의 문화를 보여주는 데 역부족이라는 비판이 지속적으로 제기되며, 한국 문화의 세계화에 대한 논의가 번졌다. 둘째, 조성 과정에서 몽촌토성 훼손 등 사적지 보존 문제에 대한 논쟁이 이어졌다. 셋째, 공원의 정체성에 관한 공방이 있었다. 이에 더해 조각공원 프로그램의 후속 도입으로 인해 공간과 작품의 간극이 해소되지 못했기에 통합된 도시공원으로 자리 잡지 못했다는 의견도 제기되었다. 조각공원으로서 88올림픽공원은 세계화, 민족성, 공공성, 예술성 등에 대한 논의가 대형 공원 조성과 맞물려 공론화된 초창기 사례로, 추후 도시 경관의 문화·예술적 실천에 대한 탐구에 있어 유의미한 역사적 맥락을 제시한다. 본 연구는 정치·문화·예술·조경을 아우르는 88올림픽공원의 조성 전후 담론을 살펴봄으로써 1980년대 문화예술과 도시 공간에 대한 논의가 벌어진 지점을 포착하고 해석했다는 의의를 지닌다.

Spatiotemporal Movement Density and Stopping Characteristics of Urban Walking Tourists by Season - Focused on Tourists of Bukchon Hanok Village in the Spring and Summer - 城市步行游客的时空运动密度与季节停留特征——以春夏季北村韩屋村游客为例

The purpose of this study is to determine urban walking tourists’ spatiotemporal movement densities and the stopping characteristics by season. With the Bukchon Hanok Village in Seoul, as the study site, a GPS-based smartphone application collected spatiotemporal data, and GIS and statistical methods were used to analyze the urban walking tourists’ spatiotemporal activities in the spring and summer. The results show that the moving and staying variables of urban walking tourists differ significantly by season. In addition, spatiotemporal movement densities and stopping characteristics using ArcGIS’s tools show clear spatial and temporal concentrations along the main access roads and commercial areas of the study site in the spring and summer. Policy-makers and developers of urban walking tours should use these spatiotemporal concentrations of walking tourists to define policies that would control the capacities of urban walking areas and distribute tourists spatially and temporally.

Differential Levels of Governance and Its Impact on Urban Park Management and Users’ Satisfaction - The Case of Sheffield District Parks, UK - 治理水平差异及其对城市公园管理和用户满意度的影响——以英国谢菲尔德地区公园为例

1980년대 후반 녹지 및 공원경영 관련 예산삭감과 의무경쟁입찰제도(Compulsory Competitive Tendering: CCT)는 영국도시공원의 질을 저하시키는 원인이 되었다. 1999년 도시 전담 조직(Urban Task Force, 1999), 2001년 도시공원포럼(Urban Park Forum, 2001)에 의한 공공공원평가(Public Parks Assessment)는 공원의 가치와 훼손에 대한 심각성을 경고하였고, 영국의 신노동당(The New Labour Government, 1997-2010) 그리고 보수정부(The Conservative Government 2010-2019 현재)는 부족한 공원녹지 예산문제와 공원의 질적하락 문제에 대해 커뮤니티 참여를 통해 극복하고자 하였다. 이에 따라 커뮤니티 단체 그중에서도 프렌즈 그룹과 같은 비영리 봉사단체의 공원 관리 참여 및 그 역할은 확대되었다. 그러나, 실제 이와 같은 커뮤니티 주도형 거버넌스가, 특히 거버넌스의 구축 차이에 따른 공원의 질적 향상이나 이용자만족도 제고에 어떠한 영향을 미치는지에 대한 연구에 대한 고찰은 거의 이루어지지 않았다. 이에 본 연구에서는 영국의 커뮤니티 주도형 거버넌스를 통한 공원 관리의 흐름을 고찰하였으며, 거버넌스 구축단계를 구분하고자 하였다. 또한, 사회경제적으로 불리한 지역의 영국 셰필드 2개 공원을 대상으로 이용자 설문 조사를 시행하였다. 그 결과, 영국 도시공원 관리에서의 커뮤니티 참여는 의사결정 참여를 통한 거버넌스 운영 관리 구조로 발전되었으며, 일반적, 적극적, 지배적 거버넌스형 단계로 구분할 수 있었다. 또한, 커뮤니티의 의사결정 참여의 단계에 따라 다른 수준의 책임공유가 수반됨을 알 수 있었다. 설문지 분석 결과, 거버넌스 구축단계에 따라 이용자의 공원 관리 만족도에서 차이를 나타냈다. 의사결정 참여 기회를 가지는 책임공유를 수반하는 적극적 거버넌스 구축 공원에서 이용자 만족도에 더욱 긍정적으로 작용하고 있음을 알 수 있었다. 지속적인 커뮤니티의 의사결정 참여를 통한 적극적 거버넌스 구조의 공원관리에 대한 책임공유를 바탕으로 하는 파트너십, 특히 비공공 부문, 비영리 사회적 전문그룹 주도의 공원 운영 관리 방식이 도입되어야 함을 제시할 수 있다.

The Topsoil Characteristics, and Estimation of Topsoil Organic Carbon Storage at Restoration Areas in Riparian Zones of the Han River 汉江河岸恢复区表层土壤特征及表层土壤有机碳储量估算

This study was carried out to investigate and analyze the environmental characteristics of restoration areas in the riparian zones of the Han River, and to quantify the amount of topsoil organic carbon storage. As a result of investigation and analysis of 21 survey sites, the total number of species planted was found to be 17, and the mean number of species was 2.86±0.13 species per site. At least one species and a maximum of 7 species were planted at each site. The mean diameter at breast height was 9.1±0.6cm, the mean height was 6.2±0.3m and the root content in soil was 0.13±0.18 g/cm 2 . As a result of the analysis of the soil characteristics, 6 out of 21 items, such as the bulk density, solid ratio, gravel ratio, soil hardness, sand content, and pH increased as the soil layer deepened. The topsoil organic carbon storage by layer was 11.54±1.08 ton/ha at 0-10cm, 8.69±0.81 ton/ha at 10-20cm, 7.97±0.79 ton/ha at 20-30cm, and the total from 0 to 30cm was 28.21±7.31 ton/ha. The highest amount of topsoil organic carbon storage by land use in the past was 35.17±5.31 ton/ha in agricultural lands, followed by 28.16±8.31ton/ha in residential areas, 21.87±9.05 ton/ha in commercial areas, 19.23±12.48 ton/ha in industrial areas, and 17.07±11.33 ton/ha in the barren areas. The highest amount of topsoil organic carbon storage in the restored areas was 38.46±3.14 ton/ha in 2006, followed by 28.57±7.84 ton/ha in 2016, and 16.78±6.06 ton/ha in 2011. The results of this study are expected to provide a basic database and evaluation criteria for enhancing the carbon abatement effects of the restoration sites in riparian zones in the future.

Evaluation of the Economic Value of Potential Ecosystem Services of Unexecuted Urban Planning Facilities - Focused on Urban Green Spaces and Urban Forests in Seoul - 未执行城市规划设施潜在生态系统服务的经济价值评价——以首尔城市绿地和城市森林为例

According to the Ministry of Land, Infrastructure, and Transport, the total area of unexecuted urban planning facilities in Korea is about 1,257km, of which 47% is the unexecuted urban green space and forests. In the case of Seoul, the total area of unexecuted urban planning facilities is about 66km, which is 5.24% of the total unexecuted area in the entire country. In Seoul, approximately 88% of the total unexecuted area is urban green space and forests, which is higher than the national rate. About 92% of the unexecuted urban planning facilities are long-term unexecuted urban planning facilities that are more than 10 years old. This study assessed the economic value of potential ecosystem services, focusing on the regulation service, supporting service, and cultural service, for urban green space and forests of unexecuted urban planning facilities in Seoul by using meta-regression analysis. As a result, the value of the regulation service provided by the urban green space and forests in Seoul was about 16.39 billion KRW, the value of the supporting service was about 5.8 billion KRW, and the cultural service value was about 7.78 billion KRW. The total value of ecosystem services is about 33.93 billion KRW. The values of regulation service and cultural service were the highest, and that was attributed to the characteristics of the downtown area. The significance of this study is to evaluate the value of ecosystem services for unexecuted urban planning facilities in Seoul. Development of Site Evaluation Criteria for Woodland Burial Grounds 林地墓地场地评价标准的制定

The demand for National Woodland Burial Grounds is expected to increase as interest in natural burial, including woodland burial, is increasing. This study was performed to provide evaluation criteria applying weighting factors to the evaluation for location selection. Through literature review, location selection evaluation factors for forest facilities, similar to forest welfare facilities, were reviewed and analyzed. As a result of the analysis, 74 preliminary evaluation criteria were selected. Based on the results, three expert groups (public servants in central and local governments and other public agencies in charge of forest welfare facility, related field researchers, and civil experts) reviewed the preliminary evaluation factors. Evaluation factors were classified into two categories, 6 sub-categories, and 22 segments. The selected evaluation factors were layered for the second preference survey. They were classified into Forest Environment and Human Environment, and those categories were further classified into three categories. Then they were further classified into segments. After segmentation, the experts who participated in the first survey checked the differences in the significance of the layered factors by utilizing AHP. The site evaluation criteria table was prepared using the evaluation criteria and the significance of each layer. In order to apply it to the candidate sites, 10 sites including the existing National Woodland Burial Grounds and 9 candidate sites considered in the previous studies were compared and analyzed including Ulju County Ulsan City, Suncheon City Jeollanam-do and Janggun-myeon Sejeong City.

Institutional Changes and Path Dependence to Private Parks - Focused on the Urban Park-Related Laws from 1967~2005 - 私人公园的制度变迁与路径依赖——以1967~2005年城市公园相关法律为例

본 연구는 우리나라 민간공원과 관련된 문제점이 지속할 수 있었던 이유를 밝히고자 하는 필요성에서 제기되었다. 그리고 근본적인 원인을 파악하기 위해서는 민간공원의 역사와 제도적 맥락을 분석하는 것이 요구된다. 따라서 본 연구의 목적은 민간공원 제도의 변천 방향을 파악하고, 그 규칙으로 나타나는 제도의 특성을 도출하는 것이다. 역사적 제도주의 분석에 기초한 본 연구의 틀은 공원법(1967~1980년), 전기 도시공원법(1980~1993년)과 후기 도시공원법(1993~2005년)으로 시대구분을 하였고, 제도 환경과 작동 결과를 분석 요소로 설정하였다. 분석 내용은 환경의 변화에도 불구하고, 제도 선택에 대한 관성적 경향이 지속된다는 우리나라 민간공원 제도의 경로의존성을 해석하였다. 본 제도는 ‘예외규제방식’이라는 특별한 형태를 취하였고, 공원시설 종류의 확대와 기준을 완화하여 수익성을 확보하였다. 그리고 사업자를 토지소유자로 한정한 것은 민간공원을 미집행 도시공원에 대한 재산권 보상 수단으로 작용하였다. 그 결과 도시공원 조성에 미친 기대 효과는 미흡하였고, 도시공원의 환경적 규제 기능은 약화되었다. 역사적으로 우리나라의 민간공원 제도는 제도의 취지와 시행 결과가 일치하지 않은 ‘제도적 디커플링’이 지속되었다고 볼 수 있다.
本研究是为了阐明与我国民间公园相关的问题能够持续下去的理由而提出的。而且,为了掌握根本原因,需要分析民间公园的历史和制度脉络。因此本研究的目的是掌握民间公园制度的变迁方向,导出以其规则出现的制度特性。基于历史制度主义分析的本研究框架分为公园法(1967 - 1980年)、前期城市公园法(1980 - 1993年)和后期城市公园法(1993 - 2005年),并将制度环境和运行结果设定为分析要素。分析内容解释了尽管环境发生了变化,但对制度选择的惯性倾向仍在持续的我国民间公园制度的路径依赖性。本制度采取了“例外限制方式”的特别形态,通过公园设施种类的扩大和标准的缓和,确保了收益性。而把业主限定为土地所有者,则以民间公园作为对未执行的城市公园的财产权补偿手段。其结果,对城市公园建设的期待效果不尽如人意,城市公园的环境规制功能减弱。从历史上看,我国的民间公园制度一直持续着制度宗旨和实行结果不一致的“制度性脱钩”。
{"title":"Institutional Changes and Path Dependence to Private Parks - Focused on the Urban Park-Related Laws from 1967~2005 -","authors":"오창송","doi":"10.9715/KILA.2019.47.2.133","DOIUrl":"https://doi.org/10.9715/KILA.2019.47.2.133","url":null,"abstract":"본 연구는 우리나라 민간공원과 관련된 문제점이 지속할 수 있었던 이유를 밝히고자 하는 필요성에서 제기되었다. 그리고 근본적인 원인을 파악하기 위해서는 민간공원의 역사와 제도적 맥락을 분석하는 것이 요구된다. 따라서 본 연구의 목적은 민간공원 제도의 변천 방향을 파악하고, 그 규칙으로 나타나는 제도의 특성을 도출하는 것이다. 역사적 제도주의 분석에 기초한 본 연구의 틀은 공원법(1967~1980년), 전기 도시공원법(1980~1993년)과 후기 도시공원법(1993~2005년)으로 시대구분을 하였고, 제도 환경과 작동 결과를 분석 요소로 설정하였다. 분석 내용은 환경의 변화에도 불구하고, 제도 선택에 대한 관성적 경향이 지속된다는 우리나라 민간공원 제도의 경로의존성을 해석하였다. 본 제도는 ‘예외규제방식’이라는 특별한 형태를 취하였고, 공원시설 종류의 확대와 기준을 완화하여 수익성을 확보하였다. 그리고 사업자를 토지소유자로 한정한 것은 민간공원을 미집행 도시공원에 대한 재산권 보상 수단으로 작용하였다. 그 결과 도시공원 조성에 미친 기대 효과는 미흡하였고, 도시공원의 환경적 규제 기능은 약화되었다. 역사적으로 우리나라의 민간공원 제도는 제도의 취지와 시행 결과가 일치하지 않은 ‘제도적 디커플링’이 지속되었다고 볼 수 있다.","PeriodicalId":288384,"journal":{"name":"Journal of the Korean Institute of Landscape Architecture","volume":"12 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-04-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"116330533","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
