An analysis Abstract Among the debates around mining policy in Argentina, references to the own - ership of resources stand out. The constitutional article that recognizes the original domain of the provinces over natural resources is usually pointed to as a lock that would prevent the articulation of a national mining policy with greater degrees of sovereignty. Partial results of an analysis of the mining legal regime in Argentina are presented here. It is intended to think about “access to resources”, an empirical dimension that involves a diversity of complex social relations that include –but exceed– the property regime. Based on an explora tion of current regulations, this article aims to answer what the mechanisms for access to mining resources in Argentina are and to what extent national or sub-national state bodies can regulate them. In conclusion, it is stated that the ownership of resources is not a necessarily relevant dimension to characterize the mining policy of a country. On the contrary, it is intended to show that, in Argentina, the mining policy is guaranteed by the national State, even though the resources are provincial.

Resumen Desde la crisis del campo, a fines de los ‘90 y comienzos del 2000, diversos actores estatales y no estatales han buscado dinamizar social y económicamente los pueblos rurales de Argentina. En este marco, el turismo es cada vez más frecuente en las iniciativas y programas como estrategia de revitalización ponderando los aspectos positivos del mismo. Sin embargo, el proceso conlleva una serie de transformaciones materiales y simbólicas que pueden generar tensiones. En este artículo proponemos analizar de forma crítica cómo se generan estos procesos mediante la construcción de una “biografía cultural”. Esta propuesta nos permite indagar y contextualizar las implicaciones de la turistización de estos lugares.

Agricultural activity is an engine of the Argentine economy, and given the extensive use of pesticides in food production, it is essential to understand their handling to assess their effects on the environment and people's health. The objective was to know the main aspects of the network of actors that use and commercialize pesticides in the Tandil district (Buenos Aires) during 2019 and 2020. Qualified referents were interviewed and agricultural producers in the area were surveyed. 10 main actors were identified, grouped into 3 categories (government agencies, civil and private associations) which proved to be linked through activities such as control, training or trade flows. The key actors agreed on the scarcity of resources assigned to control, the low use of the agronomic recipe and the diverse final destination of the empty drums. Added to this, the anthropocentric look in relation to nature, the lack of professional advice in the fields, and distrust in agroecological production is evident. The need to incorporate new actors into the network, generate public policies that allow greater control, and the urgency of undergoing a change in the productive paradigm is concluded.

Among the biophysical indicators that link the availability of resources in a territory with the consumption of these resourses by a population are the Ecological Footprint and the Local Load Capacity, which together suggest the degree of sustainability of a territory. The aim of the study is to analyze the sustainability situation of the General Pueyrredon partido and the main city (Mar del Plata) from an analisys of two indicators: Ecological Footprint (HE) and Local Load Capacity (CCL). The methodology taking into account the guidelines proposed by Wackernagel and Rees (1996), was adjusted to the characteristics of the area, then the CCL was estimated. Finally, the relationships between both indicators were analyzed. The results shown that the demand of resourses exceeds the CCL of the General Pueyrredon partido because the HE is greater than the CCL. Therefore, a part of the local demand is imported (CCA) from other ecosystems (import of biocapacity).
