The article traces a portrait of the use of social participation and transparency tools in websites of Brazilian municipalities. Data were crossed with the variable Urbanization Rate (TU). Methodological procedures consisted of: (i) identify websites of municipalities with more than 20.000 inhabitants; (ii) construct a sample plan; and (iii) analyze websites of the 291 municipalities included in the sample. A low correlation was found between TU and the use of these tools.
