The article is devoted to the created in 1941 German-language cartographic work on Ukraine (“Handschrift-Karten zur Geschichte, Volkstumskunde und Wirtschaft der Ukraine”), known as the Historical Atlas of Ukraine. It is believed that its author is a famous geographer, encyclopedist Volodymyr Kubiiovych. However, there is reason to assume that V. Kubiiovych has nothing to do with the compilation of this atlas, as he does not cite this work in his bibliography. In this study, we suggest that the Historical Atlas of Ukraine was created not for scientific and educational purposes, but because of political inquiries. Probably, V. Kubiyovych was involved in its preparation in connection with the socio-political conditions in which the scholar found himself.

The article defends the necessity to establish a national help service titled Navchannia Navprostets (Learn Direct). It would be a not-for-profit telephone line based on modern encyclopedias of Ukraine. The creation of such a service is justified by the Lifelong Learning as an international social movement, which in Ukraine is supervised by the Ukrainian Coordination Bureau of the International Public-State Program Adult Education in Ukraine. The concept of lifelong learning is upheld by the scientifically explained idea of a person’s ability to learn at any age. It has been identified by the Council of Europe as an important component of the social model of Europe. Accordingly, one of the tasks of the European states is to ensure the citizens’ aspirations for development and to receive lifelong education. The idea to start up a national help service in Ukraine is based on the experience of European countries, first of all, we mean a service in the UK (Learndirect).

The article describes the phenomenon of the electronic encyclopedia activity and investigates the electronic Internet encyclopedias created by the institutions of the National Academy of Sciences of Ukraine. It has been discovered that electronic encyclopedias can be divided into several varieties, the main of which is online encyclopedias, which are highly distinguished in comparison with classical printed publications by the characteristics caused by the development of information technology. In accordance with this division, the national academic encyclopedic resources are characterized in the article. The idea of the importance of creating an online encyclopedia about the National Academy of Sciences of Ukraine is presented; it also argued that current online encyclopedias are not fully equipped with a wide range of technological opportunities for their use.

The study describes the academic encyclopedias of Ukraine. The main attention is paid to the peculiarities of the development of the encyclopedia publishing at the National Academy of Sciences of Ukraine: its origins and the most important academic encyclopedias are outlined. The spectrum of encyclopedic projects is analyzed by the scientific branches and the conclusion is drawn about the significant advantage of social sciences and humanities over others in the contex of presenting knowledge in encyclopedic format. Some vision of further development of the encyclopedia publishing in Academy is proposed.

The fact is that a reference information is now increasingly used as means of media manipulation in level of public consciousness (for political, ideological, and economic reasons). This is well traced on the example of online encyclopedias with free access to editing of posted information such as Wikipedia. This article is based on the description of the online analytical report on encyclopedias in Europe written by experts of the European Parliament.
