This digest summarizes the results of NCHRP Project 20-65(9). Information was collected on the multiyear procurement experience of states that directly and indirectly procure paratransit vehicles applying funds from the federal Elderly Persons and Persons with Disabilities Program (49 U.S.C. Section 5310). The objective of this study was to help states improve their current procurement processes or enable them to strategically consider alternative processes for acquiring vehicles for this program.

This digest summarizes key findings from National Cooperative Highway Research Program (NCHRP) Project 1-40A, an independent, comprehensive review of the "Mechanistic-Empirical Pavement Design Guide" (MEPDG) and companion software Version 0.7 delivered under NCHRP Project 1-37A in June 2004. Part I of this digest summarizes the findings, conclusions, and recommendations of the independent review of new Hot-Mix Asphalt (HMA) pavement design, new Portland Cement Concrete (PCC) pavement design, composite pavement design, and design reliability. Part II tabulates the responses of the Project 1-40D research team to the essential, high-priority recommendations of the independent reviewers with respect to corrections and improvements to the MEPDG software, which represents the day-to-day implementation of the design guide itself. Most of these recommendations were successfully incorporated in software Versions 0.8 and 0.900, yielding a stable, robust, and accurate tool for pavement design.

This digest provides alternatives to conventional liability insurance coverage for public transit agencies and private motorcoach operators in response to the insurance crisis of the early 2000s that has had, and continues to have, a significant impact on the cost and availability of liability insurance coverage. The digest discusses the role of liability insurance in the passenger transportation industry, current insurance issues and impacts on public transit agencies and private motorcoach operators, alternative insurance models, and activities and strategies that can help to mitigate liability insurance costs and availability.

Transportation managers today face the challenge of managing their resources better. To rise to the occasion, transportation managers must find creative ways to share ideas, information, funding, facilities, and even staff. This requirement has led agencies to identify partners and realign roles on the basis of who can best deliver a given service or function. To simplify matters, six environments for collaboration have been identified: (1) Institutional collaboration and planning for transportation system management and operations; (2) Provision of coordinated system operations for expected or unexpected events; (3) Management of assets across modal boundaries; (4) Institutional collaboration to coordinate transportation and land use decision making; (5) Integrated traveler information systems; and (6) Mobility services. Details of each of these six environments are provided in this digest and common themes are identified.
