In this paper, I empirically assess the presence of partisan gerrymandering in the 2016 Korean National Assembly election redistricting using computer simulations. I create 1,000 computer simulated districting plans and compare them to the actual districting plan to assess the presence and the extent of partisan gerrymandering. I find no evidence of partisan gerrymandering. First, I find that the distribution of districts favorable to the two major parties at the time, the Saenuri and the Democratic Party, is within the range of the distributions of the computer-simulated plans. Second, I show that the average compactness of actual districts is superior to the average compactness of most of the simulated districting plans.

글은 세대에 대한 학문적인 관심이 높아지고 있는 상황에서 집단정체성으로서의 세대가 갖는 개념적인 그리고 이론적인 특징에 주목해야 한다는 문제의식에서 출발한다. 특히 이 논문은 세대를 경험적으로 연구할 때 유권자들을 단순히 연령대로 구분하고 이를 토대로 세대의 특성을 파악하는 방법이 개념적으로 타당하지 않으며, 집단에 대해 개인이 갖는 주관적인 정체성을 고려해야 할 경우에만 집단정체성으로서의 세대가 의미를 가진다고 주장한다. 분석 결과, 집단에 대한 주관적 정체성에 기반하여 새롭게 측정된 세대는 생물학적 연령과 관련되어 있지만 이보다는 훨씬 더 복잡한 개념임이 확인되었다. 개인의 복수의 세대정체성을 동시에 가지는 경우가 빈번할 뿐 아니라 같은 연령대 집단이라도 다른 세대정체성을 가질 수 있었다. 또한 세대정체성의 형성에 있어서도 각 세대정체성이 차별화된 요인들에 의해 영향을 받고 있음이 확인되어 세대를 경험적으로 연구할 때 신중을 기할 필요가 있음을 알 수 있었다. 더불어 이 논문은 우리 사회에서 세대가 아직은 제한적인 집단정체성으로만 기능하고 있음을 보여주고 있다. 주관적 정체성을 고려한 세대는 연령을 통제한 상황에서도 개인의 이념과 정치참여에 차별화된 영향을 미치고 있었지만, 세대구분 그 자체로서가 아니라 갈등에 대한 인식이 매개될 경우에만 내집단에 대한 선호와 외집단에 대한 부정적인 평가로 이어지고 있었다. 이는 한국에서 세대갈등에 대한 우려가 과장된 측면이 있음을 시사한다.
