In accordance with a similar growth in information technology, computer hacking has become a pervasive issue as a form of crime worldwide in recent years. Self-control theory and social bonding theory have frequently been employed to explain various types of crimes, but rarely to explore computer hacking. Drawing from Gottfredson and Hirschi’s (1990) self-control theory and Hirschi’s (1969) social bonding theory, the purpose of this study is to empirically examine the suitability of these two theories in explaining juvenile computer hacking offenses. The self-report survey data utilized for the present study was derived from middle school and high school students in the United States, Russia, Spain, Venezuela, France, Hungary, Germany, and Poland. The current study hypothesizes that hackers’ self-control and social bonding are significant predictors for the commission of computer hacking offenses. The findings of this study provide strong support for Gottfredson and Hirschi’s (1990) self-control theory. In addition, the findings can be interpreted as partially supportive of Hirschi’s (1969) social bonding theory. The authors conclude with a discussion on policy implications.

In this commentary Dr. Giever presents a compelling argument for interdisciplinary programs in cybersecurity at the university level. He argues that we no longer have the luxury of allowing barriers to exist between those tasked with IT security and those who provide physical security. He recommends that any security program take an “all possible paths” or “balanced approach” to the protection of assets within an organization. Students in computer science, criminal justice, business, human resources, and others should work collaboratively within education programs learning these necessary skills. A team effort is needed to accomplish the myriad of tasks necessary to protect assets today. Graduates from such programs will possess the skills and abilities to work collaboratively on a comprehensive security design for their organization.

The proliferation and user uptake of social media applications has brought in its wake a growing problem of illegal and harmful interactions and content online. Recent controversy has arisen around issues ranging from the alleged online manipulation of the 2016 US presidential election by Russian hackers and ‘trolls’, to the misuse of users’ Facebook data by the political consulting firm Cambridge Analytica (Hall 2018; Swaine & Bennetts 2018). These recent issues notwithstanding, in the UK context, ongoing concern has focused in particular upon (a) sexually-oriented and abusive content about or directed at children, and (b) content that is racially or religiously hateful, incites violence and promotes or celebrates terrorist violence. Legal innovation has sought to make specific provision for such online offences, and offenders have been subject to prosecution in some widely-publicised cases. Nevertheless, as a whole, the business of regulating (identifying, blocking, removing and reporting) offending content has been left largely to social media providers themselves. This has been sustained by concerns both practical (the amount of public resource that would be required to police social media) and political (concerns about excessive state surveillance and curtailment of free speech in liberal democracies). However, growing evidence about providers’ unwillingness and/or inability to effectively stem the flow of illegal and harmful content has created a crisis for the existing self-regulatory model. Consequently, we now see a range of proposals that would take a much more coercive and punitive stance toward media platforms, so as to compel them into taking more concerted action. Taking the UK as a primary focus, these proposals are considered and assessed, with a view to charting possible future configurations for tackling illegal social media content.

In order to test whether and how violence is exacerbated in online social networking sites, we utilized the BryantSmith Aggression Scale (Bryant & Smith, 2001), and included examples in the questionnaire offering solutions for 7 different hypothetical cases occurring online (Kiss, 2017). The questionnaire was sent to social work and law school students in Hungary. Prevalence and levels of aggression and its manifestation as violence online proved to be not more severe than in offline social relations. Law students were more aware than students of social work that online hostile acts are discrediting. Students of social work were significantly more prone to break into physical fights than were law students and higher level of aggression was observed in their online behavior as well. Those who spend more time online tend to be more active online and bear a significantly higher level of aggression compared to those who are less active online. To conclude, higher education has a significant role in establishing control. This is especially crucial with law students who might have to work closely with the police and local residents aiming to establish peaceful communication, problem solving, and cooperative solutions in grassroots community policing programs.
