Summary This study examines the feasibility of introducing a scheme such as Portage to Asian families with a pre-school mentally handicapped child. It also looks at what the families said they wanted in the way of resources to help them bring up their child. 11 families in an inner city area were interviewed in their own language using a structured interview schedule. The findings support the applicability of an early intervention approach and highlight significant areas of need. It is suggested that the use of a mother-tongue named person would make a substantial contribution to how limited English speaking families understand and make use of services for their mentally handicapped children.

The Southampton Action on Quality Project is funded by the Mental Handicap Services Unit of Southampton and South West Hampshire Health Authority. The aim of the project is to develop a total quality management approach in the service so as to continually improve the quality of life of clients. Unit by unit, workshops based on a modified version of the Welsh Standards Matrix have been carried out and followed up by regular review meetings. Early indications are that the approach has contributed to staff commitment to quality and led to changes in service provision that should enhance the clients' quality of life. The next phase of the project will be concerned with monitoring the extent to which the clients' quality of life has been affected by service changes.

A survey of carers of people with a mental handicap was carried out in the Malvern Hills area of Hereford and Worcester in conjunction with the local MENCAP and Family Support Groups to establish the carers' views of the service. Carers wanted a service that was local and provided flexible, mostly short-term care on both a planned and emergency basis. Carers of adults wanted a more frequent and regular service than those caring for children. The exact nature of required schemes differed between carers of adults and children. In a significant number of cases carers were unaware of some of the relief care schemes that were available and were critical of the way in which information was provided, suggesting ways in which this could be improved.
