mials and a partial description of random variables by higher order statistics (moments or cumulants) is the basis of this approach. The classic approach to solving a posed problem, which is based on sim-ple linear recurrent statistics, that does not take into account the peculiarities of probabilistic data distribution and is optimal only for Gaussian model, is analyzed. Analytical expressions for finding the estimates by polynomial maximization method at the second degree polynomial are obtained. A com-parative analysis of the efficiency on the basis of the criterion of the magnitude of asymptotic dispersion of the estimates of various methods parameters is performed. It is shown that theoretical value of the coefficient of the reduction of PlMM-estimates dispersion (in comparison with linear estimates) depends on the magnitude of cumulative coefficients of asymmetry and excess of statistical data. On the basis of the received results, in MATLAB software environment a set of m-functions that realize statistical modeling by Monte-Carlo method of linear and polynomial sequential grading algorithms for the parameter of bias of non-Gaussian random variables with different types of distributions (ex-ponential, gamma, lognormal, Weibull, double-Gaussian ones) is developed. The combination of the obtained results shows that the application of the proposed approach can provide a significant reduction in the time to make decisions when diagnosing the state of technical systems and technological processes.

In the article a functional scheme of encryption device, which is the realization of one of the variants of modernization of the Lorenz German stationary encryption machine, is developed. The device works by superposing the ciphertext on the main text of messages. It also has absolute cryptographic stability, provided that it uses conditions similar to those of the Lorentz operation, but does not use the Vernam encryption system. The advantage of the proposed character encryption device is the much more powerful ciphertext alphabet. It consists of (n-1)! times more characters than in Vernam's cipher. This significantly increases the cryptostability of the system. Unlike the Vernaim cipher, in the proposed encryption device, the ciphertext encoding does not equal the decryption ciphertext. Therefore, in order to unify the receiver and transmitting part of the device in its design, it is proposed to introduce an additional block – a block of formation of the reverse ciphertext, which automatically generates ciphertext encoding on the basis of ciphertext decoding. The basis of this project is a special software complex designed to calculate the principle electric circuit of the block of formation of the reverse ciphertext, which automatically generates ciphertext encoding on the basis of ciphertext decoding

Thanks to its unique properties piezoceramics has applications in various fields of engineering and technology. Manufacturers of piezoceramics, elements and components based on it conduct research and design work to improve the parameters of ceramics, develop its new types, for which significant financial resources are allocated. Piezoelectric disks with partial electrodes of one or two surfaces are often used to create various functional piezoelectronic devices. Disk piezoelectric devices are widely used in the elements of information systems. The purpose of this article is to research amplitude-frequency characteristics of disk piezoceramic elements, depending on the geometric dimensions of the electrodes and the load value.

Transfer function coefficients’ effect on the properties of amplitude-frequency characteristic, which should be taken into account at adjustable components designing, is considered. On the example of typical digital filters of the first order of low and high frequencies, the dependencies of the transfer function’s numerator and denominator coefficients on the cutoff frequency, as well as the denominator coefficient’s dependence on the ripple index are found.

The issue of providing information needs of project manager requires special attention. The choice of the optimal software tool is very important in IT project management systems. Over time, projects are becoming more complex, performed in different parts of the globe. Project manager analyzes a huge amount of information and makes decisions. It is proposed to evaluate and select the software tools of modern information technology project management systems based on the substantiation and study of quality criteria, such as crossplatform, reliability, versatility, interface intuition and price. The basic stages of the formation of integrated criterion of evaluation of software are presented. The effective management of a project in the field of information technology depends on the organization and planning of processes in projects, including the presentation of information in a userfriendly form of guidance. The choice of software for IT project management systems is based on the study of software evaluation criteria that are interconnected. When choosing a software tool in the IT management system, it is necessary to consider quality indicators from the point of view of a user, that is, project manager. This approach ensures effective management of IT project and reduces overutilization of resources in the project as well as time. The given research gives an opportunity to provide the choice of the optimum software in the systems of management of IT project. Conclusions are made about the possibility of improving the management of the project in terms of resource, budget and time constraints.
